"Strong, effective transformations require patience, thoughtful conceptualization and lots of energy and effort.  Sometimes, we learn by examining others' best practices; at other times, by trial and error.  I have much confidence that our leadership and regional service staff--many working tirelessly--will produce significantly improved service provisions and delivery."
