S. 1895, Section 306, of the Lower Health Care Costs Act, specifically allows for rebate information between manufacturers, health plans, and pharmacy benefit managers (PBMs) to become more transparent. The proposal seeks to increase transparency by requiring any entity providing pharmacy benefit management services on behalf of a group plan to report the costs, fees, and rebate information associated with their PBM contracts to plan sponsors.
Section 306 would improve transparency in the rebate system and require that 100% of rebate savings be passed on to plans - allowing for prescription medications to be more affordable for plan beneficiaries!
