I welcome the confirmation this week that the ‘unduly lenient sentence scheme’ is being expanded across England and Wales.

The expansion will see the scheme, which allows victims to challenge sentences that they think are too lenient, now include crimes such as stalking, harassment and coercive and controlling behaviour.

Crucially, anyone can ask for a sentence to be reviewed, they do not have to have a connection to the case.

Supporting victims is at the heart of my police and crime plan, and this new legislation gives an added layer of protection to some of the most vulnerable people in our communities.

Summer Engagement

It’s been a busy summer for my office.

Over the last 17 weeks, we have attended 25 events, engaging with over 7,500 people to whom we provided crime prevention freebies and advice.

This week, we ended the summer programme by attending the Usk Show 2019 with the Gwent Police Rural Crime Team and Cyber CSO.

As always, the event was a wonderful day showcasing local produce and talent.

The summer maybe coming to an end, but my office are busy planning our autumn/winter engagement programme. Keep an eye on my website and social media for upcoming opportunities to engage with us.

New Deputy Chief Constable of Gwent Police

I took part in the interviews for the new Gwent Police Deputy Chief Constable (DCC) this week.

The pool of interviewees were exceptional. It is pleasing to see that such high calibre officers are looking to Gwent as the force with which they want to progress their career.

I am delighted to confirm that the successful candidate was Amanda Blakeman.

Amanda brings with her a wealth of experience. Since joining West Mercia Police in 1992, she has held various posts including Senior Investigating Officer as part of the Force Serious and Organised Crime Unit, Local Policing Area Commander, Head of Public Protection, Head of Operational Support, Tactical Firearms Commander and is now a Specialist Strategic Firearms Commander.

Congratulations to Amanda and I look forward to welcoming her to the Gwent Police family.

New Domestic Abuse Commissioner

Also appointed this week was the new Domestic Abuse Commissioner for England and Wales.

Nicole Jacobs has worked tirelessly for domestic abuse charities and will now be responsible for championing victims of domestic abuse, whilst recommending improvements to the government.

We have already taken great strides in Wales to support victims of domestic abuse.

Nationally, the Welsh Government has implemented the Violence against Women, Domestic Abuse and Sexual Violence (Wales) Act 2015, as well as ‘Live Fear Free’, a helpline which offers help and support to victims of domestic abuse.

In Gwent, I fund Connect Gwent, our dedicated victim’s hub who offer support and advice to all victims including those experiencing domestic abuse.

#OpSceptre

This week sees the return of #OpSceptre, a week-long targeted operation across all 44 forces in England and Wales aimed at tackling knife crime and raising awareness of its impact.

To mark the launch of the operation, Gwent Police Community Support Officer (CSO) Linzi Nicholls has written a poem highlighting the potential impact of carrying a knife.

Excellence in Policing 2019 Conference

I attended the Excellence in Policing 2019 conference this week.

It was an interesting conference, bringing together leading figures from both policing and Offices of Police and Crime Commissioners, as well as key partners from the criminal justice system and health service.

Sessions included deep discussions about financial control, performance monitoring, the current political situation (including the announcement of the 20,000 police officer uplift) and likely future developments.

We also had some interesting sessions with representatives of private industry to see whether any lessons they have learnt, particularly around continued professional development is relevant to the work of policing.
As well as dealing with crime, Gwent Police officers each day:
  • Respond to 43 domestic abuse incidents
  • Deal with 30 ASB incidents
  • Attend 4 road traffic collisions
  • Respond to 12 missing person reports
  • Respond to 25 incidents associated to mental health issues
