THE LEDE: Good morning! With no new measles cases in August and 42 days since the last exposure, Mayor Bill de Blasio declared the end of the disease’s outbreak in New York City on Tuesday. The announcement comes roughly one year after a Brooklyn child acquired the infection on a trip to Israel, eventually leading to a public health emergency that cost the city $6 million.

~ JAIL PLAN GETS GREEN LIGHT, WILL HEAD TO CITY COUNCIL: The City Planning Commission voted Tuesday to approve the mayor’s plan to build four new borough-based jails as part of the effort to close the violence-plagued jail complex at Rikers Island by 2026.

~ NYCHA TENANT LEADERS CALL ON CITY COUNCIL TO BAN SALE OF FLAVORED E-CIGS AND MENTHOLS: A group of NYCHA tenant associations in Brooklyn are calling on Councilmember Laurie Cumbo to throw her support behind legislation banning the sale of menthol cigarettes and flavored cigarettes, arguing the nicotine products disproportionately harm black people and young people.
 
~ MEASLES OUTBREAK IN NEW YORK CITY IS OVER, MAYOR DECLARES: Since September 2018, the disease has spread to 654 people. Measles outbreaks are normally declared over after two incubation periods (42 days) have passed since the last infectious day.
 
~ BELOVED ART FROM FORMER BROOKLYN HEIGHTS LIBRARY IS COMING BACK: Six bas-reliefs by Italian sculptor Clemente Spampinato (1912-1993), which were removed from the front façade of the former Brooklyn Heights Library before it was demolished, will be enjoying a second artistic life.
 
~ PRACTICED PATIENCE: THE PHOTOGRAPHS OF JOSEPH RODRIGUEZ: The photographs of Joseph Rodriguez offer a glimpse into the people and places not usually on view in gallery spaces: youth detention centers in Northern California, the gangs of East LA, sex workers in Mexico, the community in Spanish Harlem. This month, the photographer’s work will be on view at Photoville in Brooklyn Bridge Park. 
 
~ MURDER CHARGE FOR DRIVER WHO RAN OVER CYCLIST IN BUSHWICK: An enraged driver who cops say ran over and killed a cyclist who was breaking into his vehicle on Monday morning now faces murder and manslaughter charges.
 
~ PHOTOS: J’OUVERT AND THE WEST INDIAN DAY PARADE: Monday was Labor Day, which — in Brooklyn — means the West Indian Day Parade and preceding J’Ouvert celebration turned Crown Heights into a massive celebration of Caribbean culture.
 
~ DESPITE DIVERSITY GAINS, TOP NYPD RANKS FALL SHORT OF REFLECTING COMMUNITIES: Almost 80 percent of the NYPD’s chiefs and deputy inspectors and inspectors who hold a rank above captain are classified as “non-Hispanic white.” Add in captains, and the NYPD leadership is still 72 percent non-Hispanic white.
