SAVE THE DATE: AEBR General Assembly and Annual Conference 2019 in Dresden on 23-26 October 2019
We are just starting the autumn, but sunny Berlin still let us call Summer Issue this Newsletter you are about to read. Our headlines include the announcement of AEBR's workshops during the European Week of Regions and Cities 2019 in Brussels and of our General Assembly and related events in Dresden (Euroregion Elbe/Labe). During our last Executive Committee in Szczecin in July we have discussed how to keep an eye on Brussels, where we have a brand-new fully operational Parliament and we almost have a new Commission, though they still have to go through Parliament hearings in October, and some clouds of suspicion hang over them. Most relevant decisions about future territorial cooperation (funding, programmes, ECMB, …) are yet to be made in the coming months, while the Commission’s Communication "Boosting Growth and Cohesion in EU Border Regions" from September 2017 is getting implemented step-by-step.

Our other eye is on Brexit and its implications at the Irish border, as well as on other nationalistic, chauvinistic or even xenophobic trends which are going against European ideals and the Rule of Law. At the same time, more frequent meteorological catastrophes, heat waves, floods, etc., also show enough evidence about the need to take climate change adaptation very seriously. Other topics tackled in this issue are the management of migration, Sustainable Development Goals (SDGs), the implementation of a crazy certificate (A1) for workers crossing borders on duty, even if just for a few hours, to attend a meeting. AEBR has also analysed the proposed new Neighbourhood Policy, more connected with Regional Policy and with International Cooperation, Cross-Border Labour Market, Healthcare and other Services of Public Interest. All of these are hot potatoes on the table which we have to follow up on and influence as far as possible.

AEBR III Cross-Border School, General Assembly and Annual Conference 2019
 
AEBR’s Annual Conference 2019 will take place in Dresden on 24 and 25 October 2019, with the title “Cross-border Culture Cooperation and the Culture of Cross-Border Cooperation”. Bringing together AEBR’s members from border regions inside and outside the European Union and many more stakeholders, the event offers a unique opportunity to discuss current topics of interest for regional and local policy-makers, academicians and actors involved in cooperation. The annual conference is an open event upon registration.

EURegionsWeek: Deadline: 27 September

The Association of European Border Regions is partner of three workshops to be held at the European Week of Regions and Cities taking place in Brussels from 07 to 10 October 2019. The deadline to register to the event is next Friday, 27 September - do not miss the chance to get informed and exchange about the most current topics on regional policy-making. Join AEBR’s team in discussing ways to solve obstacles to cross-border cooperation, how to engage citizens while communicating about Cohesion Policy, and which opportunities will arise for regions at the external borders of the EU. You will also find information on other workshops of interest for border and cross-border regions promoted by AEBR members and partners.

AEBR Executive Committee meeting in Szczecin (Euroregion Pomerania, Poland) on 12 July
 
Euroregion Pomerania hosted the last meeting of AEBR’s Executive Committee on 12th July 2019.  AEBR’s Secretary General Martín Guillermo Ramírez provided an overview of most relevant updates concerning matters of interest for AEBR members: present situation and future chances for cross-border cooperation including last endeavours by the Directorate-General for Regional and Urban Policy, the European Committee of the Regions and other stakeholders, as well as the latest developments at the European Parliament.

Cross-Border Cooperation and its potential for living conditions in Germany, Ministry of Interior, Construction and Community, Berlin on 13 September 2019

The Federal Ministry of Interior in Berlin hosted an event on 13 September following their strong support to cross-border cooperation through previous interventions in cross-border spatial planning and other spheres. German players of CBC, particularly euroregions, and their partners across the border at regional and national level were invited to exchange on the current situation of CBC at the diverse borders of Germany (with eight EU Member States and Switzerland).

Meeting of German actors involved in territorial cooperation and neighbours with DG Regio at the EU Representation in Berlin on 12 September 2019

Prior to the conference organized by the German Ministry of Interior, Construction and Community on 13 September, the Association of European Border Regions invited Dirk Peters (DG Regio) and representatives of all stakeholders on German borders to meet on 12 September 2019 at the Representation of the European Commission in Berlin. Euroregions, Interreg Programmes and national authorities in charge of territorial cooperation discussed the Commission’s Cohesion Package proposal and most controversial aspects which particularly affect border and cross-border regions.

First meeting of Iberian EGTCs in Vigo (Galicia, Spain), 16-17 July

On 16-17 July 2019 EGTC Galicia-North Portugal (GNP AECT) organized in Vigo the first meeting of Spanish-Portuguese EGTCs, EU representatives, national, regional and local authorities. A “Vigo Declaration” (ES, PT) was approved, synthetizing all participants’ contributions on the role of EGTCs in the construction of the European Union. A study visit Cíes Islands within the Maritime-Terrestrial National Park of the Galician Atlantic Islands closed the event.

EGTC Workshop in Szczecin on 11 July

On 11th July 2019 the Euroregion Pomerania invited its members to a workshop illustrating the state-of-art of the policy tool of the “European Grouping of Territorial Cooperation” (EGTC) in Germany. AEBR’s Secretary General Martin Guillermo Ramirez, Frédéric Siebenhaar from the EGTC Pamina and Florence Jacquey from the EGTC Greater Region contributed to the discussion with their experience in setting up an EGTC.

ESPON seminar The role of functional areas for territorial cohesion in Iasi (RO) on 19-20 June 2019

What was initially planned as a seminar taking place in Iasi (Romania) last June became a Conference. The attractive topic revolved on how to match policy-making in functional areas with measurable developments for territorial cohesion. This was the final great event within the territorial agenda of the Romanian Presidency of the EU.

II Cross-Border Days of Cooperation and Health in Cerdanya, Puigcerdá, 14-15 June 2019

Puigcerdá is the capital of Cerdanya region, between France and Catalonia. It also hosts the Cross-Border Hospital which is a flagship EGTC to provide healthcare through two asymmetric health systems across a national boundary. Apart from a very innovative facility, is a laboratory of European integration, single market, etc. The beautiful Pyrenean town hosted a conference on Cross-Border Healthcare Cooperation in the framework of Prospect Tasso project, coordinated by the University of Perpignan, gathering many organisations involved in this very dynamic border area.

ESPON Seminar "Change the perspective! From cross-broder to interaction area, Dresden, 11 June 2019

The ESPON Seminar “Change the perspective! From cross-border to interaction area” took place in the Leibniz Institute of Ecological Urban and Regional Development in Dresden on the 11 June 2019. The seminar focused on the challenges of border areas, taking a closer look at the experiences in Central Europe, in particular those from the German-Polish-Czech border regions.

Bestowal of awards of the contest for flagship projects within the joint future concept for DE-PL integration area

On 5 June 2019, the Polish Institute in Berlin held the Bestowal Ceremony of the Awards for winner projects in the competition organized by the German and Polish governments for cross-border projects implemented in their common integration area (Verflechtungsraum). The winners in 2019 have been Revitalisation of the railway connection Leipzig – Poznan, Contact and helpdesk for German and Polish citizens, PommernArche – Ancestral typical Pomerania, TRAILS – Mobile Innovation work and services, and REVIVAL! – Revitalisation of historical cities in Lower Silesia and Saxony. Honorary awards were bestowed to two projects devoted to child education: Big and Small, and Neighbour language acquisition – from kindergarten to the end of school time. And there were two special mentions by the Jury: Smart Integration, and the Europa Bridge Neurüdnitz – Siekierk.

''European Border Regions - Pioneers and driving forces for the European idea" on 28 May 2019 in Brussels

On initiative of the representation in Brussels of Saarland and Rhineland-Palatinate German states, French region of Grand-Est (former regions of Alsace, Lorraine and Champagne-Ardenne) and East Belgium (the German-speaking Community of Belgium), a networking lunch and a workshop were organized on 28 May at the European Committee of the Regions in Brussels in order to discuss on the potential of border regions as pioneers and driving forces for European integration.

Interreg Annual Meeting 2019 in Bucharest

AEBR, together with 6 IVY volunteers, attended the Interreg Annual Meeting 2019 hosted by the Romanian Presidency in Bucharest on 22 and 23 May 2019. DG Regio and representatives of all Interreg, IPA-CBC and ENI-CBC programmes gathered together to discuss the future programming period 2021-2027. For two days, actors involved in cooperation had the chance to stay informed on opportunities, learn about new aspects of ETC and debate.

AEBR Projects
33 more cases of obstacles to CBC to be investigated under b-solutions
 
AEBR and the EU Commission’s DG Regio have selected thirty-tree more cases of obstacles of a legal or administrative nature hampering cross-border cooperation under the 2nd call for proposals of the b-solutions initiative. The implementation period has now started and legal experts with knowledge of cross-border instances will start analysing the cases to contribute enforcing innovative tools to foster territorial cooperation.

Interreg volunteers as ambassadors of Cohesion Policy
 
With the “Citizens’ Engagement Activities” Interreg volunteers (IVY) can organise events to raise awareness of Cohesion Policy on behalf of the European Commission. In June the “Citizens’ Engagement Activities” took place and the volunteers involved the audiences with creativity and enthusiasm while illustrating what has been achieved in the region thanks to European Territorial Cooperation. Agnès Monfret, Head of Communication Unit at DG Regio, explains why young IVY volunteers are the best ambassadors of Interreg.

Peripheral Access, a project to improve mobility in border regions
 
Peripheral Access is an Interreg Project running under Interreg Central Europe Programme, of which AEBR is one of the associated partners. The objective of Peripheral Access is to improve mobility in peripheral areas such as rural, remotely located or border regions. By May 2020, all project partners will implement innovative pilot initiatives in key action fields for sustainable mobility: integrated transport, the use of Smart Technology and cross-border marketing.

AMiD projectAccess to services for migrants with disabilities aims to support efficient management of the reception and integration of asylum seekers and migrants with disabilities in the EU. On 5 November 2019 the concluding conference of the project will present the results achived.

Danube Participation Day “Youth – Participation – Empowerment”. On 26 June 2019, within the framework of 8th EUSDR Annual ForumPriority Area 10 “Institutional Capacity and Cooperation” in cooperation with the Danube Civil Society Forum/Foster Europe, Agapedia Foundation and the Federation of Social NGOs in Transylvania organised the 6th edition of the Danube Participation Day in Bucharest.   • DG Regio has promoted two consultations of interest for CBC practitioners, one on cross-border data sources and on information centres for cross-border’s matters.
  • DG Competition has launched a public consultation proposing amendments to the General Block Exemption Regulation (GBER). This review is of extreme relevance for actors involved in Interreg Programmes because it gives the chance to facilitate the management of ETC programmes in the framework of state aid regulation. Comments possible until 27.09.2019.
  • DG Regio continues to look for support for the proposal for a European Cross-Border Mechanism.
  • EuroAccess Macro-Regions, financed by DG REGIO and the City of Vienna, is an online search tool and central information point on EU funding in the Macro-regions, to support interested stakeholders to find the right funding programme for their project idea. On the website www.euro-access.eu you can search for open calls for proposals or compare more than 350 different funding programmes. The tool has a number of filters to facilitate the identification of the most suitable EU programme/call for your organisation and project idea, it is free and easy accessible. Registered users can save interesting information in their profile and opt in for a newsletter with open calls based on personal interest. Here you can watch an interesting video. They display information about more than 350 funding programmes: action programmes, Interregs but also mainstream funds- for your region. You can search for open calls for proposals, save interesting information in your profile and register for a newsletter based on your personal interests.
  • Sahel and West Africa Club (SWAC), OECD, has presented the report Co-operating Across Borders: Tackling Illicit Flows, providing examples of transnational illicit flows that endanger global security by funding conflicts and perpetuating instability. It focuses on four key areas of illicit flows: people, goods, money and data. The SWAC Secretariat’s “Cities and borders in West Africa” collection is presented in the “Food for Thought” section. The SWAC Secretariat also contributed to the report by creating a map on transnational violence in Africa. Read more here.
  • Another publication by SWAC, in cooperation with the MOT, is Border Cities & Climate Change: A practical guide to legal and financial levers.
  • ERRATUM (new link): Why is it so that public transportation can cross some international borders but stops before others? Why ambulances are allowed to cross most of the international border but are not allowed to provide help? In her PhD thesis “Provision of Services Across Borders: Factors Driving Cooperation of Subnational Governments in Europe” Annika Jaansoo provides answers to these questions using multidisciplinary research. Annika Jaansoo’s PhD thesis is the first attempt to theorize cross-border cooperation in service provision. The Online Professional Network, operational at the Commission’s Futurium platform, is yet under-used, but it is a very good tool for the exchange of information, questions and answers, dissemination, etc.. and to get to know the publication of calls, events, studies, etc. AEBR encourages very much its use to inform and get informed.
In Memoriam
Alkis Papademetriou took active part in AEBR since 1992, promoter of Euroregion Nestos-Mesta (GR-BG) since 1998, organizer of two AEBR General Assemblies in 2000 and 2005, meetings of the Executive Committee in 1999, 2000, 2005, 2011 and 2014, Youth Forum, workshops and conferences, member of the Executive Committee for twenty years and, above all, a very good friend for most of us, passed away on 28 June 2019 as a consequence of the aftereffects of an accident suffered in 2018, worsening his already weak health. AEBR transmitted its sympathy to the family and its pride for having enjoyed Alkis’ strong commitment with CBC and AEBR.
  
Pertti Hermannek, one of our external experts under b-Solutions and long-lasting CBC specialist, passed away last 28 April 2019 after a long and painful illness.
 
Bärbel Schubert, director of the Euroregion Neisse e. V. since August 2016, passed away early this year. May she rest in peace.
