01 Global Protection Conference: May 2019

The Global Protection Conference took place from 20th - 24th May in Thailand with over 200 protection practitioners who met to exchange on the most recent protection developments in humanitarian settings. This Annual Meeting of the Global Protection Cluster (GPC) and Areas of Responsibility (AoRs) for Child Protection, Gender-based Violence (GBV), Mine Action, and Housing Land and Property brought together Coordinators and Information Management Officers, national and international NGOs, donors, and other partners to discuss emerging topics.
The GPC and each AoR met separately for the first three days, and the final two days brought everyone together. The CP AoR organised and facilitated the following three sessions during the two joint days:
- Protecting children from armed violence: A panel with speakers from UNICEF, ICRC, the GPC, and Corporación Infancia y Desarrollo (a local NGO based in Colombia) discussed drivers of violence against children and core response and coordination needs in both armed conflict and armed violence settings.
- Food security and child protection: This break-out session explored existing relationships between violent conflicts and food security, with the aim of strengthening integrated approaches. The Child Protection AoR, the Global Food Security Cluster, WFP and UNICEF led the session, highlighting a case study from Mali in which multi-sectoral collaboration is promoting the centrality of protection agenda.
- Coordination with governments in conflict settings: This session focused on coordination with Governments in contexts where they may be a party to the conflict. It is widely recognized that the cluster system should work collaboratively with national authorities; however, in some contexts, governments may be party to the conflict, thus compromising humanitarian actors' abilities to fully adhere to humanitarian principles when working with governments.

02 CP AoR Rapid Response Team Deployment to Venezuela
The Global CP AoR deployed Paola Franchi, CP AoR Rapid Response Team (RRT) Coordinator, to Venezuela to support child protection actors with the Humanitarian Response Plan (HRP) and to assist in setting up the Child Protection Area of Responsibility at national and sub-national levels. Paola worked together with the Protection team, including GBV actors, on developing the Protection, Child Protection and GBV Strategy for the 2019 HRP and to find ways to streamline efforts in delivering quality services to children affected by the crisis.
The 23 members of the CP AoR in Venezuela are prioritizing interventions for the most vulnerable groups of children, with plans to reach at least 26,400 girls and boys through child protection services. Referral pathways at the municipal level will be developed, and 36 community spaces will be used as entry points for children to access services. These community spaces will provide individual and group psychosocial support services to children and their caregivers and will offer group sessions on various themes, including prevention of violence, hygiene, and sexual and reproductive health. Partners are also focusing on providing birth certificates and legal assistance for girls and boys, including children in contact with the law. The HRP was recently finalised and can be found here. Information Management for Child Protection Coordination Training
The CP AoR and UNICEF West and Central Africa Regional Office (WCARO) held a five-day training on Operational Tools and Skills for Effective CPiE Information Management from 10 - 14 June 2019 in Dakar, Senegal. Participants included 15 participants from twelve countries in Western, Central, and Eastern Africa. A description of the training and highlighted topics are outlined in the course flyer, and the training report will be available soon. INSPIRE Events in Nigeria and Uganda
In Nigeria, 6 out of 10 children have experienced some form of violence and one in two children have experienced physical violence  according to a Violence Against Children (VAC) survey released in 2015. Since then, the government has taken several steps to address this issue, including launching a Presidential Campaign to End Violence Against Children by 2030 and developing a roadmap in 2016. The government has also joined the Global Partnership to End Violence against children and became a "pathfinder country" in 2017. In June 2019, a three-day workshop on INSPIRE took place in Abuja, Nigeria with over 55 persons participating from various States of Nigeria, including States affected by the humanitarian crisis. The workshop sought to familiarize participants with the seven INSPIRE strategies to end violence against children, identify priority interventions, and initiate the development of a national action plan to end violence against children.
In Uganda, the first meeting of the INSPIRE Working Group to advance evidence-based action to end violence against children took place on 24-25 June in Kampala. It was hosted by the Government of Uganda in cooperation with the World  Health Organisation (WHO), the Care and Protection of Children (CPC) Learning Network, and the Global Partnership to End Violence against Children and was attended by over 120 participants. The event allowed participants to present the latest research on ending violence against children and review progress in implementation of the seven INSPIRE strategies across various countries, including countries affected by humanitarian crisis or disasters such as Mozambique and Burkina Faso. The event also included the launch of the School-based Violence Prevention Handbook developed by WHO with contributions from UNICEF, UNESCO and the Global Partnership to End Violence against Children. New Videos on INSPIRE
Earlier this year, ChildHub and the Global Partnership to End Violence against Children trained future INSPIRE trainers in Tbilisi, Georgia. The event aimed at improving knowledge about tried and tested strategies to end violence against children and spread awareness on INSPIRE strategies.

Upcoming Training: Case Management Coordination Training
We are pleased to announce that the CP AoR in consultation with key humanitarian case management actors is organizing a training dedicated to improving inter-agency coordination of country child protection case management systems in humanitarian settings. The training will take place from 18 - 22 November 2019 in Budapest, Hungary, and the training language will be English. The purpose of this training is to provide country-level inter-agency child protection coordinators, co-coordinators, and case management task force leads with the knowledge, tools, and key competencies to perform essential case management coordination functions. The deadline for registration is Monday, 25 August 2019. Please note that we have limited funds, which will be prioritized for the participation of national colleagues. Applicants who require financial support are asked to indicate this in the application form.

Unprotected: Crisis in Humanitarian Funding for Child Protection
Save the Children on behalf of The Alliance for Child Protection in Humanitarian Action and the Child Protection  Area of Responsibility, recently conducted a desk review of the total global humanitarian funding allocated to child protection between 2010 and 2018, with in-depth studies of 13 conflict affected countries. The report Unprotected: Crisis in Humanitarian Funding for Child Protection finds that while "the number of children living in conflict affected areas has almost doubled since 1990, and the verified grave violations against children has almost tripled since 2010, activities that aim to increase the protection of children in humanitarian settings remain alarmingly underfunded on average." In fact, a mere 0.5% of total humanitarian funding is allocated to child protection activities. Launch: Case Management Online Learning Series
The Case Management Task Force (CMTF) has launched a Global Case Management Online Learning Series where Child Protection practitioners are invited to learn and engage with global resources to support case management in humanitarian settings. The learning series will consist of five videos, each supplemented by “Facilitator’s Guidance” for those who would like to lead this learning series with in-country actors. The facilitation guidance includes a powerpoint presentation, key discussion questions, and attendance sheets and can be found via these links: English| French | Spanish | Arabic.
The first module highlights key case management guidelines, including the Inter-agency guidelines for case management and child protection. It describes what case management is and provides step-by-step guidance for handling child protection cases in humanitarian situations. Additional modules will be released over the coming weeks and months and introduce new global tools available for field-testing, such as the Case Management Standard Operating Procedures template and guide and the Quality Assessment Framework.
Who is the Online Learning Series for? The primary audience for the Online Learning Series are country-level technical groups working on CP case management in humanitarian settings. This may be a country Case Management Task Force or Child Protection Working Group. International and field level emergency responders who have an interest or are actively working with vulnerable children in humanitarian settings are also welcome to join the learning series. If you and your coordination group or case management technical working group plan to take part in the learning series, please use the sign-in sheets and feedback forms included in the facilitation guidance package and send to cmtf@alliancecpha.org.

05 Caring for Children Moving Alone Online Course
The second round of the online course, Caring for Children Moving Alone, is now ready for registration. The course has been supported by many agencies, including UNICEF, IOM, UNHCR and the Global Partnership to End Violence against children. The course will start on 2nd September 2019. It is free and available for practitioners in four languages: Arabic, French, Spanish and English. During the first round of training, there were 12,400 participants.
 The course is a free six week online course available on the Future Learn digital platform. The course content includes first-hand experience from professionals, volunteers and young people to equip care workers to better support unaccompanied and separated children. Each weekly module contains approximately two hours of online learning with two hours of reading.

06 New Team Members
Koen Sevenants is joining us as the new CP AoR MHPSS Specialist Coordinator, seconded by Save the Children through the standby partner mechanism. Koen has a Ph.D. in child and adolescent psychology. In his 23 year of experience, he has worked in China, DPRK, Cambodia, Russia, Ukraine, Greece, Ghana, Ethiopia, South Sudan, Iraq, Jordan, Ecuador and the US. His main fields of expertise are MHPSS, Child Protection, Program Management and Inter-Agency Coordination. He was deployed by both INGOs (HI, Islamic relief, Action Against Hunger, etc.) and UN agencies (IOM, UNICEF).
Hanyu Wang is the new CP AoR intern. Hanyu is a public health and economics student from Peking University in China and has also studied in Japan and Korea. Prior to this internship, he served as a research assistant in the field of global health at several research organizations and also worked with NGOs in Myanmar and China to address health issues in rural areas.
