Description:  The Defence Forces of Ireland are considering the purchase of Software Defined Radios (SDR) as the next generation of tactical radios for the Irish Defence Forces. It is envisioned that the SDR platform will provide enhanced capabilities to include as a minimum high bandwidth data and voice transmission for ISR applications. Software Defined Radios, which operate in the VHF, UHF and HF bands are considered as optimal. Characteristically the SDR must provide Commsec and Transec communications for both voice and data communications. Consideration will be given to the SDR's suite of narrow band wide band waveforms. Interoperability with partner nations will be a potential requirement for the Irish Defence Forces. Therefore, the SDR's ability to port different waveforms will be viewed as a potential benefit for the Defence Forces. The ability to generate and create waveforms for different tactical applications will be researched as part of this programme. Any purchase of an SDR will be expected to remain in service for the next 15 to 20 years. SDR's for review must be tactically fielded and have a proven maintenance and support capability.

172364 - RFT CSO CATI 2021 - RFT for the Provision of Computer Assisted Telephone Interviewing (CATI) Services

Description: The utilisation of Computer Assisted Telephone Interviewing (CATI) is an integral component in the ongoing collection of data for statistical services. Currently this is used in the collection of data for the Labour Force Survey (LFS). The LFS consists of five interviews, as a respondent who agrees to participate in the survey is interviewed for five consecutive quarters. The Tenderer will perform household interviews for the 2nd - 5th interviews of the LFS by CATI. The first interview is performed using Computer Assisted Personal Interviewing (CAPI) on a face-to face basis by the team of interviewers employed by the CSO. This approach to LFS data collection may change or be modified throughout the duration of this contract and any subsequent extensions; as such, CSO will require flexibility from the successful tenderer in incorporating such amendments if required during the contract.

Description: The project is for the development of a site at Killinarden, Tallaght, Dublin 24 for a sustainable, mixed tenure housing development in accordance with the Killinarden Masterplan (“Masterplan”), the South Dublin County Council Development Plan 2016-2022, Rebuilding Ireland, an Action Plan for Housing and Homelessness and planning legislation. The development site has an estimated capacity for 500 units (subject to planning permission), with the exact number to be explored during the dialogue stage. The required tenure mix is anticipated to be 20% social housing units to be sold to the Council, 60% affordable housing to be sold to eligible persons under the Scheme of Priority for Affordable Dwellings and 20% private residential housing units. The Council is seeking to identify an economic operator that has all of the right skills and is considered most capable of working in collaboration with the Council, to identify the optimal solution for the development site in accordance with the Masterplan and the Council’s requirement and to deliver it as efficiently as possible.

Description: Community Radio Kilkenny City (CRKC) is a community radio station licensed by the BAI to serve Kilkenny City. Since being awarded its full time licence, the station has been steadily upgrading its facilities, many of which dated back to the 1990s. CRKC is now upgrading the studio facilities and as part of that work it is also upgrading the underlying technology and infrastructure, setting the direction of development for the coming years.The station has three working studios as well as the use of a shared room for bigger groups. The studios are On Air Studio1 (Main), Studio 2 (Production), Studio 3, and the shared room is a large meeting room upstairs, shared with Boardroom users. The latter room currently has wiring in place to contribute programming via Studio 1 when larger groups need to be accommodated. In such cases, a portable audio mixing desk (see below) is used to pre-mix the microphones being fed to the Main Studio. Studio 1 will be rebuilt and re-equipped with modern sound-proofing incorporated throughout during the building works. Studio 3 will be moved, enlarged and re-built; some existing materials to be re-used, eg current sound-proofed glazing. This tender process is to purchase both the equipment required and to obtain the expertise of the vendor during the delivery of the entire project. Consultancy at the planning phase, supervision at the building phase and inspection on handover are the services we will require to be delivered by the successful tenderer as part of the works being quoted for. This liaison requirement should be included in the response to the tender. Post-project support requirements are detailed below under “Services Required”.

The Department of Agriculture, Environment & Rural Affairs has announced a new COVID–19 fund for the Agricultural sector in NI.

Breakdown of the £21.4m (indicative figures) is as follows:
Support for the Beef Sector - £7m (100% losses covered)
Support for the Dairy Sector - £11m (80% losses covered)
Support for the Sheep Sector - £232k (100% losses covered)
Support for the Potato Sector - £1.2 – 1.6m (80% losses covered)
Support for the Ornamental Horticulture Sector – £1.2m - £1.6m (80% losses covered)
