Filing Period to Run for City Council Begins on Monday, July 13

Sausalito voters will elect three members to the City Council at a General Municipal Election on November 3, 2020. The nomination period for candidates opens on Monday, July 13. To be eligible, a candidate must be a registered voter living within City of Sausalito limits. Candidates must also follow these steps to qualify for the ballot:
  • Request nomination papers. Nomination papers are available from the Office of the City Clerk at 420 Litho Street. Due to COVID-19, all candidates will be required to make an in-person or Zoom appointment to obtain and file nomination papers. To make an appointment, please contact City Clerk Heidi Scoble at hscoble@sausalito.gov or (415) 289-4134.
  • Fill out nomination papers. In order to qualify, candidates must gather the signatures of not less than twenty nor more than thirty registered voters of the City of Sausalito.
  • File nomination papers. Nomination papers must be filed by 5:00 p.m. on Friday, August 7. As required by law, the Office of the City Clerk will remain open until 5:00 p.m. on the last day of filing.
The incumbents for the election are Joan Cox, Ray Withy, and Joe Burns. If at least one of the three incumbents has failed to file by 5:00 p.m. on August 7, the nomination period will be extended to Wednesday, August 12 for non-incumbents only.

City Council Holds Community Forum on Racial Justice

On July 7, the City Council held a community forum to discuss ways that the City of Sausalito can be a positive force in overcoming systemic racism. The forum provided the Councilmembers with an opportunity to listen to area residents, and more than 30 people shared their thoughts and ideas with the Council during the public comment period.

The Council concluded the discussion with the adoption of Resolution No. 5957 to condemn racism, discrimination, and all forms of hatred, and commit the City to an intensive and ongoing effort to address the inequities created by systemic racism.

The meeting agenda includes links to written correspondence submitted to the City Council in advance of the meeting, along with a staff report, a list of suggestions from City staff to promote racial justice, and an open letter from Police Chief John Rohrbacher.

Construction to Begin Soon on Southview Park Improvements

Construction of a new and improved Southview Park is about to begin. Components of the project include fixing retaining walls, grading and resurfacing the tennis court, replacing the children's play structure, and improving paths, lawns, and seating areas.

Southview Park is located between 3rd and 4th streets, adjacent to North Street. The City has contracted with CF Contracting to perform the primary construction work, which is scheduled to start in the next few weeks. The work involves demolition and will be noisy.

The demolition phase is anticipated to last for at least a month, with the construction of the interior walls and infrastructure to last until December 2020. Construction hours are Monday through Friday from 8:00 a.m. to 5:00 p.m. 

The City is seeking donations for the reconstruction of the basketball court. Full funding was not available for court reconstruction when the City Council awarded the contract at its June 9 meeting. If you would like to donate toward replacing the basketball court area, please contact Parks and Recreation Director Mike Langford at mlangford@sausalito.gov.

On-Street Dining at Caledonia Street's Restaurant Row

Temporary on-street dining is now open for business at Caledonia Street restaurants between Pine and Johnson streets. Everyone is invited to enjoy fresh air and a tasty meal on Sausalito's restaurant row! Participating restaurants are Sartaj, San Drino, F3, and Osteria Divino.

The street will be closed for dinner on Thursdays and lunch and dinner on Fridays, Saturdays, and Sundays. Each restaurant will set its own hours. The street configuration calls for a maximum of five tables for each of the four participating restaurants to allow for sufficient distance between dining parties.

Per public health guidelines, outdoor dining parties should be limited to those within the same household. Please wear a mask when you are in the presence of a restaurant employee. Due to their frequent contact with members of the public, restaurant workers are among our most vulnerable populations.

Make a Difference by Serving on a City Commission

The City Council is calling the best and the brightest of our community to fill openings on City boards and commissions dedicated to sustainability, parks and recreation, and community safety/disaster preparedness. If you are interested in helping Sausalito chart a course during these challenging times, this is a great opportunity to make a difference.
  • Community Safety/Disaster Preparedness Committee. The seven members of the Community Safety/Disaster Preparedness Committee advise the City Council on matters of policy related to disaster preparedness and help to build a strong connection between the police department and the community. There are four current vacancies on the committee.
  • Parks and Recreation Commission. The seven members of the Parks and Recreation Commission advise the City Council and City departments on parks, playgrounds, recreation programs, and public art. There is one current vacancy on the committee.
  • Sustainability Commission. The seven members of the Sustainability Commission advise the City Council on waste management, recycling, sea level rise, renewable energy, and other topics related to sustainability. There is currently a vacancy for an alternate member.
Most of Sausalito's boards and commissions meet once per month in the evening. While shelter-in-place restrictions are in effect, meetings are held via Zoom.

Commissioners are appointed by the City Council after an interview process to assess the qualifications of applicants. New commissioners typically serve a three-year term. Two terms may be served before a commissioner "terms out." Alternates may participate in the absence of regular members and fill vacancies when a regular member is termed out or resigns.

Wildfire Fuel Reduction Scheduled for City Streets

In 2019, the Southern Marin Fire Protection District began a new project to remove overgrown vegetation from Sausalito streets. The road clearance project is part of a larger Vegetation Management Program launched by the fire district with funds from Measure U, a $200 parcel tax approved by voters in November 2018 to improve local emergency services.

Removing excess vegetation improves access for emergency vehicles and reduces the amount of fuel available to a wildfire. 

Road clearance is being scheduled within fire district boundaries with priority given to areas of greatest need. The next group of Sausalito streets to be targeted is listed below, with work scheduled to begin on or around Monday, July 27.
  • Girard Avenue
  • Glen Court
  • Glen Drive
  • Johnson Street
  • Laurel Lane
  • Litho Street
  • Locust Street
  • Marie Street
  • Monte Mar Drive
Under the road clearance program, landscapers and tree workers employed by the fire district will be performing the following tasks:
  • Removing flammable and encroaching vegetation from roadsides and sidewalks
  • Pruning trees to maintain emergency vehicle access
  • Evaluating street parking spots to determine if they leave enough space for emergency vehicles
  • Clearing vegetation around fire hydrants
  • Marking dead or dying trees with a red dot for future removal
Streets will remain open while work is underway, but traffic may be reduced to one lane in work areas. Please do not pile any vegetation on the roadside for pick up; this project is for street clearing only.

Marin Public Health Continues Delay to Reopening Schedule

Daily Hospital Cases
No additional activities or business sectors are scheduled to resume in Marin on July 13, according to Marin County Public Health. The pause in reopenings is due to rising COVID-19 cases and hospitalizations in Marin, combined with an outbreak at San Quentin State Prison that is contributing to hospitalization numbers.

Indoor businesses such as hotels and gyms that had been scheduled to reopen on June 29 have not yet been assigned a reopening date. Indoor dining was also rolled back from the June 29 list of allowed activities after Marin was added to a state watch list for COVID-19. 

The severity of the increase has not yet reached a level for Marin's public health officers to roll back other previously allowed activities, but they are closely monitoring COVID-19 surveillance data for the county.

Everyone can do their part to limit the spread of COVID-19 by staying home as much as possible, limiting contact with those outside your household, wearing a face covering when you are outside the home, maintaining a six-foot social distance, avoiding touching surfaces, and washing your hands frequently.

Stress and COVID-19. Fear and anxiety about a disease can be overwhelming and cause strong emotions. During this challenging time, County of Marin Behavioral Health and Recovery Services would like to encourage our community members to take care of themselves and stay attuned to physical, mental, and emotional health needs.
  • Take breaks from watching, reading, or listening to news stories, including social media. Hearing about the pandemic repeatedly can be upsetting.
  • Take care of your body. Take deep breaths, stretch, or meditate.
  • Try to eat healthy, well-balanced meals, exercise regularly, get plenty of sleep, and avoid alcohol and drugs.
  • Make time to unwind. Try to do some other activities you enjoy.
  • Connect with others. Talk with people you trust about your concerns and how you are feeling.
  • Call your healthcare provider if stress gets in the way of your daily activities for several days in a row.

Returning to School. The Marin County Office of Education (MCOE) is offering a series of webinars to discuss the reopening of schools in Marin County. The next session, covering guidelines 16-25 of A Public Health Guided Return to Site-Based Classroom Instruction, will be held via Zoom and Facebook Live at 9:00 a.m. on Thursday, July 16. Bus Route 2 Suspended. Golden Gate Transit continues to modify bus service levels during the COVID-19 pandemic. On Sunday, July 12, new regional bus schedule changes will go into effect to match current low ridership levels. The changes are temporary, and services will be restored as public health orders are eased and ridership returns. 

As part of this plan, all service on commute Route 2 between Sausalito and San Francisco will be suspended. Riders should instead take Route 30, which provides half-hourly service during peak periods and hourly service otherwise. Riders will need to transfer at the Golden Gate Bridge Toll Plaza or at the intersection of Richardson Avenue and Francisco Street for service to and from the Financial District.

Curbside Pickup at the Library. The Sausalito Library's no-contact curbside service is now available for pickups and returns at the far end of the City Hall parking lot. To request items, you can place holds using our online catalog or by calling us at (415) 289-4121. You may also add extra items to your curbside order, such as magazines, a grab bag of three random paperbacks, and take-and-make craft kits.

During the week of July 13, hours for pickups and returns are Tuesday from 2:00 to 6:00 p.m. and Wednesday and Thursday from 10:00 a.m. to 2:00 p.m. Pickups are by appointment by calling the number above. You do not need an appointment to return items. The library is not able to accept book donations at this time.

Please wait until you receive a confirmed time slot from a library staff member before coming to pick up items. When making a pickup, wear a face covering if library staff are present.

The take-and-make craft kit for July 13 to July 24 is the God's Eye Weaving Kit. This kit is ideal for ages 3-8, but anyone can choose to join in the fun. Patrons can request a craft kit by emailing reference@sausalito.gov or calling (415) 289-4121.

Free home delivery is available through CARSS (Call A Ride for Sausalito Seniors) to all residents who are age 60 and older or have a disability. To arrange a pickup of your library requests, contact CARSS 24 hours in advance by phoning (415) 944-5474. CARSS is a City of Sausalito Age Friendly program managed by Sausalito Village.

New Map of Open Restaurants. Marin County's Marin Recovers website has launched a new interactive map of restaurants that have resumed business under shelter-in-place orders. The map is searchable by restaurant name, and results can be filtered by curbside pickup, outdoor dining, delivery, and minority ownership. Clicking on the marker for a restaurant opens a window with information that includes contact information and website address. More than 25 Sausalito restaurants are included.

COVID-19 Testing at the Tiburon CVS Pharmacy. The County of Marin reports that testing for COVID-19 is now available at the CVS Pharmacy drive-thru at 1599 Tiburon Boulevard in Tiburon. Self-swab tests will be available to individuals meeting CDC criteria, in addition to state and age guidelines. Patients must register in advance at the CVS website to schedule an appointment. Tests will be sent to an independent, third-party lab for processing. Results will be available within seven days.

Access to Parks and Beaches. To help county residents find out which parks, beaches, and open spaces are currently open and in what capacity, Marin County Parks has created an online guide with listings for Central, North, South, and West Marin. A regular meeting of the Sausalito City Council was held on Tuesday, July 7, 2020. Pursuant to Section 3 of Executive Order N-29-20, issued by Gov. Newsom on March 17, 2020, the meeting was conducted remotely via Zoom and broadcast live on the City website.

Updates from Boards and Commissions

Planning Commission. The role of the Planning Commission is to review applications for design review and land use entitlements, as set forth in planning and zoning laws of the City and the state, and perform other such duties as specified in the Sausalito Municipal Code.

Previous meeting. The Planning Commission met on Wednesday, July 1 to provide comments on the Public Review Draft of the General Plan Update and the General Plan Draft Environmental Impact Report. Watch the video recording of the meeting

Upcoming meeting. There will be a meeting of the Planning Commission at 6:30 p.m. on Wednesday, July 15. News from City Departments

Public Works. The City of Sausalito 2020 Streets Rehabilitation Project is out to bid. The planned work is to reconstruct Bonita Street between Litho and Bee streets. If bids come within budget, the project will also include the reconstruction of Bee Street between Bonita and Caledonia streets.

Work will include replacing the existing mix of asphalt and concrete roadway surfacing with new asphalt surfacing, and installing new sanitary sewers, storm drains, curb ramps, curbs and gutters, and pavement markings. Bids will be opened mid-July, with the anticipation of awarding the work in August and starting construction in September 2020.

Administration. The Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC) have announced the release of the Plan Bay Area 2050 Draft Blueprint, a critical step in the creation of Plan Bay Area 2050, the Bay Area's long-range plan that looks holistically at the region's transportation, housing, economic, and environmental issues. The Draft Blueprint integrates 25 resilient and equitable strategies to make progress toward a more affordable, connected, diverse, healthy and vibrant Bay Area for all.

Highlights of the Draft Blueprint include improved affordability for residents of all income levels; expanded housing opportunities for low-income residents, including construction of more than 400,000 new permanently-affordable homes; a focus on growth in walkable communities; investments to reduce traffic fatalities and to protect homes from sea level rise; and strategies that support renewed economic growth.

ABAG and MTC are currently seeking input on which strategies would best meet the challenges the Bay Area will face over the next several decades. A digital workshop for Marin residents to provide feedback will be held on Zoom from 10:00 a.m. to noon on Saturday, July 18; to participate, fill out the webinar registration form. Input is also being collected via an online survey. The public comment period is open from July 10 through August 10, 2020.

Administration. Drawdown: Marin is a community-driven campaign to do our part to dramatically reduce greenhouse gas emissions and prepare for climate change impacts. A two-year planning process has now been completed with the assistance of over 150 volunteers. Twenty-nine local climate change solutions were identified during this process. Seven solutions have been endorsed for immediate implementation by the Drawdown: Marin Executive Steering Committee

The Drawdown: Marin Strategic Plan summarizes all 29 solutions, necessary equity work and initiatives, community empowerment and engagement priorities, and governance and funding frameworks and needs for 2021-2030. It is available for public viewing until the end of July. After comments are received, a revised plan will be presented to the Marin County Board of Supervisors later this year in conjunction with the County's 2020 Climate Action Plan Update.

VISIT THE WEBSITE OF DRAWDOWN: MARIN
Police. At approximately 5:06 p.m. on Friday, July 3, the Sausalito Police Department received an alert from its license plate recognition cameras of a Lexus with a stolen license plate entering Sausalito from Alexander Avenue. The license plate had been stolen out of Vallejo on Tuesday, March 10.

Officers responded immediately and conducted a comprehensive search of the area, locating the Lexus in Municipal Parking Lot 1. The Lexus was occupied by two adults, the vehicle's owner Danny Turner (a 40-year-old resident of Rodeo) and a passenger. Officers confirmed that the license plate was stolen and that the vehicle's registration had been expired for over four years.

Further investigation revealed that Turner had a $10,000 felony arrest warrant out of San Mateo County for burglary. Turner was arrested for the warrant and booked into the Marin County Jail. The passenger was released at the scene. The Lexus was impounded for having expired registration in excess of six months.

Thirty-three stolen vehicles have been recovered since the City of Sausalito's license plate recognition camera system became operational in May 2017, leading to the arrest of 38 individuals. Southern Marin Fire. Starting Tuesday, July 21, PG&E will conduct helicopter flights in Marin County to improve its response to a Public Safety Power Shutoff (PSPS). Sausalito is among the Marin communities that will receive helicopter visits.

Helicopters will fly at roughly 100 feet, Monday through Friday, but not necessarily every day, between the hours of 7:00 a.m. and 5:00 p.m.

The flights will help PG&E better understand the amount of time it takes to safely complete a PSPS inspection. In addition to improving overall safety, these pre-inspections will help crews execute future patrols more efficiently and provide information to better determine timing for restoring electric service to customers.

Southern Marin Fire. At approximately 9:06 p.m. on July 4, Mill Valley Fire, Southern Marin Fire, and Marin County Fire responded to a vegetation fire at 49 Cole Drive in Marin City. Units on scene were able to contain the fire at a quarter acre with no injuries to personnel or the community. Fireworks were the cause . The rest of the county responded to multiple vegetation fires from approximately 9:00 p.m. to 11:30 p.m.

Public Works. Between July 6 and July 17, traffic controls will be in place at the intersection of Bridgeway and Spring Street to allow for the replacement of a private sanitary sewer lateral. Lane closures and lane shifts will be in place on southbound Bridgeway, and eastbound Spring Street will be closed to thru traffic between Bridgeway and Pearl Street. As always, please drive safely in the vicinity of construction zones.

Parks and Recreation. Sausalito Parks and Recreation is offering Thursday evening Zoom classes on the Magic of Mixology. Participants learn behind-the-scenes cocktail-making tips from Katya Larionova, professional bartender from Bourbon & Branch, San Francisco's oldest speakeasy. Enthusiasts, beginners, and professional bartenders are welcome! The final class in the latest series of classes will take place from 7:00 to 8:00 p.m. on Thursday, July 16. Community Development. Printed copies of the Public Review Draft and Draft Environmental Impact Report (EIR) of the City of Sausalito 2040 General Plan are now available for curbside pickup from the Sausalito Library. Copies circulate for one week and may be requested by placing a hold in the library catalog. When your hold is ready, call the library at (415) 289-4121 to schedule a pickup. Community Development. The Community Development Department has transitioned to an entirely digital process for the submission of applications and supporting materials for building and planning permits. Staff are now available via Zoom to help answer questions regarding digital submittal procedures for building permits and planning projects.

The virtual counter is open from 9:00 to 10:30 a.m. on Mondays and Wednesdays. To make an appointment for virtual counter service, please email cdd@sausalito.gov by no later than 5:00 p.m. on the previous business day. Smartphones or microphone-equipped computers are recommended.

Join Sausalito Village from 4:00 to 5:00 p.m. on Tuesday, July 14 for a Zoom session to watch and discuss "Can Beauty Open our Hearts to Difficult Conversations?" presented by Titus Kaphar. Titus is an artist who is known for combining classical painting techniques with innovations that allow him to tell difficult stories about contemporary social ills. His painting of George Floyd's mother was featured on the cover of the June 15, 2020, issue of Time Magazine. Returning to School. The Marin County Office of Education (MCOE) is offering a series of webinars to discuss the reopening of schools in Marin County. The next session, covering guidelines 16-25 of A Public Health Guided Return to Site-Based Classroom Instruction, will be held via Zoom and Facebook Live at 9:00 a.m. on Thursday, July 16. This virtual class from 11:30 a.m. to 1:00 p.m. on Thursday, July 30 will delve into the functions and features of Apple's internet browser, Safari. We'll learn about search, tabs and bookmarks. We will also discuss Reminders and Notes, two great applications to keep your life in order and get things done. Instructor Jon Hartman is a computer consultant specializing in Apple devices. Get your questions answered at a free online webinar organized by the Marin County Sustainability Team and PG&E's Pacific Energy Center. The next session will be held on Saturday, August 8 from 10:00 a.m. to noon. The class covers the basic information a homeowner would need before investing in solar for their home, including costs, return on investment, technical specifications, owning vs. lease agreements, and more.
