WATER WARS
Friant-Kern subsidence bill dies: Senate Bill 559, a bill to allocate nearly a half-billion-dollars to the repair subsidence damage along the Friant-Kern Canal, is being punted to 2020, Sen. Melissa Hurtado (D–Sanger) announced Thursday.

The bill, which has received considerable backing from Democrats and Republicans, will be eligible for reconsideration and passage until the end of January 2020.

Meanwhile, a strike back at enviros over SB1: It's the final day of the Legislative session and Senate Bill 1's status is still in limbo. 

Sun contributor Wayne Western, Jr. doesn't hold back on the about-face environmental groups, such as the Natural Resources Defense Council, have taken in supporting Senate Bill 1 by embracing outdated scientific standards they previously (and repeatedly) detested.

Clovis rolls the dice on licensing fee for 500 Club Cardroom: The City of Clovis turned down an offer for a flat-rate licensing fee on its sole cardroom, The 500 Club.

The cardroom's new owners, K&M Casinos, offered to pay the city $660,000 – just shy of double the average licensing fee the city earned via its percentage rate structure in recent years.

Instead, the Clovis City Council rejected the offer and is sticking with its current deal struck with K&M last year, betting that new management can outperform old management.

That deal sees the city earn 6.25 percent of gross casino revenues in its first year, 8 percent in year two, and 10 percent every subsequent year until expiration in 2024.
BULLDOG FOOTBALL

Turning up the energy on defense: While quarterback Jorge Reyna has received considerable scrutiny for back-to-back game-ending interceptions, Fresno State is also eyeing a bigger culprit: slow starts from the defense.

With both of this season's two games starting with the Dogs' opponents marching downfield for a touchdown, the defensive unit is ramping up the energy level in practice to emulate first quarter scenarios.

WHAT WE'RE WATCHING
Heng launches her second act, in primetime during Dem Debate: Despite high profile challengers jumping in to challenge Rep. Jim Costa (D–Fresno), his challenger from 2018 has been noticeably absent.

Last night, Elizabeth Heng made her return to the spotlight with a 30 second TV ad during the Houston Democratic debate. The spot figuratively torched socialism and literally torched the likeness of lightning rod Rep. Alexandria Ocasio-Cortez (D-N.Y.).

AOC and Heng sparred on Twitter late Thursday following the airing of the spot.
