PROGRAMMING
Following feedback from participants with regards to the current National Handicapping System, for a number of meetings in July there has been an increase in the amount of races programmed based on the number of lifetime wins of horses.
This will enable trainers to race their horses against similarly experienced and performed horses if they wish, rather than being compelled to compete against horses of much greater experience.
For these meetings there will be a conditioned race programmed so that the more seasoned or experienced horses are still given the opportunity to compete at these meetings. Divisions of these races will be determined by the HRSA handicapping panel, with a large focus on the National Rating of the horses nominated.
Conversely, at meetings where the bulk of the races are programmed on National Ratings, a Divided race will be programmed for the lesser experienced horses, for those who would prefer not to compete in a ratings based programmed race. Divisions of these races will be determined based on the number of lifetime wins of the horses nominated.   
Please note that the lesser experienced horses are not restricted to competing in the lifetime wins races. They are free to compete in the ratings based programmed races if connections feel that is a better option.
HRSA will monitor the results of this shift in programming and any feedback is appreciated.
ONLINE NOMINATIONS
 
Trainers are reminded that effective 1st July 2020 all nominations must be made by way of HarnessWeb.
Please note this also includes trial nominations.
When nominating for the trials, trainers will be given the option of nominating for a stand or a mobile trial and the Racing Office will place horses in appropriate divisions.
For horses which are attempting to qualify, be reinstated in the barrier draw or requiring to trial to the satisfaction of the stewards, trainers can notify in the comments box provided when nominating.
Trainers that are having any difficulties nominating for a race or trial online are asked to contact HRSA and you will be assisted through this transition.
HRSA would like to thank our participants for their co-operation thus far and encourage you to continue do the right thing by your family and industry – if you feel unwell or have a temperature please stay home.  Restrictions are  starting to ease, but we all still need to remain vigilant.
  • THE TEMPERATURE SCREENING CHECKPOINT WILL BE SITUATED AT THE HORSE GATE.  THOSE ENTERING WILL BE TESTED BY FIRST CARE MEDICAL.
  • ONLY PEOPLE DECLARED TO HRSA WILL BE ALLOWED TO ENTER THE COURSE.
  • ALL PARTICIPANTS ENTERING THE COURSE MUST PRODUCE OR DISPLAY THEIR LICENCE CARDS.


IT IS IMPERATIVE THAT ANY PERSON AT THE RACE MEETING MUST PRACTICE SOCIAL DISTANCING 1.5M WHERE EVER POSSIBLE.
 
Our fantastic friends at Hygain have kindly supplied the Fiber Fresh product as a giveaway for our trainers.
Every Tuesday a lucky trainer will be drawn from race meetings held over the course of the week. The recipient will receive a bag of Fiber Fresh (collectable on the night if they have a runner).

Overview of meeting:

Race 1:TAB LONG MAY WE PLAY PACE
LONGTAN CASSANOVA
(5) ran a strong second behind JUST CAPPY last start and was only beaten by 11.7 metres. He appears to be returning to his best form and is worth strong consideration.
SHESASHARK (9) steps down in class tonight after racing against some tough competition over recent weeks. She was a winner three starts back when she defeated SUTTER MAN by a half head and looks well suited here.
CELESTIAL DAYBREAK (2) is a strong beginner and looks the likely leader here. He should be able to run a strong race out in front.
ILLAWONG GERRY (8) has been racing well but will find it tough from the draw.

Race 2: CARBINE CHEMICALS PACE
CARTER MAYSON
(6) has won three of his last five. He was beaten by 9 metres last start when he finished third behind JUST CAPPY. If he can get the right run into the race he will be right in the mix.
SIR ROMAN (7) is the best horse in the race but is incredibly risky at the short odds after galloping for no reason in his most recent race start. He also galloped in a recent trial. If he does everything right he will be tough to beat but can do things wrong.
WHOEE JOHNSON (3) and IM THE MIGHTY JUDD (1) look the next best.

Race 3: ADA PACE
WESTAR SAM
(7) has the tricky draw to overcome tonight but has been racing in some very strong form recently. He has won three of his last five with all three of those wins coming from wide draws. Looks tough to beat.
ABSOLUTION (1) galloped in his most recent start. His last three starts have been a little disappointing but his form before them was strong. He is worth consideration from the inside draw.
BELLA SOFIA (4) and FLASHING GOOD TIME (3) look the next best.

Race 4: HYGAIN PACE
MONY MONY (2) didn’t have a lot of luck in his most recent run when he was caught facing the breeze for a majority of the race. His run before that was strong when he was beaten by a head behind THE QUEEN OF HEART. He will be right in the mix tonight.
MISS ICONIC (7) ran second two starts back in the SA OAKS. She returns from a four month spell tonight. Trial form leading into this race has been decent and she is worth strong consideration despite the wide draw.
ALTHEGIRLSINMYLIFE (6) has plenty of gate speed and if she can get the right run into the race she will be right in the mix.
BAY LOUIE (3) and AREUOHKAY (9) are also chances.

Race 5: DOWNLOAD THE TAB APP PACE
PAY ME INTEREST
(4) has won two of her last four. She was a very impressive winner two starts back when she defeated SHESASHARK by 11.9 meters. If at her best tonight she will be tough to beat.
DONT TELL ALICE (6) brings some strong numerical form into the race. He is always around the mark and does have the ability to feature tonight.
TAKEMEPITCHAMISTER (3) and SUTTER MAN (1) are also chances.

Race 6: KEVIN & KAY SEYMOUR TROTTERS HANDICAP
SUN VALLEY ROAD (2) has been racing in some very strong form lately without winning. He was beaten by 4.4 meters last start behind FOURSHARESMOREBEERS. He is worth strong consideration tonight.
GHENT (7) is having his first start for the Shane Loone stable tonight. He was beaten by 6.2 metres in his most recent run behind FOURSHARESMOREBEERS. He has been knocking on the door for a win and tonight is a slight drop down in class. He should be around the mark.
ROBBIE ZUVE (8), KYVALLEY KID (5) and BOOS A BEAUTY (3) are also chances.

Race 7: OHOKA PUNTER NZ 2YO PACE
SOHO BOB (4) is having his first career start tonight. He was a recent trial winner at Gawler when he ran a 2.00.7 last mile and a 58.8 last half. He does possess gate speed and is worth consideration.
NORTHERN TERROR (6) was a last start winner when he defeated MAJOR REASON by 2.4 metres. He is a strong chance again tonight.
MAJOR REASON (5) and ULTIMATE TROUBLE (3) look the next best.

Race 8: CARBINE CHEMICALS PACERS DISCRETIONARY
GREY MAVERICK (6) returned from a spell last week and didn’t seem to get any luck. He was beaten by 3.1 metres behind REGAL SCRIBE after he was locked away three back along the inside for a majority of the race. He looks to be a strong chance here tonight.
ALLDAYBLISS (3), DOUBLEDIPOFHEAVEN (1) and POCKET THEDEAL (4) look the next best.

Bods or officially named HOMEBOD NZ is an 18 year old retired pacer.  I had the good fortune to acquire from a rehoming establishment back in 2012.  Scott Ewen owned and raced him here in SA.  He had 50 starts for 2 wins and 14 placings. 
Bods in part of our family and I use him for pleasure riding. He may not have been a brilliant race horse but he is a fantastic companion and fitted right in to our family life with his mates – a mini pony, 2 dogs, a cat, sheep and 2 other retired pacers.  He is very much loved and proudly owned by me Belinda.

Race 1: ANGLE VALE HARDWARE & FODDER PACE
APOLOGIZE (2) returns from a lengthy five month spell today. He was a recent trial winner at Gawler in a last mile of 2.02.4 and a last half of 58.4. He has had the 4 career starts for 4 placings. He looks tough to beat today.
ROLLYOUROWN (6) was a last winner when he managed to lead and defeat FALCONS BEAUTY by 3.9 meters. He has the tricky draw to overcome today but he should be around the mark.
WEEROONA BOY (5) and CEEBREEZ (1) are the next best.
 
Race 2: NEWSPOT MOTOR GROUP CLAIMING PACE
EVERYTHING (3) has won two of his last three. He was beaten by 1.1 meters last start when he had to face to breeze. He should be to work across and find the lead today and he should be very hard to beat.
CALCAVADO (4) was a last start winner when he led and defeated EVERYTHING by 1.1 metres. He will find it tougher to lead today but he will still be right in the mix.
KARMIC FIRE (6) and FINAL OVER (2) look the next best.
 
Race 3: TRUMP BLOODSTOCK TROTTERS MOBILE
BOOS A BEAUTY (5) is a consistent trotters who is always around the mark. She was a winner two starts back when she defeated SUN VALLEY ROAD by 5.2 metres. She is yet to win a race from the mobile start but she gets a very good chance today. She will be right in the mix.
MILLYS MAGIC (8) was a winner two starts back from the mobile start when she defeated GOODTIME PE RABBIT by 9.3 metres. She can do things wrong but if she trots all of the way today she will be around the mark.
GLAD ALL OVER (7) and HOT N FAST (3) look the next best.         
  
Race 4: HYGAIN FIBER PROTECT PACE
LOMA JACCKA (2) was a last winner when she defeated MANONTHEMOON by a head. She has won two of her last four. She looks hard to beat against this field today.
PAY ME INTEREST (7) has won two of her last four. She has been racing in some strong form. She has the tricky draw to overcome today but she should be right in the mix.
SHARDONANT (4) utilised the sprint lane and defeated AQUAFLIGHT by a head in his most recent run. Today will be a little tougher for him but he should be around the mark based off recent form.
ABOVE AVERAGE (3) and THE OCTAGON (1) look the next best.
 
Race 5: JIVE CAFE HOLLYWOOD PLAZA PACE
DUSKHAWKER (6) was beaten by 1.4 metres last start behind ABOVE AVERAGE. He managed to hit the front on the home turn but ABOVE AVERAGE kicked back towards the line to score the victory. He has been around the mark since returning from a spell and today is an easier field. He looks to be one of the main winning chances.
WE WILL SOUND (1) broke into a gallop in his most recent start. He has been quite successful since coming to South Australia. He has won two of his last five. He returns to the inside draw today and looks to be a major threat.
POWER SUPPLY (5) and MORE THAN A LEGEND (4) look the next best.
 
Race 6: MOBILEROLLING.NET PACE
AQUAFLIGHT (3) has plenty of gate speed and looks to be the likely leader. He has run two strong seconds recently and today looks like his best chance to return to the winners list. He will be hard to beat.
MACKALAN (5) has won two of his last four. He is a nice honest horse who is always around the mark. If he can get the right run into the race he will be around the mark.
HESA BIT DIFFERENT (7) is another consistent type who is always around the mark but he does have the tricky draw to contend with today.
HOCKYGREG (2) looks the next best.
  
Race 7: TAB LONG MAY WE PLAY PACE
BELLA SOFIA (3) has the gate speed to possibly lead. If she hits the front she has the potential to run a very strong race. She is worth strong consideration.
UNCLE LEO (7) drops down in class today. He has the wide draw to contend with and he has been running some placings against tougher fields. He can do things wrong though. If he is on his best behaviour he will be right in the mix.
SALOME MISS (1) and MANLY MACH (8) look the next best.
 
Race 8: DOWNLOAD THE TAB APP PACE
SURE BET SHANNON (1) was a winner two starts back when she defeated WHOEE JOHNSON by a head. She ran second behind AREUOHKAY in her most recent run but she made up a lot of ground after beginning from gate 7. She returns to gate 1 today and looks very hard to beat.
FULL HAND (8) should get a nice run into the race from the inside of the second row.
AREUOHKAY (4) was a winner last start after utilising the sprint lane and beginning from gate 1. He will find it a little tougher from gate 4 today but is still worth consideration.
SIR SPOKESY (6) looks the next best.

SOCIAL MEDIA POLICY

Stewards would like to take this opportunity to remind all participants of AHRRule 248 which stipulates:
A person shall not say, publish or write or cause to be said, published or written anything malicious, intimidatory or otherwise improper about the Controlling Body, its members and employees or the Stewards or anyone else associated with the harness racing industry.
The Stewards firmly remind all participants of the need to be mindful of any content or comments they elect to put on any social media platform, Stewards will not tolerate unacceptable commentary directed at the Controlling Body, its members, employees, the Stewards or any one associated with the Harness Racing Industry. Failure to adhere to these expectations will result in significant penalties being imposed.
 
WHIP USE
  
At the recent “Integrity Conference” conducted by Harness Racing Australia (HRA) it was made clear that whip use continues to be a major concern to the HRA Executives and animal welfare groups alike. Harness Racing Australia and the Executives have made it clear that unless the whip is used in accordance with the recent whip rule amendments, then there would be an expectation that whips would be banned altogether.
 
The amended whip rule 156(2)(a) now stipulates: A driver shall only apply the whip in a wrist only flicking motion whilst holding a rein in each hand with the tip of the whip pointed forward in an action which does not engage the shoulder.
 
The rule now has a sub-section that gives an explanation of how the whip is to be used, which must be adhered to, part (b) stipulates: For the purpose of sub-paragraph (a), “wrist only flicking motion” means-
(i) Ensuring no force is generated by the use of the elbow or shoulder when applying the whip
(ii) The forearm is not raised beyond forty-five degrees relative to the racing surface.
(iii) Not applying the whip with overt force.
 
Stewards intend to police the whip rules stringently, to ensure compliance, so that whips will be permissible in the foreseeable future. As of the 1st of July 2020 there will no longer be reprimands or suspended fines for a breach of any of the whip rules. The new penalty structure will be as follows:
 
First Offence: $100.00 fine
Second Offence: $250.00 fine
Third Offence: Suspension of your drivers licence.
A further breach would see the suspension of your licence increase.
At the completion of two calendar months a driver’s record will be cleared, any breach beyond that timeframe would be considered their first offence.
 
Whilst we have seen improvement over time, in the way the whip is used, it is imperative that drivers strive to minimise the focus surrounding the use of whips in harness racing, so it has never been more important that drivers are diligent with respect to their whip use.   
 
INDUSTRY NOTICE
Email/Mail Out Requesting Retired and Deceased Information

 

Harness Racing Australia has recently conducted a mail/email out requesting updated information on horses considered ‘inactive’.
In this case the definition of ‘inactive’ comprises of horses aged 4 years and older which have not raced or bred in the past 2 years.
If you are listed as the Managing Owner of a horse that falls within this category you will receive an email (or postal letter if your email address is not on file) detailing the horses in your care that require updating.
The process can be completed online in HarnessWeb or via a downloadable paper form.
The notification of any movements of horses including retirement and death is covered under the AHRR and penalties can be applied for not providing information or for providing incomplete or fraudulent information.
This mail out forms part of a larger strategy that HRA, along with all state,s are implementing to expand equine traceability throughout the industry and to safeguard its greatest assets - the horses.

LICENCE RENEWALS
Please note that with the pending Licence Renewal process fast approaching, all drivers are required to submit a medical clearance on their licence renewal application.

Please be aware that with current COVID-19 restrictions, difficulties may be faced obtaining a medical appointment with your GP and it is strongly recommended that you make an early appointment to address this requirement.

ALL PARTICIPANTS PLEASE NOTE:

Before lodging documents, please take a moment to ensure everything has been completed and signed where appropriate.

In recent times, HRSA has experienced a spike in incomplete and/or unsigned documents, which causes delays in processing.

Participants are also reminded that the witnessing of documents should be taken seriously, and a person should never sign as witnessing a document when it has not been physically witnessed.
ACCOUNT PAYMENTS DURING RESTRICTED OFFICE HOURS

Payment of accounts – Could all persons, where possible, please pay their account direct through our bank account (BSB 035-047; Account  194535; Account name: Harness Racing SA Ltd) or by credit card over the phone (08 8285 0730) as our office hours for the general public have been reduced. 
 
HRSA no longer holds cash on the premises. If you have to pay by cash please be sure you have the correct money as no change can be given.

Please ensure when making payments direct to HRSA bank, that you provide your HRSA customer code and name in the description in order for your payment to be allocated to the correct customer code. 

Please also send a follow up email to knicolai@saharness.org.au to advise that payment has been made to HRSA bank account.
Policy Changes

As we prepare for life after Covid-19, HRSA, as SA’s harness racing regulator, needs to ensure that the industry in the state is best positioned to meet the challenges moving forward.
While we are constantly looking to grow and enhance our product, we nonetheless need to ensure that we continue to challenge costs and reduce industry overhead wherever possible.
Consequently, HRSA have embarked on a series of procedural changes that will create greater organisational and economic efficiencies within our organisation. Two changes advised are: -
  1. Race Nominations
Effective 1st July 2020 all racing nominations must be made by way of HarnessWeb.
In making this determination HRSA is mindful of time occupied by Racing Office staff in dealing with telephone calls relating to nominations, which on many occasions, are unnecessary with the time involved in dealing with these matters being considerable.
We understand that these changes represent a significant shift for some who have not previously used the HarnessWeb portal. However, should anyone require assistance is setting up a HarnessWeb account, including being shown how to navigate the site, and how to nominate, then please contact the HRSA office and we will assist you with the transition.
Note: It is important that when nominating for more than one race at a meeting that you preference the most desirable race. This greatly assisting when fields are being drawn.
  1. On-Line Scratching’s
Effective immediately, trainers wishing to scratch a horse from an engagement at a race meeting can do so through the HarnessWeb portal.
Previously this facility was only available prior to the close of nominations, however is now available up until acceptance time for a race meeting.
Trainers also now have the ability to scratch a horse online after the fields are released up until 9am on the day of the race. Any late scratchings will need to be made by contacting a Steward or the Racing Office as per the current policy.
This change will provide trainers with the ability to better manage their processes without the requirement to attempt to contact the Stewards or the Racing Office.
