CA Ventures project presentation for high-density, mixed use building at 407 15th Avenue SE, 1428 5th Street SE, 1413-1417 4th Street SE, and 1412 5th Street SE (impacted businesses include McDonald's, Pagoda, Himalayan, Five Guys and Dinkytown Wine & Spirits)

This project is slated to be a 25-story tower anchored toward the corner of 5th Street SE and 15th Avenue SE. Project is estimated for 350-400 dwelling units (approximately 1000 beds). Approximately 240 parking stalls will be included, as will be ground floor commercial uses.


Based on City of Minneapolis staff’s preliminary review, the following land use applications have been identified (when the developer ultimately submits its applications to the City, it intends to ask for the following changes):
  1. Comprehensive plan amendment from Corridor 6 to Transit 20.
  2. Rezoning from C1 and C2 to C3A
  3. Conditional use permit to increase the maximum allowed height from 4 stories to 25 stories.
  4. Variance to increase the maximum floor area ratio from 3.78 to 8.13
  5. Site plan review
Additional applications may be required, depending on the plans that the applicant formally submits.

There will be an additional meeting in September about this development. This extended, multi-part meeting is meant to accommodate as many people as possible: students, Dinkytown business owners, renters, UMN employees and faculty, Marcy-Holmes residents and anyone else who can attend as their schedule allows.
