COVID-19 Update
July 8, 2020
IowaBio wants to provide our members useful information during the COVID-19 pandemic. This newsletter compiles information on state, federal and industry action to combat the virus and its impacts.

Iowa Update
Yesterday at her press conference, Governor Kim Reynolds said over the month of June, positive tests increased particularly in young adults aged 18-40. On average across the state, 60 percent of positive cases are in individuals aged 18-40, compared to 21 percent for middle-aged adults, 19 percent for older adults, 8 percent among children, and 2 percent elderly. The top five counties alone account for nearly 50 percent of the new cases, including Polk, Blackhawk, Story, Scott and Johnson counties. She said, some people are getting tested more than once. Governor Reynolds said the rise in cases is not alarming, but it is concerning, because the consequences of spread among younger adults means it could spread to others including the most vulnerable. She will meet today with Dr. Caitlin Pedati, State Epidemiologist, to review the data to decide whether there is need for additional measures to prevent the spread of COVID-19. The Governor does not believe that masks can legally be required by local governments. 

A new Test Iowa clinic site is scheduled to open in Kossuth County on Wed., July 8, 2020, located at the former Ernie Williams Harley Shop at 2701 US- Hwy 18 in Algona. Hours of operation this week are:  Wed., July 8, from 8 a.m.-4:30 p.m.; Thurs., July 9, from 1-4 p.m.; and Fri., July 10, from 8:30-10:30 a.m. 
 
Individuals who wish to get tested at any site must first complete the online assessment at testiowa.com. They will then be directed to schedule an appointment. Locations and hours of operation for all test sites can be found at testiowa.com or coronavirus.iowa.gov.
 
Clinic sites are partnerships between the State of Iowa and local health care providers to increase access to testing in their communities. Clinics operate and staff the test sites. The state provides testing supplies and processes the samples through the State Hygienic Lab.

Yesterday Governor Reynolds announced that $50,000,000 in federal funds allocated through the CARES Act, federal COVID-19 funding that came to Iowa, will be invested in Iowa’s mental health care system. Watch Governor Reynolds’ announcement on Facebook here
 
$50,000,000 in CARES Act will be allocated through the providers: 
 
Mental Health Providers - $10M
  • Will go to Medicaid providers of non-hospital based inpatient and outpatient services to cover increased costs associated with the pandemic. 
Substance Use Disorder Providers - $10M 
  • Will go to Medicaid providers of non-hospital based residential and outpatient services to cover increased costs associated with the pandemic. 
Mental Health and Disability Services Regions - $30M
  • State will distribute an equal per capita amount to each MHDS region to support ongoing adult and children's mental health services, including to cover increased service need due to the stressors and isolation associated with the pandemic. 
  • With $98-99M of property tax levy dollars going to MHDS regional services, the additional $30M investment brings the overall system funding to nearly $130M. 
Key Statistics
Currently, IDPH has reported on the state’s coronavirus dashboard,  32,153 Iowans have tested positive, up 390 from our update yesterday morning, with a total of 341,941 tested.  7 additional deaths were reported since our last update, bringing the total to 732 deaths. Now 25,860 Iowans have recovered. The latest on hospitalizations, including how many patients have been admitted in the last 24 hours can be found here.
