Message from ME&A's President and CEO

I hope 2019 is treating each and every one of you well. It is turning into a great year for ME&A, and we are launching "ME&A Headquarters & Field News" to connect with employees, partners, clients, and friends around the world and keep them up to date on our latest happenings. We hope the ME&A newsletter will be a welcome addition to your inbox and encourage you to forward it and invite your colleagues to subscribe here. The nameplate of each edition will feature a photo from one of our project sites. This edition features a photo from Uzbekistan, one of several Central Asian countries part of our USAID/Central Asia Learning from Evaluations and Assessments for Development (LEAD) Activity.

USAID Awards ME&A Analytical Services IV IDIQ Contract

USAID’s Bureau for Democracy, Conflict, and Humanitarian Assistance’s Center of Excellence on Democracy, Human Rights, and Governance recently awarded ME&A a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for analytical services related to democracy, human rights, and governance (DRG). The Analytical Services IV (ASIV) IDIQ has a ceiling value of $70 million with multiple awards over five years from 2019 to 2024. Under ASIV, the ME&A team will provide experts, resources, and analytical tools for DRG assessments, sub-sectoral and related assessments or analysis as well as technical assistance in support of DRG strategic planning, program design, and results management. Read More

Dr. Woller Named Director of Monitoring and Evaluation and PEEL Chief of Party

ME&A announces the appointment of Dr. Gary Woller as ME&A’s Director of Monitoring and Evaluation and Chief of Party on the Feed the Future Global Program Evaluation for Effectiveness and Learning (PEEL). Dr. Woller has more than 20 years of experience in international development specializing in monitoring and evaluation. A former professor of Public Management at the Marriott School of Management at Brigham Young University in Provo, Utah, Dr. Woller has conducted dozens of evaluations and designed numerous performance monitoring systems in more than 30 countries across Asia, Africa, Eastern Europe, and Latin America. Dr. Woller holds a Ph.D in Political Science from the University of Rochester as well as an M.B.A. and B.A. in Economics from Brigham Young University. Read More

World Bank Awards ME&A Irrigation Technical Assistance Contract in Albania

The World Bank recently awarded ME&A a technical assistance contract to improve irrigation performance, monitoring, and evaluation at the municipal level in Albania.

A key part of the contract is creating an Irrigation and Drainage Management Information System integrating operation and maintenance of irrigation systems with monitoring and evaluation and programmatic support within a modern, uniform, and centralized management information system including geographic information systems. Read More

ME&A Developing Nationwide Almanac for USAID/El Salvador

The USAID/El Salvador Monitoring, Evaluation, and Learning (ME&L El Salvador) initiative is developing an Almanac for USAID/El Salvador and its implementing partners to use to identify opportunities for collaboration and inform senior USAID managers and the U.S. Ambassador. The Almanac will provide socioeconomic characteristics of El Salvador's 14 Departments as well as data on all 29 USAID projects operating in country, including infographic information such as photos and  numbers of beneficiaries. Read More

PEEL Conducting Feed the Future Population-Based Survey in Uganda

ME&A and our subcontractor ICF International are conducting a Feed the Future (FTF) population-based survey in Uganda under the Feed the Future Global Program Evaluation for Effectiveness and Learning (PEEL). The purpose of the survey is to assess the effectiveness of FTF efforts to make agriculture more productive and profitable in the areas of Uganda FTF is targeting. Read More

HICD 2020 Strengthens Institution Enhancing Civic Education

The Georgia Human and Institutional Capacity Development 2020 Activity (HICD 2020) is working with the country's Civic Education Teacher’s Forum (CETF) to strengthen civic education and build a society more inclusive of Georgia's ethnic and religious minorities. Read More

A Perspective on Globalization: Responsibility to Help Each Other

Globalization derives from the word globalize, which refers to the emergence of an international network of economic systems. Whether one supports a world without borders, or the current state of affairs, one truth resounds: we have a responsibility to help each other. When the minority of the world’s population consumes the majority of its resources, that fact alone is evidence that we must heed the call to help people in need. Our future most assuredly belongs to inclusion, interconnectivity, and interdependence—all aided by the economic process of globalization. Read More

ME&A Assessing Food for Peace Programs in Ethiopia

ME&A is conducting a final commodity management review of four USAID/Ethiopia Development Food Security Activities (DFSAs) to assess whether food commodity resources are managed and distributed in compliance with USAID regulations.

Under the USAID Food for Peace Initiative, DFSAs support the Government of Ethiopia’s Productive Safety Net Program (PSNP). The aim of the PSNP is to build the resilience of chronically food insecure communities and households through cash and food transfers, community asset building, and support for improved nutrition and livelihoods. Read More

USAID Celebrates Water Supply System in Armenia

The U.S. Ambassador to Armenia Lynne Tracy and Governor of Armavir Hambardzum Matevosyan recently helped celebrate the completion of an Advanced Science and Partnerships for Integrated Resource Development (ASPIRED) water supply improvement project in in the Aratashen community in Armavir, Armenia.

Rehabilitation of the water supply network included the installation of 10 km of corrosion-resistant polyethylene piping, a new pump and chlorination station, water metering devices, and new billing software for water supply services. The beneficiaries – 3,200 residents of Aratashen – will receive clean water 24 hours a day instead of the former four. Read More

ME&A Conducts Gender and Social Inclusion Analysis in Bangladesh

ME&A is conducting a gender and social inclusion analysis for USAID/Bangladesh under the Bangladesh Monitoring, Evaluation, and Learning (BMEL) Activity

The objective is to identify the gender gaps/dynamics and social inclusion issues that might influence access and inclusion in current and future USAID projects. This includes gender issues; people with disabilities; and ethnic, religious, and gender minorities. Read More

Tanzania Learning Summit Explores Using Data for Evidence-Based Decision Making

To inform strategic decisions, improve programming, and enhance synergy, more than 150 participants from the USAID Mission in Tanzania, the Government of Tanzania, and USAID/Tanzania’s 85 implementing partners attended a two-day Learning Summit this spring in Dar Es Salaam. The USAID-funded Data for Development (D4D) event was innovative because it included senior host country government officials in a monitoring, evaluation, and learning session and focused on integrating USAID and host country efforts. Read More

ME&A Headquarters Welcomes 2019 Summer Interns

ME&A is proud to welcome another set of accomplished and engaging students joining our headquarters in Bethesda, Md., this summer as interns. The 2019 interns are Mohammed Diallo and Bethany Reitsma. Mohammed is a rising senior at Towson University majoring in Finance with an International Business minor. Bethany Reitsma is a rising senior at Washington and Lee University double majoring in Politics and Philosophy with a minor in Computer Science. Read More
