Creating a New Vision for the City of East Cleveland

Dr. Roland V. Anglin, Dean and Professor at the Levin College, has been awarded support by the City of East Cleveland, to lead a six-month planning project. The project will help East Cleveland identify opportunities for community and economic revitalization through targeted analysis of key land parcels, focus groups with residents, and examination of existing workforce programs. The planning project culminates in a series of connected recommendations to the city that builds the foundation for further investment by the public and private sector.
Breaking the Cycle of Poverty: Obstacles and Solutions

This summer, the Federal Reserve Bank of Cleveland held Policy Summit 2019. Dr. Joanna Ganning, Associate Professor and MUPD Program Director at the Levin College, served as a panelist. Throughout the Policy Summit, many speakers and participants focused on a number of obstacles and proposed solutions related to breaking the cycle of poverty in Greater Cleveland communities. In her session, Dr. Ganning cited her research about transportation challenges in shrinking cities, or cities experiencing remarkable population loss. She found that in shrinking cities, as total jobs decreased, job accessibility decreased at twice the rate. Dr. Ganning’s research emphasizes the divide between job location and job accessibility. While her work focused on shrinking cities, she shared that transportation is a problem for growing cities and rural communities as well.  Read More >>

Fall 2019 Undergraduate Research Poster Session
CSU’s Fall 2019 Undergraduate Research Poster Session took place on September 5 in the Student Center Atrium. Levin Alumni “Development Crawl:” Development & Inclusive Housing
On September 5, Levin alumni reconnected for a development-focused bar crawl in Ohio City. Part bar crawl, walking tour, and group discussion, this event examined the impact of development on mixed-income and low-to-moderate-income housing options on the west side of Cleveland. Together, the group learned about the City of Cleveland’s and local community development corporations’ efforts to help spur development in Cleveland neighborhoods while maintaining housing affordability for vulnerable populations and long-time neighborhood residents. Representatives from Ohio City Incorporated, including Thomas McNair, Executive Director, and Donna Bailey, Near West Housing Development Manager, and Dr. J. Rosie Tighe, Associate Professor at the Levin College, were among the guest speakers. This event was part I of an alumni event series sponsored by Levin and led by Levin alum Kenneth Kalynchuk (MUPD '16). Part II will feature a tour of east side neighborhoods, including University Circle.

Levin Student Hannah Lebovits Cited by Durham Mayor Steve Schewel
On September 3, the City of Durham in North Carolina passed a major zoning reform effort. Mayor Steve Schewel cited a February 2019 CityLab article by Levin PhD candidate, Hannah Lebovits, in his speech supporting the effort. In the article, Lebovits and her co-author, Alex Baca, argue that changing zoning regulations to allow for higher-density land uses is a worthwhile effort, even when it does not result in immediate improvements in housing affordability. Schewel mentions the article and the authors by name at 4:35:00 of this council meeting recording.

Tuesday 10/1 @ 4 – 6 pm | Equity Planning in the Divided City: The Gentrification Conundrum, Norm Krumholz Future of Urban Planning Lecture
Each year, the Levin College invites an exemplary scholar or practitioner to deliver the annual Norman Krumholz Future of Urban Planning Lecture. This series aims to promote important conversations in the Levin College and field of urban planning at large, while playing a critical role in the College’s ongoing effort to be a thought leader in urban planning.

This year, Dr. Todd Swanstrom, Des Lee Professor of Community Collaboration and Public Policy Administration at the University of Missouri – St. Louis, serves as the keynote speaker. Dr. Swanstrom will deliver a lecture on “Equity Planning in the Divided City: The Gentrification Conundrum.” Equity planning emerged in the 1970s when the urban crisis was at its peak. Suburbanization and deindustrialization were draining cities. Equity planners worked to help those who were left behind. Times have changed, and the forces of re-urbanization are gaining strength. The creative knowledge economy is clustering in cities—bringing with it the urban gentry.  Gentrification presents a conundrum for equity planners: it brings badly needed investment and residents into cities, while at the same time threatening to displace low-income families by raising rents. How should equity planners respond? The key is to understand that we live in an age of simultaneous de-urbanization and re-urbanization – decentralization and recentralization. We cannot understand one without the other, and it is the job of equity planners to link the two.  Learn More and Register
