I have been unable to upload scans or book TLS additional services for scanning as I cannot register a TLS account as a family reunion application done on visa4uk does not generated a link on the confirmation email.
Even worse I am informed by other refugee clients that TLS in Kampala are turning away applicants with appointments and corect paperwork if they have not paid on-line for scanning, as they only accept card payments locally.
Catch 22, Refugees in Uganda cannot hold bank accounts and cannot register an account at TLS to make payment in UK, if applied using visa4uk.
This seemingly flies in the face of justice by imposing charges on refugees to exercise their Convention Rights.
Furthermore a colleague informs me that a family reunion application made using AccessUK on gov.uk could not generate an appointment and he had apply using visa4uk to be able to submit it
Am I missing anything?

Slightly of piste with this but has anyone done a spouse EC application for Kosovo recently? I haven’t and I would appreciate if anyone can advise re procedure for scanning documents. Can this be done at the VFS centre in Pristina? Thanks in advance for any advice/assistance provided.Kind Regards

Thank you for the reply, i’m just not able to register with TLS, the website doesn’t give me the option. I am happy to send documents to a Scanning Hub but how do I make the payment for this ?

Applying for an Administrative Review (AR) may give time to transfer the shares. However, if the Refusal wasn’t due to a case working error, then I believe the AR is bound to fail, requiring a fresh application in the end?

Thanks very much both.

My issue is- once the CoS is assigned and the visa is issued on the basis of employment which satisfies the minimum level, and the migrant is happily working away. Then the SOC code minimum levels go up, as they periodically do – to what extent is the employer then meant to ‘up’ the wage to continue matching the revised minimum level?

Or is it fine simply to satisfy the minimum level at the point of CoS assignment/visa submission?

I’m worried as the guidance makes it sound like adherence to the minimum salary level is an ongoing requirement and my client sponsor is due to be inspected next week.

Any further views or experience? Sounds like this is probably a fundamental issue.

If the CoS was issued prior to revised figures then it should be fine. Home Office tried to refuse an application I did where CoS was assigned on 15th March but application submitted after 29th March. Admin Review granted on grounds that CoS was assigned prior to change. Relied on the fact that the statement of changes in Immigration Rules dated 7th March 2019, stated the following:

“The changes to Appendix J set out in paragraphs J1 to J5 of this statement shall take effect on 30 March 2019. However, if an applicant has made an application for entry clearance or leave to remain using a Certificate of Sponsorship that was assigned to the applicant by their Sponsor before 30th March 2019, this application will be decided in accordance with the rules in force on 29 March 2019.
