We are pleased to send you our Critical Events Monitoring System (CEMS) bulletin for July and August 2019.

This period saw the Bangsamoro confronted by a growing insurgency problem, just as the rains, which provided relief from the heat, turned into a deluge that brought misery to the people. Meanwhile, winners of the May polls began their terms, eager to deliver on election promises, yet aware of the many challenges they face.

CEMS is an SMS and VHF radio-based reporting system developed by International Alert Philippines that captures conflict incidents and tensions in communities as they happen. It is used by our Early Response Network, a group of men and women in various localities in the Bangsamoro, who share real-time information and work with local governments, key agencies, the security sector, and religious and traditional leaders in coordinating quick and context-specific responses to tensions, violent conflicts, disasters, and displacement.
