What is the purpose of issuing municipal (city) bonds??

Cities issue bonds to pay for large, expensive, and long-lived capital projects, such as roads, bridges, airports, water treatment facilities, power plants, and other public buildings. While cities can and sometimes do pay for these projects with current revenues (traditionally referred to as "PAY-GO" or "pay as you go (along)"), borrowing allows them to spread the costs across multiple generations. In other words, since future residents will receive the benefit of the project(s), spreading the cost out over multiple years ensures that the financial burden isn't carried solely by current residents. The municipal bond market also provides lower interest rates compared to traditional borrowing.

During a meeting on August 13, 2019, in a unanimous 7-0 vote, the City Council called an election for November 5, 2019, to authorize the City to issue $3,905,000 in tax-exempt bonds to make improvements and repairs to existing streets and to purchase equipment related to street improvement and maintenance.

Bond Projects Description:
The City proposes to reconstruct the following streets:

Caddo Street - 100-200 Block & 300-400 Block
E. 4th Street - 500-600 Block
McMillian Street - From Hwy 174 to Bentley Drive
N. Main Street  - 500-600 Block & 800-1500 Block
