Decisions from the Ordinary Meeting of Council held in Dumbleyung 18 June 2020.
  • Council adopted by Absolute Majority Delegation 2.1.14 – Appointment of Authorised Officers/Persons and that the Delegations Register be updated accordingly.
  • Council approved an application to keep three dogs at 88 Taylor Street, Dumbleyung.
  • Council approved the proposed schedule of fees and charges
  • Council adopted the reviewed Policy 1.27 – Purchases of Goods and Services as Council Policy and that the Policy Manual be updated accordingly
Council approved that the following projects be included in the Drought Communities Programme-Extension and Local Roads and Community Infrastructure Program application bundles and allowed flexibility for the listed projects to interchange between program bundles for eligibility purposes:

2-DCP Stubbs Park Grand Stand Change Room Upgrade - $300,000
3-DCP Water Infrastructure Project – Stand Pipe – $27,000

5-DCP Upgrades to the Kukerin Ag Society Community Cropping Paddock – Reefinating - $30,000 Adverse Event Plan $20,000
Local Roads and Community Infrastructure Program $428,622
1-LRCI High Speed Internet Infrastructure Project - Superloop Phase 1 - $120,000
2-LRCI Town Halls Upgrades – Dumbleyung & Kukerin - $90,000
3-LRCI CRC Building Improvements - $63,000

From the Shire President
On Tuesday 23 June 2020 the Department of Water and Environmental Regulation visited the Shire of Dumbleyung and ~15 farmers at Kukerin Stock dam to discuss water concerns going forward. The meeting was very positive and productive between DWER, the Shire and our farming community.

Main items covered at the Kukerin Stock Dam meeting:
  • Farmers to assure DWER that they are improving own on farm water sources through dam desilting, grading water catchments and enlarging dams where possible. Also reducing stock numbers as necessary.
  • Duggan Dam: DWER have committed to allocating funds in the 2020/21 budget to desilt Duggan Dam. After discussion with the farmers on Tuesday, DWER indicated that they will research, and if possible, enlarge Duggan Dam due to its central location to the drought impacted area.
  • Kukerin Town Stock Dam: DWER advised it would be best to build a silt pit into the catchment of Stock dam to reduce silt build up. The Shire is committed to putting in a silt pit at Stock dam.
  • Drought water tanks at Nenke Park: The tanks have been gratefully appreciated by the impacted farmers. DWER advised the tanks will remain on site for approximately 12 months and if (or hopefully when) it rains, the water will be turned off into those tanks and they will remain on site at least until after summer 2021.
  • Flexanet Dam Cover Evaporation Project: Shire advised that a Flexanet cover on Kukerin Stock Dam has been applied for in the Drought Funding Project. Flexanet has been successful in reducing evaporation from pool surfaces, the plan is to trial it to reduce evaporation over larger dam surfaces. If funding is approved, Shire will work with DWER to collate figures to gauge the effectiveness of reduced evaporation utilising the Flexanet cover.

ROBERT & DAPHNE MCINTYRE CITIZENSHIP AWARD
This award has come into existence because of the generosity of Robert and Daphne McIntyre. The award is to further develop the youth of Dumbleyung Shire so that they may contribute actively to both the future of the Shire and play an active role in the support of the Shire.
In August 2008 Robert McIntyre wrote to the Dumbleyung Shire Council with a proposal for an annual award in the form of a student scholarship donated every year by Robert and Daphne McIntyre. This year the award is $3,000. The aim of the award is to assist the award recipient with education related expenses.
The creation of the award recognises the pioneering work done by Robert McIntyre’s parents and grandparents who first arrived in the Dumbleyung district in 1908, and the contribution that they made to the community’s early development.
In October 2008 a committee was established to work with Robert and Daphne McIntyre and over the ensuing months the selection criteria and Memorandum of Understanding were developed. One year after Robert McIntyre first contacted the Council, the inaugural Robert and Daphne McIntyre Citizenship Award process was carried out. Since then there have been eleven successful recipients.
Applications for 2020 open on Friday 19 June 2020 and close on Monday 13 July 2020.
The presentation of the award is made each year at the December Council meeting of the Shire by the Shire President and Robert & Daphne McIntyre. The 2020 Award will be presented at the December Council meeting on Thursday 17 December 2020.

SHIRE OF DUMBLEYUNG PUBLIC NOTICE 2020/2021 FEES & CHARGES
The 2020/21 Fees and Charges have been adopted by Council at its Ordinary Meeting of Council on 18 June 2020. These will be put into effect as at 1 July 2020.  Copies of the 2020/21 Fees and Charges will be available on the Shire Website, at the Shire Office and both the Dumbleyung Library and Kukerin Library. In accordance with Regulation 12(2) of the Local Government (Administration) Regulations 1996, notice is hereby given of the following change to the date for the Ordinary Meeting of Council which was to be held in the Shire of Dumbleyung Council Chambers on Thursday 16 July 2020 commencing at 3.30pm.

Reporting Streetlight, Water and Main Roads Faults
The easiest way to report these is via the responsible agency. Some handy contacts are provided below:
-  For streetlight faults contact Western Power on 13 13 51 or visit their website for a very handy streetlight reporting system.
-  For water leaks contact the Water Corporation on 13 13 75 or visit the Water Corporation Website.
-  For regulatory road signs (eg: stop signs, speed signs, holding lines) or any problem with the Collie-Lake King Rd (highway from Wagin to Lake Grace) contact Main Roads on 138 138
Private Works Requests
All private work requests must come through the Shire office ONLY where a Private Works Request Form can be completed, if you are unsure of what is required please call the office on 9863 4012.
Please do not contact the Manager of Works and Services, Works Supervisor, any of the outside crew or any staff member in their private time.
