INTERNATIONAL CRIMINAL COURT ELECTIONS 2020

Electing the best to lead the fight against impunity. 

Governments must elect the best leaders to the International Criminal Court (ICC) and the Assembly of States Parties (ASP) to ensure both bodies function effectively and impartially.

In 2020, during the 19th session of the ASP, a number of important positions in the Rome Statute system will be filled, including six Judicial vacancies, one Chief Prosecutor, one ASP President, two ASP Vice-Presidents and 18 members of the Bureau. At the 18th session of the ASP, to be held in December 2019, six members of Committee on Budget and Finance (CBF) and one member of the Advisory Committee on Nominations (ACN) will be elected.

Coalition for the ICC with its members continue to campaign for states to nominate and elect highly-qualified and independent candidates to key positions in the Rome Statute system through fair, transparent, and merit-based nomination and election processes.

The judicial elections mark a pivotal moment for the ICC’s future as it looks towards an almost complete turnover of leadership at the 2020 session.

Following the regular three-year election cycle, the six newly elected judges will each serve for a nine-year term from 2021-2030.

In electing new judges, it is significant that the State Parties ensure a fully representative bench; in addition to judicial qualifications, and should take into account representation of the principal legal systems of the world, geographical representation and gender balance, and mainly be “persons of high moral character, impartiality and integrity”.

 
The election of the next Chief Prosecutor of the ICC by the ASP in 2020 will be a significant decision impacting almost every aspect of the ICC and the Rome Statute system more broadly.
 

Each step in the process of this election is crucial to ensure a comprehensive and transparent assessment of candidates by the Committee on the Election of the Prosecutor (CEP) in an effort towards strengthening the ICC.

The Coalition and its members continue to robustly call on member states to nominate and elect the most highly-qualified and independent candidates to key positions in the Rome Statute system through fair, transparent, and merit-based nomination and election processes.
