A message from Anthony Shannon

 
Hi all,
 
We’ve almost completed the TEI recommissioning and reform process. Thank you for helping to reform the early intervention system for children, young people and families in NSW. Together we have made the system more flexible and responsive to local needs.
 
With the 2019/20 reporting period coming to a close and accountability reporting on the horizon, I want to clarify reporting requirements.
 
Please keep in mind that DCJ will:
  • take into account the impact of COVID-19 on service delivery and reporting, and ease reporting requirements between March and December 2020
  • use a flexible approach to performance monitoring during the transition from old reporting mechanisms across to the Data Exchange, and during the ‘try, test and learn’ phase.

Key updates
 

Data reporting requirements 
Most TEI funded service providers will not need to report data for service delivery undertaken between 1 March 2020 and 31 December 2020. Your contract manager may request data if they have serious concerns about your performance.
 
We’ve extended the ‘try, test and learn’ period in the Data Exchange until 31 December 2020. We encourage you to start using the Data Exchange so you’re familiar with the platform.
 
Reporting period Reporting requirements
1 July 2019 - 30 June 2020 Reporting is optional for all services from 1 March 2020 until 31 December 2020.
 
Data collected prior to 1 March 2020 can be reported as normal:
  • ARTD - ARTD have sent separate advice about ARTD portal closing dates for the reporting period.
  • Data Exchange – services using the Data Exchange have until 30 July 2020 to report data for the reporting period.
  • CYFS and GIT services can keep their data on file.
1 January 2021 - onwards Report data using the Data Exchange
 
Annual accountability requirements
If your contract manager approved changes to service delivery relating to COVID-19 in writing, you do not need to note these in your annual accountability process.
 
Partnerships will provide more advice about the 2019-2020 annual accountability requirements.
 
Performance assessment
We acknowledge COVID-19 has affected the completeness and quality of data available for the period 1 July 2019 to 31 December 2020.  As such, we’ll be flexible in assessing performance in this period. There may be exceptions to this, if there are serious concerns.
 
Normal reporting requirements and performance assessment will be in place from 1 January 2021.
 
Data Exchange updates
We have developed a number of different resources to help you use the Data Exchange. All of these resources are available on the TEI website in The Data Exchange section. We have resources to support you to:  
DCJ is progressing updates to Data Exchange access, and new access, when contracts have been signed. Your contract manager will advise you when updates are made.
