COVID-19 Racism Information Campaign
The Australian Government has launched an information campaign to support and inform multicultural communities affected by COVID-19 related racism.
The campaign has been developed in response to an increase in reports of racist behaviours targeting people of Asian appearance, in the context of the COVID-19 pandemic. The campaign sends a clear message that racism is not acceptable in Australia and that no one has to put up with it.

The campaign includes print, radio, digital and out-of-home advertising focusing on multicultural communities, with additional information and support available online in 63 languages.

Coalition of Peaks Report: Shaping a New National Agreement on Closing the Gap
The Coalition of Aboriginal and Torres Strait Islander Community-Controlled Organisations (Coalition of Peaks) released a ground-breaking report on the 2019 community engagements with Aboriginal and Torres Strait Islander people about their views on what should be included in the new National Agreement on Closing the Gap.
The Coalition of Peaks, in partnership with governments, led a comprehensive community engagement process between September and December 2019. The engagements demonstrate a new way of working between Aboriginal and Torres Strait Islander people and Australian governments by putting the voices of communities at the centre of the development of the new National Agreement.

WA State Parliament Passes Family Violence Reform
On Friday, 26 June the WA Parliament passed the Family Violence Legislation Reform Bill; the most comprehensive family violence law reform package ever seen in Western Australia.
The Bill amends nine separate pieces of legislation across six separate Ministerial portfolios, and demonstrates a cross-Government commitment to tackling family and domestic violence. 

One of the key changes is a new specific criminal offence for suffocation and strangulation, which is an important risk factor in the context of family violence. Research has found that a female victim of strangulation is seven times more likely to be the victim of homicide, compared to other family violence victims.

Persistent family violence will also become a criminal offence, in recognition of the reality of family violence for many victims, where the perpetrator commits persistent and ongoing acts of violence against them. The introduction of serial family violence offender declarations will enable courts to declare a person a serial family violence offender, making it easier for the courts and police to identify them and mitigate against the risk of reoffending.

Public Health Regulation Review: Air Handling Part Two
The Department of Health (DOH) has released a Air Handling Part Two Discussion Paper which outlines the new regulations and implications for Local Government.
WALGA previously provided comment to DOH in relation to Air Handling, and the submission provided general support for development of new regulations, but highlighted that more detail is required to identify the impact on Local Government. This latest discussion paper provides the detail proposed to be included in the new regulations.
 
Feedback on this part two discussion paper can be provided to DOH via an online survey (closes Monday, 31 August). WALGA will also be developing a submission on behalf of the sector and Local Governments are encouraged to provide feedback or a copy of their completed survey to Policy Officer, Community, Bec Waddington by Wednesday, 15 July to contribute to the WALGA submission.

Preview: Family and Domestic Violence 'Prevention Toolkit for Local Government'
Our Watch, the national organisation leader in primary prevention of violence against women and children, has released a preview of the 'Prevention Toolkit for Local Government'.
The toolkit was funded by the Commonwealth Department of Social Services as part of the Third Action Plan of the National Plan to Reduce Violence against Women and their Children 2010–2022. The toolkit was developed in consultation with Local Government Associations including WALGA, and was piloted in Local Governments around Australia, including the City of Mandurah.
 
Including practical, evidence-based resources and tools and templates to help Local Governments plan, implement and evaluate initiatives and strategies to prevent violence against women and their children, the toolkit will officially be launched at the Australian Local Government Association (ALGA) Special Recovery Conference in November. The conference program will be announced by ALGA on Friday, 10 July.

A Message of Support for Family and Domestic Violence Victims - Video Message
In May, the Department of Communities together with the Women’s Council for Domestic and Family Violence Services WA and Stopping Family Violence, requested people record a 3-5 second video to support victims of domestic and family violence.
In June, the State Government released a final video featuring the Premier, Mark McGowan; Director General Communities, Michelle Andrews; members from the Deaf Community; those with lived experiences and other key stakeholders. WALGA's President, Mayor Tracey Roberts also features in the video.

The video message includes the following statements:
  • it is not ok
  • you have a right to feel safe
  • support is available 24/7, and
  • reach out and get the support you need.

New Body: Community Mental Health, Alcohol and Other Drug Council
On Wednesday, 17 June the State Government announced that a new body known as the Community Mental Health, Alcohol and Other Drug Council would be established to strengthen collaboration between the community services sector, government and consumers, carers and families. 
The Council will contribute to the reform of the Western Australian mental health, alcohol and other drug system, by providing high level leadership on topics such as:
  • developing more person-centred care across services
  • catering for co-occurring mental health, alcohol and other drug issues, and
  • integrating the sector.
It will ensure lived experience is central to policy development and service delivery and will be chaired by the Mental Health Commissioner.

The membership will include representation from community services peak bodies, major strategic advisory groups and the WA Primary Health Alliance, as well as consumers and carers/families.

Council on the Ageing: 'At Home Guide'
On Thursday, 25 June the Minister for Seniors and Ageing, Hon. Mick Murray launched the Council on the Ageing Western Australia's 'At Home Guide', to support older Western Australians in living well.
The At Home Guide was developed in partnership with the Department of Communities and gathers together information on health, day-to-day living, nutrition, accessing government services and finances as well as a compendium of important telephone numbers. The guide has a particular emphasis on identifying and preventing elder abuse. While the booklet is particularly relevant during the current COVID-19 period, it is designed as an ongoing companion for seniors who are living at home.

More than half of seniors are not online so the guide will be available in hard copy format as well as online. The Council on the Ageing (COTA) will be distributing the At Home Guide through Local Governments, the community sector and participants in COTA programs.

Ageing in Multicultural Western Australia Report 
The Office of Multicultural Interests has released the Ageing in Multicultural Western Australia report.
It provides a review and analysis of the demographic, social and economic data for older Western Australians from CaLD backgrounds and identifies major trends and issues to assist with service planning.

The report examines the rapid changes in the demographic and cultural composition of older people in WA, as well as related socio-economic factors that impact their everyday lives. In particular, this includes their needs related to health, well-being, aged care services and social connectivity.

It also highlights a cycle of vulnerability that exists for older Western Australians from CaLD backgrounds, arising from low English proficiency, low/no education, low employment and income, and high need for assistance in core activities. All of these increase as they age and are especially pronounced for women.

Heritage List Guidelines Trial
The Department of Planning, Lands and Heritage (DPLH) is seeking interested Local Governments to participate in a trial of new Heritage List Guidelines.
The Heritage List Guidelines assist Local Governments to develop a heritage list, with sample text to include in an associated local planning policy.
 
Local Government planners or other relevant officers are invited to work with DPLH to put the Guidelines into practice for their own heritage list and provide feedback. The testing group is for Local Governments that are preparing to review their local heritage survey or progress the adoption of a heritage list.
 
The group will engage in activities that will test the application of the guidelines against their Local Government heritage list and local planning policy and provide feedback through independent surveys and online discussion forums.

Collections WA Platform Now Live
The new digital ‘Collections WA’ platform showcases unique regional and community collections to the world.
Collections WA was developed as part of the McGowan Government's $1 million election commitment to promote regional museums and collections, and is a shared resource that can be used by every community collecting institution across Western Australia to share stories of our unique environment, history, culture and identity.

Collecting institutions will receive training on the Collections WA platform from the Australian Museums and Galleries Association Western Australia (AMaGA Western Australia), which has been funded through a Lotterywest grant.

Collections WA will connect to the Culture WA portal that provides access to WA's four main collecting institutions. The platform is developed and managed by the Collections Sector Working Group, which includes WALGA.

New Strong Spirit Strong Mind Resource Guide
The Mental Health Commission’s Strong Spirit Strong Mind Aboriginal Programs have developed a range of new culturally appropriate resources for Aboriginal people.
All of the new resources have been compiled together with existing resources into a new Strong Spirit Strong Mind Resource Guide that aims to increase the awareness of alcohol, tobacco and other drug related harm and improve social and emotional wellbeing issues among Aboriginal people.

Local Governments Acknowledged at the 2020 WA Heritage Awards
The Shire of Murray, City of Cockburn and City of Kalgoorlie-Boulder have been acknowledged at the 2020 WA Heritage Awards. 
All three Local Governments were acknowledged in the 'contribution by a public or private organisation' category, demonstrating a commitment to cultural heritage and/or heritage-related work, services or programs in Western Australia.

The Shire of Murray was the overall winner of the category, demonstrating the increased budget expenditure for heritage management and conservation works, and recent completion of two major conservation projects; St John's Church and Exchange Hotel, both in Pinjarra. 

The City of Cockburn was commended for their Cockburn History local history website and the City of Kalgoorlie-Boulder for providing a sense of place and belonging, particularly in the heritage precincts of Burt and Hannan Streets.

10-Year WA Hiking Strategy Released
Minister for Sport and Recreation, Hon. Mick Murray, released the 10-year WA Hiking Strategy on Wednesday, 24 June, to ensure Western Australians continue to enjoy the great outdoors in a safe and sustainable way.
The strategy is the first of its kind in the country and complements other trail strategies developed over the past 25 years that focus on areas such as mountain biking and horse trails. It will focus on traditional bushwalking and the emerging growth area of trail running, and will guide industry in the funding and development of hiking and trails for the next decade.

The State Government has allocated $250,000 over the next three years to encourage participation. The strategy was developed by the Department of Local Government, Sport and Cultural Industries (DLGSC) and the Department of Biodiversity, Conservation and Attractions (DBCA), along with significant community input.

City of Vincent 16 Public Artworks in Six Months
The City of Vincent has allocated more than $151,000 to local artists to create public art that speaks to what it is like to live through a life-altering global pandemic.
Over the next six months the arts relief grants are set to transform public art offerings across Vincent, with the new projects including sculptures, dance, film, literature, performance art, mural art and music.

The City has been able to offer the grants by drawing on $500,000 of reserve arts funding collected through the Percent for Art scheme. Under the scheme, property developers are required to spend a portion of their budget on public art or have art commissioned on their behalf by a Local Government. Vincent was the first WA Local Government to introduce a Percent for Art policy.

Bina Parkland - City of Stirling renames Princess Wallington Community Parkland
On Tuesday, 23 June, City of Stirling Council endorsed the renaming of Princess Wallington Community Parkland to the community-voted name, Bina Parkland.
Bina means ‘light of the morning’ in the local Noongar language.

The idea to rename the Princess Wallington Community Parkland (not the Reserve) with a local Noongar name was initially raised through consultation and received support from the City’s Reconciliation Action Plan (RAP) Working Group. Local Balga schools were invited to provide possible names and their meanings, with the Warriapendi Primary School submitting the winning name.
 
The name Bina Parkland received nearly 70% of the votes cast. Other potential names included, Djirap-Wongin Parkland and Benang Bidee Parkland. Djirap Wongin means 'grass and trees' and Benang Bidee means ‘the path of tomorrow' or 'the journey and growth of our future leaders'.

2020 PHAIWA Local Government Policy Awards
The Public Health Advcocacy Institute of WA (PHAIWA) have further extended the submission date for the 2020 Local Government Policy Awards. 
The Awards recognise Local Governments for their efforts to address the health and well-being of children. 

Applications have been extended to Tuesday, 30 July.

Fact Sheet: Reopening Community Canteens
The WA School Canteen Association has developed a fact sheet to assist with the reopening of community venue canteens or kiosks. 
The fact sheet is based on advice from government and guidance from sporting and community peak bodies. It provides information on what to consider including COVID Safety Plans, opening days/hours, menu options, volunteers, hygiene and cleaning, physical distancing, training and education and response planning.
