2019 CALL FOR NOMINATIONS - CONTINUUM BOARD MEMBERSHIP
October 18th     Board Member Nomination Form Released
November 4th    Board Member Nomination Form Deadline
November 28th    Notice for Election: A list of nominees and their biographies will be released to Continuum members.
December 5th     Continuum Membership Form Deadline: In order to vote, you must establish Continuum membership and attend 50% of Continuum meetings thereafter.  Existing members do NOT need to resubmit forms.
December 12th   Continuum Meeting and Voting
January 2020 New Continuum Board member terms commence.

The Continuum is now accepting nominations for Board members.  Please read this information and related documents for full details on the timeline, nomination process, and election.  Board membership will consist of both elected (voting) and appointed (non-voting) seats.  The appointed seats will be selected by the Board and City of Baltimore, while the Elected seats will be filled through a nomination, review, and voting process. 
Voting members of the Continuum Board are selected via a community process.  The Continuum is now accepting nominations for the following open positions within each category (see the attached documents for descriptions of the Board composition and categories):
  • Homeless or Formerly Homeless Individuals: 3 positions
  • Homeless and At-Risk of Homeless Service Providers: 2 positions
  • At-Large Representatives: 1 position
  • System Leaders: 2 positions
The following PDF versions and online forms are available to support the nomination process:
  • The announcement flyer should be shared within your organizations or networks to encourage nominations and participation.
  • To nominate an individual for Board membership, please complete the included form or complete it online.
  • To establish your Continuum membership and eligibility to vote, please complete the included from or complete it online. [You do not need to resubmit this form if you have already completed this in the past.]
  • The Board composition summary shows which Board seats are vacant or open for election.

CONTINUUM GOVERNANCE CHARTER & BYLAWS - PUBLIC REVIEW
In accordance with the annual review process designed by the CoC Governance Committee, the existing charter and bylaws and proposed amendments are now being released for public review and comment from Continuum members. The public review period begins today, October 18th and ends on Monday, November 4th, 2019.  Please send all comments to journey.home@baltimorecity.gov. 

Comments will be reviewed by the Governance Committee and final amendment recommendations will be presented to the Continuum Board during their December meeting.  The Board will vote to approve a new version of the charter and bylaws.  If recommended amendments impact the decision-making authority of Continuum members, the full CoC must also vote to approve those amendments. 
CALL FOR NOMINATIONS - YOUTH ACTION BOARD MEMBERSHIP
The Baltimore City Continuum of Care's Youth Action Board is now accepting applications for new members!  If you are a young leader or you know young leaders who want to make a real change in Baltimore for youth experiencing homelessness, then apply to be on Baltimore City’s Continuum of Care Youth Action Board no later than November 1st.

YOUTH HOMELESSNESS DEMONSTRATION PROGRAM

Over the next several months, we will be working intensively to develop a Coordinated Community Plan (CCP) that outlines our strategies to prevent and end youth homelessness in Baltimore City.  As part of this process, we are establishing a planning committee comprised of young adult leaders with lived expertise, key public agencies, and service providers. 

This committee will meet regularly to develop the components of the CCP, submit the final plan for approval by HUD, and design the local competition process for the YHDP funds.  If you are a service provider interested in being considered for participation on this planning committee, please not the following requirements for the next eight months:
  • Participation in local working meetings for two hours each, twice a month.
  • Participation in on-site meetings with technical assistance providers for one and a half days each month.
  • Commitment to advancing a system-wide strategy to prevent and end youth homelessness.
  • Commitment to working as equal partners with young adult leaders with lived expertise.
If you are a service provider that is interested in participating and able to commit to these requirements, please email journey.home@baltimorecity.gov no later than Friday, October 18th.  Please include your name, organization, and a brief description of your interest and activities related to youth homelessness. 

Due to the amount of work that needs to be completed by set deadlines, the planning committee will be limited to a manageable size of approximately 15 key stakeholders.  If there is more interest than we are capable of accommodating, the Youth Action Board will be consulted to assist in selected a representative set of providers to participate.  Additionally, the planning committee will be planning community forums and other input opportunities so that all stakeholders may be involved in the process of developing the CCP.
