News to Note:
County Tax Increase -
Three PKLA Directors, Mert Fewell, Russell Madden, and James Smith, attended the County Commissioners Budget workshop meeting on July 31, 2019.  Russell stated that the County is working to get to the taxing cap by this time next year.  County Commissioners agreed to borrow from their slush funds to balance the budget for this year.  Tax Handouts for the 2017, 2018, & 2019 were passed out and the directors reviewed.
 
In the August 28,2019 issue of the Mineral Wells Index there is an article about County taxes. The County property tax rate will go from the current .40 cents per $100 valuation to .42 cents.  The change in tax rate will mean the owner of $100,000 home will pay $19.54 more in taxes next year.
Palo Pinto County Hospital

Ross Korkmas is the new Palo Pinto General Hospital CEO.
No new hospital budge was available as of our last meeting and the Hospital Board has not set their tax rate.  We expect to see that happen in September and will update you in the next newsletter.

Hospital  District current rate is .35 cents.  At the Palo Pinto County Hospital District meeting Tuesday, August 27, 2019, the Board considered a proposed rate of .378400.  Public meetings dates will be set and the new tax rate will be considered in September.  Updates will be in the next PKLA Newsletter. 
Meeting with Graford ISD

PLKA directors Russel madden and Mike Carter met with Graford ISD on Wed Aug 21 to discuss the upcoming bond election.  They met with Superintendent Dennis Holt and Board President Travis Rogers. Following is an overview of their discussion:
 
Our meeting with the School superintendent and school board president lasted about 3.5 hours. They were very open and answered all our questions. Explanations for the low grading was sufficiently explained, they seem financially responsible with the funds they are given, they appeared to have a handle on the staffing issues and student wellbeing was their largest concern.

We inquired about the past bonds and their usage, expected growth, openness to consolidation, teacher and student moral and whether the bond passing or not effects. A comment about the other districts not wanting them due to the Robin Hood effect might warrant a little more investigation but it appeared they had thought it out.

We toured the school and came away with the impression they maintain their facilities in good condition for their age, rooms were clean, halls and ceilings were in good repair and they are doing a good job.

We were surprised at the amount of achievements that students have had academically and their displaying of those achievements. This is mentioned very little in any conversations I have heard.

It is our recommendation that PKLA host at least two community meetings at Chamber of Commerce for GISD to address any questions our membership has.
