Tom Reilly Appointed as Interim Councilmember

At its meeting on September 24, the Sausalito City Council unanimously appointed Tom Reilly to fill Councilmember Jill Hoffman's seat for the period of time that she is recalled to active duty with the United States Navy.

Councilmember Hoffman recommended Reilly's appointment when she announced her imminent military deployment at the City Council meeting on September 10. Councilmember Hoffman is expected to return by July 31, 2020, but the deployment, which begins on September 27, could be shortened or extended by the Navy.

Reilly formerly served on the City's Bicycle and Pedestrian Advisory Committee. In his professional career, he worked for such companies as Lotus, IBM, ArcSight, and Hewlett-Packard. Before retiring in August 2019, Reilly was CEO of Cloudera, a Palo Alto-based company specializing in big data, machine learning, and data analytics.

Speaking in support of Reilly at the September 24 meeting, Councilmember Hoffman emphasized her responsibility to voters in ensuring that her seat be temporarily filled by a talented individual. "It was a happy circumstance that Tom was available."

Following a brief swearing-in ceremony, the Council and members of the public adjourned for cake and cider to celebrate the appointment and wish Councilmember Hoffman well while she is away. The next meeting of the City Council will be held on Tuesday, October 8.

More than 300 Attend Celebration of Life for Herb Weiner

On Sunday, September 22, more than 300 people attended a celebration of life in Gabrielson Park for former Mayor Herbert A. "Herbie" Weiner (1941-2019). The event featured 17 speakers, followed by a reception with ice cream and other refreshments donated by local businesses.

Opening remarks were made by Mayor Joe Burns, followed by stories and reminiscences from friends, family, and representatives from community organizations and federal, state, and local government. U.S. Congressman Jared Huffman and State Senator Mike McGuire provided video tributes.

In story after story, Herbie was remembered for his warmth, enthusiasm, community building, and commitment to making Sausalito a better place for residents and visitors. Video recordings of the speakers and the accompanying slide show are available on the City's YouTube channel.

Herbie's family has requested that donations in his name be directed to the following worthy organizations:

Improvements to Parking Lot #2 Expected to Begin in Mid-October

Parking Lot #2 in downtown Sausalito, located between Bay Street and the Bank of America building, will soon be getting a makeover. Work on the improvement project is expected to begin in mid-October and be completed by the end of the year.

The project includes improving drainage, regrading and resurfacing, and installing electrical infrastructure to support the possible future installation of a vehicle charging station. Subsurface repairs may be necessary to remove deteriorating wooden pilings below the parking lot.

A total of $385,000 was allocated for the project by the City Council at its meeting on September 24. The funding includes $356,536 for the base project and $28,464 to cover any unforeseen conditions. The work will be performed by CF Contracting, the lowest qualified bidder in a competitive bidding process that closed on September 13.

Landslide Task Force Provides Recommendations to City Council

The City Council's Landslide Task Force presented a list of recommendations to the Council on Tuesday, September 24. The primary recommendation is that the City contract for a hydrologic and geotechnical assessment of its vulnerability to future landslides and mudflows.

The task force was created in the aftermath of the February 14, 2019, mudflow in the Hurricane Gulch neighborhood, which endangered lives and caused an estimated $10 million in property damage.

Membership of the task force consists of Councilmember/Council Liaison Ray Withy, Councilmember Jill Hoffman, Engineering Geologist Michael Stewart, Planning Commissioner Kristina Feller, former County Counsel Steven Woodside, and Vice Chair of the Community Safety/Disaster Preparedness Committee Sandra Bushmaker.

The assessment recommended by the task force would map local geology and geologic hazards for both slope stability and seismic hazards. The hazard maps would assist the City in identifying public drainage systems that are in need of updates and repairs. The maps are also likely to identify open space areas upslope of City infrastructure or residential structures that have a potential for failure. Such areas could then be prioritized for stabilization measures to minimize or eliminate future failures.

Other task force recommendations include creating a mechanism for residents to report emerging landslide risks, the development of new building and remodeling guidelines, and the formation of a Geological Hazard Abatement District (GHAD).

Following the presentation, the City Council directed City staff to review the task force report and develop staff recommendations to be presented at a future Council meeting.

Coffee with a Cop provides a great opportunity for members of the community and officers from the Sausalito Police Department to get together on an informal basis to discuss local issues, build relationships, and drink coffee. The next Coffee with a Cop event will take place from 9:00 to 10:00 a.m. on Wednesday, October 2 at Sausalito Bakery and Cafe, 571 Bridgeway. Everyone is welcome.

The majority of contacts between law enforcement and the public happen during emergencies or emotional situations. Those situations are not always the most effective times for relationship-building, and some community members may feel that officers are unapproachable on the street. Coffee with a Cop breaks down barriers and allows for a relaxed, one-on-one interaction.

Find Bargains at the City Wide Yard Sale on October 5

With more than 80 different seller booths, the City of Sausalito's semiannual City Wide Yard Sale is a great place to find treasures at affordable prices. The fall yard sale returns to the MLK Parking Lot and Basketball Courts on Saturday, October 5 from 9:00 a.m. to 2:00 p.m. Admission is free.

Updates from Boards and Commissions

General Plan Advisory Committee. The mission of the General Plan Advisory Committee (GPAC) is to facilitate the update of the 1995 Sausalito General Plan in concert with City staff, consultants, and the public.

Previous meeting. The General Plan Advisory Committee met on Tuesday, September 17. At the meeting, the committee members discussed a vision of the Marinship to recommend to the City Council. Watch the video recording of the meeting

Upcoming meeting. The General Plan Advisory Committee will meet on Tuesday, October 1 at 6:00 p.m. in the Council Chambers at City Hall. Included on the agenda will be a review of stakeholder recommendations for inclusion in the General Plan Update. Planning Commission. The role of the Planning Commission is to review applications for design review and land use entitlements, as set forth in planning and zoning laws of the City and the state, and perform other such duties as specified in the Sausalito Municipal Code.

Previous meeting. A hearing of the Planning Commission was held on September 18. The following actions were taken at the hearing:
  • Continued the consideration of a request for design review approval for the property at 519 Caledonia Street (Brauninger duplex), with direction to the applicant for modifications to the project design before appearing again before the commission
  • Recommended that the City Council approve the MLK Park Schematic Tree Master Plan

Upcoming meeting. There will be a regular meeting of the Planning Commission in the Council Chambers of City Hall at 6:30 p.m. on Wednesday, October 2. The following items are on the agenda:
  • Consider an amendment to the Health and Safety Element of the 1995 Sausalito General Plan adopting the Marin County Multi-Jurisdictional Hazard Mitigation Plan as part of the element
  • Consider adoption of the existing "interim" Marijuana regulations for the City of Sausalito as the City's permanent regulations, with the understanding that future amendments may occur as warranted by additional analyses
  • Consider a design review permit and encroachment agreement to construct 240 square feet of new floor area and roof eaves that encroach into the public right-of-way at 4 Cloud View Road
  • Consider a conditional use permit to establish an art gallery within an existing commercial space at 328A Pine Street

Zoning Administrator. The City's Community Development Director acts as the Zoning Administrator and is assigned the authority and original jurisdiction for duties specified in the Sausalito Municipal Code.

Next hearing. The next hearing of the Zoning Administrator will be held at 4:30 p.m. on Wednesday, October 2 in the Council Chambers. The following items are on the agenda:
  • An administrative design review and encroachment agreement to install new stairs, walkways, and landscaping in the public right-of-way at 87 San Carlos Avenue
  • An administrative design review permit to conduct grading and landscaping efforts and install storm drainage improvements to stabilize the slope, repair recent landslide damage, and manage future storm events at 330 Ebbtide Avenue

Finance Committee. The Finance Committee is a standing subcommittee of the Sausalito City Council. It consists of two councilmembers and is tasked with monitoring the City's finances, evaluating fiscal implications, and making recommendations to the Council.

Previous meeting. The Finance Committee met on Tuesday, July 30 in the Council Chambers. Items on the agenda included the economic development program, an update on the FY 2018-19 interim audit, and an update on Administration Department initiatives. Watch the video recording of the meeting

Upcoming meeting. The next meeting of the Finance Committee will be held on Thursday, October 3 at 4:30 p.m. in the Council Chambers. Topics on the agenda include an update on City park projects, the preliminary Q2 FY 2019-20 calendar for the Administration Department, and investment portfolio and policy options.

Parks and Recreation. The 41st Annual Chili Cook Off in Robin Sweeny Park featured 13 chili chefs, live music, and beautiful fall weather. With a wristband, you got unlimited tastings at chili booths, plus wooden tokens for voting in the People's Choice category. Winners in the Best Booth and Judges' Choice categories were selected by a panel of judges consisting of Mayor Joe Burns, Supervisor Kate Sears, and community member Conor Mack. First-place finishers received custom bowls from Heath Ceramics.

Administration. On September 20, the City of Sausalito released a request for proposal (RFP) for marketing and digital platform services. The services described in the RFP are designed to enhance the current marketing program and digital platform for businesses in Sausalito. The deadline for responses is 12:00 p.m. on Friday, October 18, 2019.

The marketing and digital platform services program is envisioned as an initiative that would include enhancements to the current "Destination Sausalito" digital marketing platform. It would also include expanded marketing programs and the use of events in Sausalito to attract high value, low impact visitors – such as corporate retreats and meetings – to Sausalito during times of low activity. This would stimulate additional activity in the downtown, hotel, and restaurant sectors.

Public Works. The Marin Municipal Water District will be coordinating with M&N Builders on Tuesday, October 1 to connect new water service lines to the remodeled houses at 241 and 253 Glen Drive. On that day, a section of Glen Drive just south of the intersection with Currey Avenue will be closed from 8:00 a.m. to 5:00 p.m.

The closure will detour through traffic around the block of Glen Drive between Currey Avenue and Santa Rosa Avenue. Please expect delays if you live on Santa Rosa Avenue or Glen Drive and commute to Highway 101 using Monte Mar Drive. For more information, please contact the Marin Municipal Water District at (415) 945-1455 or the Department of Public Works at (415) 289-4106. The project will require pavement restoration at a future date.

Public Works. The Sausalito-Marin City Sanitary District will commence the annual cleaning of its sanitary sewer interceptors during the week of September 30. Work will be on the northbound side of Bridgeway at Locust Street. Expect construction equipment at the intersection of Bridgeway and Locust. As always, please exercise caution if you are driving, biking or walking in the vicinity of construction activity.

Southern Marin Fire. On the afternoon of Saturday, September 21, Southern Marin Fire assisted Marin County Fire with a vegetation fire south of Marin City on the west side of Highway 101. With quick action by firefighters, the forward spread of the fire was stopped and the fire was extinguished. The burn area was approximately two-thirds of an acre. Marin County Fire was unable to determine the cause of the fire.

The ignition and fast spread of the wildfire on September 21 remind us of the dangers we face in the dry months before the rainy season. You can prepare yourself and your family by clearing brush and other flammable materials from the area surrounding your home, signing up for emergency alerts from Alert Marin and Nixle, creating a family communication plan, building a kit in case you need to shelter in place, and making a go bag in the event of an evacuation. More tips on preparing for wildfire may be found on the website of FIRESafe Marin.

Parks and Recreation. Sausalito's annual Halloween Haunted House is dependent on its volunteers. This year, Sausalito Parks and Recreation needs people to help design, build, staff, set up, and break down the Haunted House. If you are an adult or a high school student who enjoys being part of a fun and creative team, please consider joining us.

Administration. The Golden Gate National Recreation Area and the Federal Highway Administration have begun preventative maintenance of roads in the Marin Headlands. Please expect the following upcoming closure:
  • Monday, September 30 and Tuesday, October 1: McCullough Road and Conzelman Road east of the roundabout will be closed. The entire length of the Conzelman Road pullouts overlooking the north end of the Golden Gate Bridge will be closed and unavailable to pedestrians, bikes, and vehicles.

Community Development. The City of Sausalito is seeking to fill an open seat on the Planning Commission. As one of five members on the commission, you would advise the City Council on matters related to planning applications and land use. Parks and Recreation. Want to dedicate a tree in Sausalito? Sausalito Beautiful needs your help to bring trees to MLK Park. Over $12,000 of the $15,000 goal has been raised so far. If that goal is reached, Sausalito Beautiful will contribute another $10,000 toward the project from its general fund and the City of Sausalito will add $25,000, for a total of $50,000. Donations are welcome in any amount, and donations at higher levels will be accompanied by acknowledgement on a plaque. A donation of $500 will allow you to dedicate a specific large tree and make a lasting impact.

Bogart and Bacall: A True Love Hollywood Romance. Lauren Bacall was only 19 when she and Humphrey Bogart fell in love on the set of To Have and Have Not. He was fresh from his success with Casablanca and already on his fourth marriage… but this was Hollywood. Soon they were married, and their romance lasted until Bogie's death in 1957. Join KALW film critic Peter Robinson on Friday, September 27 at 7:00 p.m. inside the Sausalito Library for a look at their time together and their classic noir films of the 1940s.

The Bolinas-Fairfax Road: The History of One of Marin's Most Scenic Roads. Join local author and historian Brian Crawford inside the Sausalito Library at 7:00 p.m. on Friday, October 4 for a richly illustrated presentation on the history of the Bolinas-Fairfax Road. The scenic road has a long and fascinating history intimately tied to the history of Marin County. As a stage-coach line, operated by a series of remarkable characters, it provided a crucial transportation link across the county. The road was rerouted many times as dams and reservoirs were built. It was also the scene of runaway coaches, landslides, bridge collapses, forest fires, earthquakes, overturns, encounters with bears and enraged stags, and one bizarre holdup.

Scandals and Mysteries in Hollywood History, Part II. Jan Wahl will return to the Sausalito Library at 7:00 p.m. on Friday, October 11 with more juicy stories about Hollywood's greatest stars, including Hedy Lamarr, Sophia Loren, Kirk Douglas, and Burt Lancaster. Each story will be accompanied by a movie clip. Jan Wahl is San Francisco's favorite movie reviewer and film historian. You can find her on the radio at KCBS All News 106.9-FM and 740-AM. Jan also teaches at Dominican University, makes regular speaking appearances, and emcees at local events.

Community Tree Planting. Would you like to participate in the single largest tree planting in Sausalito history? Join Sausalito Beautiful at MLK Park from 9:00 a.m. to 1:00 p.m. on Saturday, October 12. Together, we will be planting more than one hundred trees and shrubs to beautify Sausalito while helping combat climate change. No prior experience is necessary. Holes will already be dug, so "planting" will involve sliding trees into holes, then backfilling with a mixture of compost and native soil. All ages are welcome, although children must be accompanied by an adult. Strong folks who can help wrestle 8'-10' tall trees into their holes are especially needed! Wear old clothes and sturdy shoes and bring gloves if you have them. Please leave dogs at home. Let us know you are coming by emailing greenthumbs@sausalitobeautiful.org. Caregiver Support Group. Are you or someone you know caring for a loved one who is suffering from cognitive impairment? Consider joining the Sausalito-based Caregiver Support Group, led by facilitators affiliated with the Alzheimer's Association of Northern California. The next monthly meeting will be held on Saturday, October 12 from 10:00 to 11:30 a.m. in the Rotary Village Community Room at 701 Coloma Street in Sausalito. The group offers caregivers the ability to exchange information, talk through challenges and ways of coping, and share feelings and frustrations. Concert for Kids and Tot Art in the Park. Presented by Sausalito Parks and Recreation and sponsored by the Sausalito Lions Club, these monthly children's entertainment events in Robin Sweeny Park are held on the second Saturday of the month from July through October. The performer on Saturday, October 12 is Chloe Jarvis. Music starts at 10:30 a.m. Bring a blanket to sit on the lawn! The art project for children 5 and under starts at 11:15 a.m. Parks and Recreation will provide tables, chairs, and art supplies.

Sausalito Wine Experience. The Third Annual Sausalito Wine Experience will be held at the Mansion at the Casa Madrona from 2:00 to 5:00 p.m. on Sunday, October 13. This unique wine-tasting event will take place in the spectacular Alexandrite Suite overlooking the San Francisco Bay during the Blue Angels Air Show for Fleet Week. Guests will enjoy panoramic views and the finest vintages from 13 extraordinary and iconic California wineries. Tickets to the wine tasting are $195 each. Attendees are also encouraged to purchase tickets for the post-event Vintners' Table dinner. All proceeds will benefit the Sausalito Sister Cities organization and its three educational and cultural exchange programs. The Casa Madrona Hotel and Spa is located at 801 Bridgeway in downtown Sausalito.

Procraftinators: Crafting for Adults. The Procraftinators crafting meet-up for adults is the perfect place to bring whatever unfinished object, craft project, or hobby you are working on. The Sausalito Library invites you to the Edgewater Room from 4:00 to 6:00 p.m. on Tuesday, October 15 to complete that knitting, embroidery, or jewelry project while socializing with others for encouragement and inspiration. Bring your own supplies, trade with others, or come to learn a new craft. This event is free of charge and open to all experience levels. Drop in any time between 4:00 and 6:00 p.m.

Love in the Time of Chronic Illness. When illness enters our lives, it has a profound impact on not just the patient and family caregiver separately, but on the connection between them. And that connection can be a source of support, or depletion, for the partners. In this Sausalito Library program in the Council Chambers at 7:00 p.m. on Thursday, October 17, presenter Barbara Kivowitz, MSW, will describe the ways illness affects the patient/caregiver relationship and suggest approaches to use to strengthen the resilience needed to cope with the challenges of illness. Barbara's latest book, Love in the Time of Chronic Illness, was published by Rare Bird Books in 2018.

Outdoor Movie Night. Sausalito Parks and Recreation will host another Outdoor Movie Night at Gabrielson Park at 6:30 p.m. on Friday, October 18. Join us to watch Top Gun (1986, PG) under the stars! Julia Morgan Tour. The clubhouse of the Sausalito Woman's Club, the crowning jewel of architect Julia Morgan's work in Marin, sits atop a steep lot overlooking the San Francisco Bay at 120 Central Avenue. This historical landmark is now open to the public for tours by appointment. Upcoming tours are available on Sunday, October 20 and Wednesday, October 23. Met Opera Preview: Manon. The Sausalito Library's Met Opera Preview series for 2019-20 continues on Tuesday, October 22 at 7:00 p.m. in the Edgewater Room of City Hall with a preview of the upcoming Metropolitan Opera performance of Manon by Jules Massenet. Host Tom Wilhite will present background information about the opera and composer, followed by a plot synopsis that includes a selection of audio and video clips from past performances. Tom's preview takes place on the Tuesday before the Saturday morning Live in HD simulcast from the Met. All are welcome.

Heath Ceramics: The Making of a California Classic. This special program inside the Sausalito Library at 7:00 p.m. on Friday, October 25 will feature the screening of the new documentary Heath Ceramics: The Making of a California Classic, followed by a question and answer session with Robin Petravic and Catherine Bailey. Robin and Catherine are the Sausalito residents who took over Heath Ceramics in 2003 and have extended the legacy of the Sausalito pottery started by Edith and Brian Heath in 1948. The 55-minute documentary recounts the life and vision of ceramicist Edith Heath, along with an inside look at the Heath factory in Sausalito's Marinship district, where Heath's iconic dinnerware has been made since 1959. Heath Ceramics: The Making of a California Classic was produced in 2019 for the KCET public television series Artbound.

Coloring and Doodling Party for Adults. Come relax and join the coloring party on Tuesday, October 29 from 4:00 to 6:00 p.m. in the Edgewater Room of City Hall. We provide a stress-free atmosphere, soothing music, and delicious refreshments so you can unleash your imagination. The Sausalito Library provides all coloring supplies, and we can help you make bookmarks and buttons from your artwork. Seating is limited for this free program.
