Councilmember Jill Hoffman Called to Active Duty with U.S. Navy

City Council

Councilmember and U.S. Navy Reserve Captain Jill Hoffman has been called to active duty with the United States Navy, effective September 27, 2019. The deployment will require her to temporarily vacate her seat on the City Council. Jill is expected to return by July 31, 2020, but her deployment could be shortened or extended by the Navy.

United States and California state law dictate that, in instances where a member of a legislative body is called to active military service, the member's seat will not be considered permanently vacant, and the legislative body has the option of appointing an interim member. In announcing her call to active duty at the City Council meeting on September 10, Jill requested that the Council appoint Tom Reilly, formerly of the Bicycle and Pedestrian Advisory Committee, to serve in her absence.

Jill has been on the City Council since 2014 and was reelected to a second four-year term in November 2018. A practicing attorney, Jill joined the U.S. Navy Judge Advocate General's Corps upon graduation from law school in 1989. Jill served in the Navy for seven years, with tours in the Bay Area and Italy. Since completing active duty, she has continued her service as a captain in the Navy Reserve.

"I am deeply moved by Jill's service to our country and the sacrifice she is making to be away from home and family for an extended time, possibly in harm's way," said Sausalito Mayor Joe Burns. "I wish her all the best and look forward to her return to the Council."

Jill's last City Council meeting before her deployment will be September 24, 2019.

More than 140 Sausalito residents, workers, and business and property owners attended a Marinship Workshop at the Spinnaker Restaurant on Saturday, September 7. The goal of the workshop was to collect community feedback on the future of the Marinship district as part of the General Plan Update currently underway in Sausalito. For those who were unable to attend, a video recording of the workshop is available on the City of Sausalito YouTube channel.

The workshop began with an hour of presentations on the following subjects:
  • The General Plan Update process and how the Marinship fits into the General Plan
  • Sea level rise and its projected impact on the Marinship
  • The history of the Marinship
  • Economic conditions and considerations in the Marinship
  • The "character" of the Marinship, including current uses like the maritime industry, artist studios, and applied technology
The second hour of the workshop was dedicated to a small-group exercise. Participants at each of 14 tables were invited to create a group list of priorities or "vision statements" related to the future of the Marinship.

In the third hour, a spokesperson from each table presented its list of vision statements. Afterwards, all the lists were posted on the walls of the meeting room. Each workshop participant was then given five blue-dot stickers and asked to put dots on the vision statements of greatest importance. Participants could put all five dots on one statement, one dot each on five different statements, or any combination.

Visit the Marinship Workshop page on the General Plan Update website for more data gathered on September 7, including a map showing the homes and workplaces of participants, tabulated results from the blue-dot exercise, and results from a questionnaire given to each participant.

M-Group, the consulting team assisting the City with the General Plan Update process, will report its findings from the workshop to the General Plan Advisory Committee at a meeting in the City Hall Council Chambers at 6:30 p.m. on September 17. The Marinship Workshop and next steps will also be on the agenda of an upcoming meeting of the City Council.

Sausalito Presents Anchorage Enforcement Update to Bay Commission

Richardson's Bay
Richardson's Bay as seen from a boat in the channel, Sausalito waters at right
On Thursday, September 12, a delegation from the City of Sausalito led by Councilmember Joan Cox presented an update on the City's Waterfront Management Plan to the Enforcement Committee of the San Francisco Bay Conservation and Development Commission (BCDC).

BCDC has asked the City of Sausalito and the Richardson's Bay Regional Agency (RBRA) to demonstrate progress in reducing the number of illegally moored vessels in Richardson's Bay due to their harm to bay ecology. If the City and RBRA fail to demonstrate progress to BCDC, they could each be subject to increasingly steep fines. The RBRA, which is responsible for the areas of Richardson's Bay outside of Sausalito waters, also made a presentation to the Enforcement Committee on September 12.

The City of Sausalito's presentation to the committee reviewed the City's Waterfront Management Plan, which prioritizes the following actions with respect to vessels in Sausalito waters:
  1. Removal of marine debris vessels and illegal mooring balls
  2. Removal of unoccupied vessels used as storage
  3. Citation of unregistered vessels and removal of vessels when registration is expired by more than one year
  4. Removal of vessels occupied by persons who are a danger to themselves or others
  5. Enforcement of Sausalito's 72-hour ordinance with respect to any new occupied boats entering our waters
The City's efforts have thus far succeeded in reducing the number of vessels on Sausalito waters from 77 in December 2017 to 18 in August 2019. At this time, the City is not taking any action with regard to occupied boats that were anchored in Sausalito waters prior to November 2018.

In its report, the City also discussed a Safe Harbor Program that is currently in development to help mariners in precarious circumstances move from the anchorage to a slip in a local marina. The program is a collaboration with Ritter Center of San Rafael. The City is currently seeking grant funding for the program beyond $25,000 in seed money that has been allocated from the City's Tidelands Fund, which consists of revenues from City waterfront properties like the Sausalito Yacht Club and the Spinnaker Restaurant.

In comments following the report, the members of the BCDC Enforcement Committee commended Sausalito for its efforts and asked the City to return with another update in six months. The committee also encouraged RBRA to follow Sausalito's lead in enforcement efforts on its waters. At this time, there are approximately 200 boats in RBRA waters.

An audio recording of the meeting is available on the BCDC website, with the presentation from Sausalito beginning at 1:09:00.

Any questions or comments about the Waterfront Management Plan may be directed to Captain Bill Fraass at bfraass@sausalito.gov or (415) 289-4170.

City Council Approves 3-Year Contract with Employee Union

City Hall
Sausalito City Hall
At its meeting on September 10, the City Council unanimously approved a new three-year contract with Local 1021 of the Service Employees International Union, which represents 29 full-time employees who work for the City of Sausalito. Negotiations on the new contract began in May 2019 and were ratified by the union on August 21.

The agreement covers the period from July 1, 2019, to June 30, 2022. Changes to the Memorandum of Understanding between SEIU and the City of Sausalito include:
  • 2.5% cost-of-living increase for each employee for each year of the contract, with the first year's increase to take effect on August 28, 2019
  • Non-pensionable signing bonus of $418 per employee to compensate for the period July 1 to August 28, 2019, when there was no contract
  • 1% of salary contribution towards each employee's deferred compensation plan
  • 5% cap on increases to City contributions towards medical premiums
  • Hard cap of 240 hours of vacation accruals, effective January 1, 2020
By a 4-1 vote, the Council also approved a resolution applying substantially similar terms to 22 management and non-management "confidential" employees.

The new labor agreements are estimated to cost the City approximately $198,100 for fiscal year 2019-20 and $799,500 over three years. The 2019-20 increase will be covered by a projected $988,188 surplus in the City's general fund. Years two and three of the agreements will be factored into the City's next two-year budget. A separate agreement with the union representing Sausalito's police officers has yet to be completed and will result in additional costs.

Any questions about the labor agreements may be directed to Yulia Carter, Assistant City Manager and Administrative Services Director, at ycarter@sausalito.gov or (415) 289-4105.

This class in the City Hall Council Chambers at 7:00 p.m. on Thursday, September 26 will answer your questions as to how and when to harvest summer crops, how to prepare the soil for planting either seeds or starts for your fall-winter garden, and using seed trays for starting seeds while your garden is still at full bloom. As a stage-coach line, operated by a series of remarkable characters, it provided a crucial transportation link across the county. The road was rerouted many times as dams and reservoirs were built. It was also the scene of runaway coaches, landslides, bridge collapses, forest fires, earthquakes, overturns, encounters with bears and enraged stags, and one bizarre holdup.
