The seeds of change are found in everyday experience. The stories of people who live in supportive housing can shed light on important issues, such as what it is like to experience homelessness or live with mental illness or a disability.

SHPA and Housing Action Illinois are partnering to help residents of permanent supportive housing explore how they can tell their stories to make a difference in their lives and the lives of others.

All workshop participants will have the chance to share their stories for publication online or in a print magazine.

New Funding Available for the Creation of Community-Based Supportive Housing
 
 
Permanent Supportive Housing (PSH) Development Program
Technical Assistance Sessions
 
As announced, the Illinois Housing Development Authority is now accepting applications under the Permanent Supportive Housing (PSH) Development Program to fund developments serving special needs populations and persons with disabilities, including residents who are transitioning out of nursing homes and into community living. We encourage all eligible sponsors to apply for this opportunity. Applications are due to IHDA on October 18, 2019 at 5:00 p.m.

If you have contact with ant of the following Housing Authorities or their leadership, please verify that they are applying for the "Foster Youth" (FUP) Vouchers described below as well as the Mainstream Vouchers. 

If the public housing authorities do not apply, the vouchers will not come to the state.

New HFS Designated Automated Phone Option to Request Temporary Medicaid Card
This information was posted on the HelpHub a few weeks ago and we want to make sure that it gets to all provider, health, and social service organizations. This is the best and fastest way to receive temporary Medicaid coverage on a delayed application. Temporary Medicaid covers all covered medical services (except long term care services) and the card will be active until the full application is acted on. More information on Temporary Medical Cards can be found here:

FY 2019 CoC Program Competition Update: Revision to the FY 2019 CoC Application Detailed Instructions, Required Attachments for 1E–Local CoC Competition Section

HUD revised the FY 2019 CoC Application Detailed Instructions based on questions submitted regarding documented evidence submission requirements.

HUD will evaluate responses to questions 1E-2 (Project Review and Ranking—Objective Criteria), 1E-3 (Project Review and Ranking—Severity of Needs and Vulnerabilities), and 1E-4 (Public Postings—CoC Consolidated Application) of the CoC Application based on evidence posted to the 4B. Attachment screen, especially the attachment for question 1E-4.
Section VII.B.1. of the FY 2019 CoC Program Competition Notice of Funding Availability (NOFA) assigns the following points for 1E–Local CoC Competition questions:
  • 18 points for Objective Criteria and Past Performance
  • 4 points for Severity of Needs
  • 3 points for Ranking Process
  • 4 points for Reallocation (which is not being addressed in this listserv)
Question 1E-1 requires applicants to submit the following four attachments on the 4B. Attachments screen:
  • 1E-1. Public Posting–Local Competition Announcement that provided point values (e.g., the scoring tool indicating how points are awarded) or other ranking criteria the CoC would use to review and rank projects. HUD is clarifying that this evidence is not the same as the evidence required in question 1E-4. This evidence demonstrates the CoC informed applicants in advance how the CoC would evaluate project applications, whereas question 1E-4 requires applicants to provide actual final scores that the CoC publicly posted.
     
  • 1E-1. Public Posting–30-Day Local Competition Deadline
  • 1E-1. Public Posting–15-Day Notification Outside e-snaps–Projects Accepted
  • 1E-1. Public Posting–15-Day Notification Outside e-snaps–Projects Rejected or Reduced
For question 1E-4, applicants must combine the following evidence into one attachment and upload it on the 4B. Attachments screen:
  • Evidence demonstrating the objective review and ranking process, including final score forms used in the local competition that lists points awarded during review and rank process and final project scores. HUD will use this attachment when evaluating question 1E-2.
     
  • Evidence demonstrating public posting of the final version of the completed CoC Consolidated Application, including the CoC Application with attachments, CoC Priority Listing with reallocation forms, and a list of all project applications the CoC accepted and ranked or rejected. (HUD does not expect applicants to include individual project applications with submitted evidence.)

$40 Million in HUD-VASH Available to Support Approximately 5,000 New Vouchers
 
Notice PIH 2019-15 (HA) announces the availability of $40 million in HUD-Veterans Affairs Supportive Housing (HUD-VASH) that will support approximately 5,000 new vouchers. These vouchers are administered in partnership with the U.S. Department of Veterans Affairs (VA) and enable homeless veterans and their families to access affordable housing and supportive services.
 
The HUD-VASH program combines HUD Housing Choice Voucher (HCV) rental assistance for homeless veterans with case management and clinical services provided by local VA Medical Centers (VAMCs), community-based outpatient clinics (CBOCs), or other entities as designated by the Secretary of the Department of Veterans Affairs. The VA medical facility refers all eligible HUD-VASH families to the partnering Public Housing Agency (PHA).
 
Registrations of Interest must be submitted electronically to VASH_ROI@hud.gov no later than midnight in the time zone of the PHA on August 19, 2019. See Section 7 of the notice for all Registration of Interest Requirements.

SNAPS In Focus: Moving On Strategies to Support Stable Transitions from Permanent Supportive Housing

A Moving On strategy should support choice. Some PSH participants may want to live in a different neighborhood, move closer to family and friends, or seek housing in an area that is more convenient for work or educational opportunities. Alternatively, participants who live in a tenant-based PSH may wish to transition-in-place, using a Housing Choice Voucher or other tenant-based assistance to provide a housing subsidy. Both options allow participants to maintain stable housing without receiving intensive services.
