We took a break in August due to staff leave, so this is a bumper edition. Below you will find news and updates, a number of ways to engage with the health and social care sector, share your views and find out more, funding and recruitment opportunities, and a range of resources and events.

  1. LBT Women’s Health Week 2020 – 9th-13th March
We’re already looking ahead to next year, and considering how we can best bring together and celebrate all the LGBTQ women working to improve our communities’ health. If you’re one of these women, or want to suggest someone we should be engaging with, please get in touch.
One of the main ways that organisations and groups can get involved is to shift the focus of their usual activity to LBT women for the week or month – If you would like to discuss how you could do this, please also drop us a line.
  1. Millions in local investment to support children and young people's mental health
Thousands of young people across England will benefit from new mental health support including counselling, mentoring and arts programmes in their communities. This will be backed by a multi-million pound government investment this year.
As part of the government’s commitment to transforming mental health care – backed by an extra £2.3 billion a year through the NHS Long Term Plan – Mental Health Minister Nadine Dorries and Public Health Minister Jo Churchill announced an investment of a further £3.3 million in 23 local community projects across England in August.
  1. LGBT+ Outcomes Framework Launched
Consortium has been working with Traverse and 6 of their Members (MindOut, Yorkshire MESMAC, The Intercom Trust, Stonewall Housing, Tonic Living and the LGBT Foundation) to create a common framework for how we as a LGBT+ sector articulate what it is we want to capture when talking about our work.
 
This document is just the start and we hope LGBT+ organisations will engage with it and start to frame how they talk about their work under the 5 outcome areas identified.
  1. PHE Publishes new Strategy
The PHE Strategy 2020 to 2025 sets out how Public Health England will work to protect and improve the public’s health and reduce health inequalities over the next 5 years.
It outlines PHE’s role within the public health system, 10 priorities where PHE will focus particular effort and the areas where PHE will build capability within the organisation to support delivery of its strategic objectives and wider activities.
 
PHE has published both a brief executive summary of the document and the full version of the strategy which provides more detail on PHE’s aims and activities over the next 5 years.
  1. Guidance for a no-deal Brexit
Earlier this month, the government published guidance for industry and organisations involved in health and care about plans for a no-deal Brexit.
NCVO has also published guidance for the voluntary sector.
  1. Sign up for news on gender identity services
NHS England is the direct commissioner of specialised healthcare services for gender dysphoria. If you’d like to keep up to date with the news about the work that is happening in this area, then sign-up as a stakeholder of their Gender Dysphoria Clinical Reference Group here: https://www.engage.england.nhs.uk/application/crg-stakeholder-reg-april-2019/.
  1. Keep informed with the work of the VCSE Health and Wellbeing Alliance (HWA)
The National LGB&T Partnership is a member of the VCSE Health and Wellbeing Alliance. We encourage you and the VCSE organisations you work with to sign up to the monthly edition of the Department of Health’s voluntary sector team’s newsletter. They can be added by clicking here.   1. Consultation: Advancing our health: prevention in the 2020s
The DHSC, together with the Cabinet Office, has published this Green Paper setting out proposals to tackle the causes of preventable ill health in England. It signals a new approach to public health that involves a personalised prevention model. It will mean the government, both local and national, working with the NHS to put prevention at the centre of decision-making. These proposals are open for consultation. The closing date for responses is 14 October 2019.
  1. Brook’s Survey for Young People
To help influence their new strategy and ensure they stay relevant to the young people they support, Brook are looking for under 25s to share their ideas and experiences through a new online survey. All participants will be in with a chance of winning a high street voucher up to £200. Please share with your young networks.
  1. What Matters? Community Survey
The Institute for Community Studies is seeking to find out what matters to communities.
This might be a physical place or area where people live, like the facilities and amenities, culture or safe and green spaces. This might be the services and opportunities available to the people who live there.
It might be having ownership and influence over what happens in communities. In this survey, the Institute for Community Studies is looking to hear what matters most in your community and the questions you have about the issues that affect it. Please take the survey here.
  1. Listen to the first NHS Assembly Podcast
Earlier this year we saw the start of the NHS Assembly, bringing members from across the health and care sector together to inform and support the delivery of The NHS Long Term Plan. Last month the first in the NHS Assembly podcast series was released, which features an exclusive insight into the work and discussions the Assembly is having.

  1. Developing an LGBT+ Fund
Over the last few years, Consortium has been working with Members, and other external stakeholders, to explore the idea of developing an LGBT+ Fund. They initially set up an Expert Task Force, who set the challenge of undertaking a full feasibility study so they could build a strong evidence base and case for support. Thanks to funding from The Esmee Fairbairn Foundation and the National Lottery Community Fund, Consortium have spent the last 15 months doing just this, in collaboration with consultants IG Advisors. They are pleased to be able to publish the final Feasibility Study, along with Consortium's response and pledges contained within an LGBT+ Fund Action Plan for Change.
  1. An evidence summary of health inequalities in older populations in coastal and rural areas
This report provides evidence on the health inequalities experienced by older populations in coastal and rural areas, together with a summary of key considerations to reduce inequalities and promote healthy ageing in these areas. It comprises a literature review supplemented with case studies, and brings together a range of information in one place with links to published research.
  1. Key data on Young People
Supported by the Health Foundation, the Key Data on Young People series brings together all the robust and representative information they and the Association for Young People’s Health can find to get a full impression of young people in the United Kingdom. Every new edition of Key Data on Young People is revised to reflect current issues and concerns about young people’s health.In this 12th edition of the report we include sections on policy context, indicators of poverty and hardship, burden of disease and international comparisons in key health outcomes.
  1. Place-based approaches for reducing health inequalities
This guidance aims to reinforce a common understanding of the complex causes and costs of health inequalities and provides a practical framework and tools to reduce health inequalities. The accompanying documents include a slide set providing a summary and examples of how to use a place-based approach to reduce health inequalities.
  1. Resource packs from the Health & Wellbeing Alliance
The VCSE Health and Wellbeing Alliance, together with Healthwatch and Versus Arthritis, have produced resource packs to support every health and care system in England to better understand the health and care needs of their local population.
Bringing together a range of information and data, the packs build a shared understanding of the local population, the wider local context affecting health and wellbeing, and specific aspects related to the delivery of local health and care services. This includes existing information from national sources, along with data about the voluntary sector, local people’s views, and wider social factors affecting health and wellbeing.   1. Delivering same-sex accommodation
This guidance has been updated to reflect current patient pathways, including further definition of what is and is not a mixed-sex accommodation breach and circumstances in which mixing may be justified and therefore not constitute a breach. It is the Partnership’s view that this report represents exemplary understanding and inclusion of trans people.
  1. How doctors in leadership roles establish and maintain a positive patient-centred culture
This report finds that positively-engaged leaders from diverse backgrounds are key to transforming organisational cultures. However, they are often unprepared and unsupported for the challenges of leadership during the early stages of their management careers. The report makes the case for support for senior healthcare leaders to help them overcome challenges that can impact on patient care.
  1. Public Health Outcomes Framework 2019 to 2020: a consultation – government response
In January 2019, Public Health England published proposals for changes to the Public Health Outcomes Framework (PHOF). Indicators that were to be revised, added or removed, with a rationale for each, were outlined in the consultation. This report summarises the response to the consultation and outlines the changes to the PHOF from 2019/20.
  1. Primary care networks: a quiet revolution
The Community Network, a partnership between NHS Providers and NHS Confederation, have published this briefing to act as a guide to support provider organisations to engage effectively with primary care networks (PCN). The briefing draws on official guidance and discussions with both PCN leaders and providers of community services. It explores the role of PCNs, what the emerging picture is, what this means for providers of community services and, crucially, how providers and PCNs can work together effectively.
  1. Measuring poverty 2019
This report reveals that 4.5 million people in the UK are living more than 50 per cent below the poverty line, and seven million people are living in persistent poverty. Included in the findings are that nearly half of people in poverty live in a family that includes a disabled person, compared to one in three people who are not in poverty, and that the prevalence of self-reported mental health concerns is ten per cent higher among people living in families that are in poverty, than among those who do not live in a family that is in poverty.

NICE committee recruitment
NICE are looking for experts to join their Public Health Advisory Committees to develop guidelines on interventions and services. They need both lay members (people using services, family members and carers, and members of the public and community or voluntary sector) and people with a professional or practitioner background in the topic.

NHS England User Involvement
NHS England and NHS Improvement have new service user involvement opportunities in their Maternity Transformation Programme’s workstream oversight groups, and a new Neonatal Implementation Board. For further information visit their Involvement Hub.

  1. *New* Greater London Stronger Communities Fund
The Mayor of London wants to make London the most active and socially integrated city in the world. To help achieve this goal, the Mayor launched Sport Unites, his multi-million-pound community sport investment programme.
As part of Sport Unites, over the next 12 months the Stronger Communities fund will award up to £5k to projects that use sport and physical activity (i) to bring Londoners together from different backgrounds, cultures and faiths, and (ii) to help socially isolated or lonely Londoners feel better connected to their local communities.
The mayor is offering funding of between £2,000 to £5,000, which will be awarded to projects that encourage and facilitate social integration between different groups through physical activity.
  1. Wilkinsons - Helping Hands
Helping Hands is a community initiative where each local store has a budget to distribute to projects and schemes within the stores local community.
  1. Lloyds Bank Foundation - Enable Programme
Enable grants are awarded to charities which have identified clear development needs, and provide a great opportunity to strengthen charities to deliver more effectively.
  1. Grants for core costs of small charities
The Masonic Charitable Foundation (MCF) has launched a new grants scheme specifically for running costs and other core costs of small charities. Available to charities with an income of £500,000 a year or less, the grants are a maximum of £5,000 per year, over three years.
The MCF has recognised that smaller charities face difficulties in accessing funding for core costs, with many charitable foundations – including the MCF – choosing to concentrate on project-based funding. The foundation hopes that its policy shift on grant-making will help smaller charities be able to continue delivering their vital services and activities.
  1. Centre for Ageing Better Volunteering Fund
The Centre for Ageing Better has launched its Age-friendly and inclusive volunteering fund to support initiatives that put the principles of age-friendly and inclusive volunteering set out in their recent review into practice.

  1. The Antonia & Andrea Belcher Trans Fund
Under 'The Antonia & Andrea Belcher Trans Fund', small grants will be provided to support those activists and their organisations working across the world to improve the lives of trans people. Read more here.
  1. Enterprise Development Fund
Access – the foundation for social investment – has recently launched its Enterprise Development Programme, a five-year programme which will provide a broad range of support for charities and social enterprises in England. The programme is designed to help VCSE organisations to make a transition to new enterprise models, or grow existing ones.
  1. Paul Hamlyn Foundation Youth Fund
The Youth Fund supports organisations whose main purpose is about helping vulnerable young people (aged 14-25). The Fund will provide core funding to organisations within the youth sector and outside.  There is no deadline to apply.

  1. Network! Supporting adult ESOL learners in London
Tuesday 8th October, 4.00pm – 7.00pm
This is the first of a series of events taking place at City Hall every few months, aimed at bringing together grassroots, voluntary and community groups working with ESOL learners to support and learn from each other. This first event is mainly for groups to get to know each other, and shape what you'd like from the network.

  1. Webinar: Health Inequalities Menu of Evidence Based Interventions
Tuesday 29 October, 2.00pm – 3.00pm
As part of the Long Term Plan, NHS England and NHS Improvement made a commitment to develop a ‘menu’ of evidence-based interventions to support the narrowing of health inequalities and improve equity of access and outcomes. This webinar is an opportunity for the VCSE sector to hear about how this menu is being developed and how they can submit evidence-based interventions for inclusion in the menu. Presenters include Ranjit Senghera from NHS England and NHS Improvement, and Sarah Sweeney from Friends Families and Travellers (a member of the Health and Wellbeing Alliance).

  1. Supporting the development of primary care networks: series of webinars
NHS England is continuing to support the development of primary care networks through a further series of webinars aimed at those working within primary care and the wider NHS.
The webinars will focus on a range of topics, such as how to best use technology to develop services and the role of pharmacy within PCNs, and will include examples of work already in progress across the country with a chance to ask questions and find out more about next steps in relation to the development of primary care networks.
