Climate change impacts including displacement, poor air quality, and heat island effect, disproportionately impacts low-income families and communities of color. Low-income households spend on average 10% on energy costs compared to 2% for non-low-income (TEPRI). Equity and climate are inextricably linked.

Energy and Water Conservation Design Standards for State Agencies

 

The Comptroller of Public Accounts’ State Energy Conservation Office (SECO) proposes to amend Title 34 Texas Administrative Code, Chapter 19, Subchapter C, Rule §19.32 to update the Energy and Water Conservation Design Standards to adopt by reference minimum energy efficiency and water conservation design standards for state agencies and institutions of higher education. The proposed amendments to Rule §19.32 are published in the May 29, 2020, edition of the Texas Register (Page 55).

Comments may be submitted to Eddy Trevino, director, State Energy Conservation Office, at SECORuleComments@cpa.texas.gov or at P.O. Box 13528, Austin, Texas 78711. Comments must be received no later than June 28, 2020.
