School Board Work Session

Please help us congratulate five Shakopee High School students on being named 2020 National Merit Scholarship semifinalists. In September, the National Merit Scholarship Corporation announced approximately 16,000 semifinalists, which includes the following five high school seniors: 
  • Thomas Bethel
  • Cera Mitchum
  • Gautham Nair
  • Parth Purani
  • Samyuktha Ravikumar
The National Merit Scholarship Corporation will notify students who make it to the next phase of the competition in February. Finalists will have the opportunity to compete for scholarships worth more than $31 million.

Three of our students were also named National Merit Scholarship Commended students.

Finance Update
Director of Finance & Operations Jeff Priess presented a district financial update for the board summarizing Quarter 1 FY20 General Fund revenue and expenditures. Click here to review. 
  • FY20 Revised Budget: 
    • Total Revenue: $100,481,024
    • Total Expenditures: $99,285,499
The projected total Fund Balance, ending June 30, 2020, is $5,936,606.
Undeveloped Land-Shift of Elementary Attendance Area
Through work on the Community Facilities Task Force and 2020-21 Middle School Attendance Areas, district administration aims to be proactive in regards to a parcel of undeveloped land. Red Oak Elementary is currently the elementary school with the lowest student enrollment and projections continue for this enrollment trend. An opportunity exists to possibly shift undeveloped land from the Eagle Creek to the Red Oak Elementary attendance area. Click here to view two maps of the undeveloped land. Following discussions, the board voted to table the agenda item and continue conversations at a future meeting.
2020-21 Middle Schools Attendance Areas Update
District administration provided an update regarding the proposed changes to Middle School Attendance Areas effective the 2020-21 school year. The update also included outlining the proposal for intra-district transfer requests.

One of the district goals in updating the middle school enrollment areas is to achieve enrollment balance between East and West Middle Schools. In support of this goal, the district is updating the rules for intra-district transfer requests of middle school students.

Intra-district transfers will be allowed up to a 100 student difference in enrollment between the two middle schools (approximately 5% of the total middle school enrollment in Shakopee Public Schools).

Applications for intra-district transfers will be collected and accepted until January 31 preceding the upcoming school year. After January 31, all applications will receive consideration. Should the number of requests for intra-district transfers keep the difference in enrollment between the two middle schools at less than 100 students, all transfers will be approved. Should the requests for intra-district transfers exceed the 100 student difference in enrollment between the two schools, a lottery will be used to determine the approved transfer requests. 

Once a student is enrolled in a school via an intra-district transfer, the student’s enrollment will continue in the new school without the need for any additional application, or annual renewal paperwork. Students receiving an approved intra-district transfer request will be responsible for providing their own transportation to and from school. 

One Year Only: 2020-21 School Year (proposal)
In light of the unique circumstances that accompany a change in attendance areas, Shakopee Public Schools will be using modified rules for intra-district transfer requests for one year only, the 2020-21 school year. The following modifications will be made to the rules for intra-district transfer requests for the 2020-21 school year only:
  • Requests made by students enrolled in 8th grade for the 2020-21 school year (current 7th graders) will receive preference should they desire to continue attending the middle school previously attended.
  • Intra-district transfers will be allowed up to a maximum of 150 student difference in enrollment between the two middle schools (approximately 7.5% of the total middle level enrollment in Shakopee Public Schools).
  • Shuttle transportation between the two middle schools will be available before and after school, transporting students who’ve received an intra-district transfer, for the 2020-21 school year only.

Ford Next Generation Learning Framework
Superintendent Mike Redmond presented an update of the framework supporting the Academies of Shakopee.  The framework is a revision provided by Ford NGL to elevate and sustain the impact of the career academy model. Click here to view the updated framework.

Energy Efficiency Project
Director of Finance & Operations Jeff Priess presented a recommendation to approve the Energy Efficiency Program, which funds necessary improvements that are ineligible LTFM expenditures.  The program self-funds and is budget neutral over the 15-year term of financing.  The board approved as presented. Approval of 2020 School Board Meetings
The school board annually approves the calendar of meetings at the January ReOrganizational Meeting.  Until then, additional meeting dates need to be approved. The board approved the following meetings: 
  • January 6, 2020 at 6:00PM - School Board ReOrganization Meeting, District Office Board Room
  • January 11, 2020 at 9:00AM-2:00PM - School Board Retreat, District Office Board Room
  • January 27, 2020 at 6:00PM - School Board Business Meeting, District Office Board Room
