MEASURE P
Fresno County Judge rules Fresno's parks tax failed: A legal push by supporters of Fresno's Measure P to overturn the 30-year parks tax's defeat were dealt a second loss by Fresno County Superior Court Judge Kimberly Gaab on Thursday.

Gaab ruled that the necessary threshold for the initiative to be enacted was two-thirds of the vote, not the 50 percent plus one vote argued by Pro-P backer Fresno Building Healthy Communities.

The measure garnered roughly 53 percent of the vote last November, shy of the two-thirds margin.

Measure's proponents planned for post-election suit months before Election Day: In our Sunlight series on Measure P, internal campaign memos from the Yes on P committee show that supporters planned for litigation to change the necessary vote threshold from two-thirds to a simple majority.

Supporters, however, also designated the legal gambit as "high risk" in a follow-up memo in February 2018, or nine months before the measure would be defeated at the polls.

One-Way Ticket to the Calif. Supreme Court: Fresno is one of a number of cities with tax initiatives being contested on the basis of vote threshold. This is owed to a confusing 2017 California Supreme Court decision. Now, distinct cases from Fresno, San Francisco, and Oakland are likely headed to the California Supremes for ultimate resolution.
CALTRANSIENTS 
Local legislators push for additional funds for highway cleanup: After a public lashing on the Valley's littered highways turned into a lecture on understaffing and underfunding from local CalTrans officials, Valley state lawmakers are taking up the mantle to push for additional resources for CalTrans to handle homeless encampments on highway embankments with a direct appeal to Gov. Gavin Newsom.

The push for involvement from lawmakers, oddly enough, came from local CalTrans officials themselves as counties have eliminated probation work referrals for highway clean-up due to high workers compensation costs.

Top Recruit Jalen Cropper eyes bigger debut tomorrow: Former Buchanan High wideout Jalen Cropper arrived to Fresno State as the headliner for a strong recruiting class. Now, the Parlier native is prepping for his Bulldog Stadium debut against the Minnesota Golden Gophers tomorrow.

WHAT WE'RE WATCHING
Voters show unique views on tariff fight with China: Despite constant talk of the impact of tariffs on Chinese goods on U.S. consumers, a new poll from the Harvard Center of American Political Studies reports that more than two-thirds of voters support confronting China over its trade practices with tariffs.

Former Hillary Clinton pollster Mark Penn (now with Harvard CAPS) said that President Trump and his administration have the "strong support" of voters when it comes to standing up to China, despite the pains as consumers.
