Power Shutoff Still Expected for Saturday, October 26

As of noon on Friday, October 25, the Marin County Sheriff's Office of Emergency Services (Marin OES) continues to advise county residents to expect a Public Safety Power Shutoff that will begin between noon and 6:00 p.m. on Saturday, October 26. The duration of the shutoff is unknown and will be determined by PG&E.

The power shutoff is in response to conditions that led the National Weather Service to declare a Wind Advisory and Red Flag Warning from Saturday evening through Monday morning.

Should a power shutoff take place, Sausalito City Hall at 420 Litho Street will operate under generator power. The Sausalito Library inside City Hall will be open as a recharging station from 9:00 a.m. until 9:00 p.m. for the duration of the power shutoff. It is unknown at this time whether the library's internet access will be affected. Questions about services at the library may be directed to (415) 289-4121.

Additional details about the power shutoff, including information on Sausalito businesses that will remain open during daytime hours and/or under generator power, will be posted to a special Power Shutoff Updates page on the City website as they become available.

City to Explore Sewer Consolidation with Sanitary District

At its meeting on October 22, the City Council gave the go-ahead for a preliminary study of the feasibility of merging Sausalito's sewer infrastructure and operations with the Sausalito-Marin City Sanitary District.

At present, the City of Sausalito maintains 20 miles of sewer collection pipes that conduct sewage downhill to a larger pipe, or "interceptor," belonging to the sanitary district. The interceptor, with the help of four pump stations, carries sewage to the district's wastewater treatment plant located to the south of City limits. Sausalito also owns three lift stations to deliver sewage from low-lying areas to the interceptor.

Potential benefits of consolidation include streamlined operations, cost savings, improved communications, and centralized response to emergencies like sewage spills. The sanitary district and the City already have a history of collaboration. The district operates and maintains the City's lift stations and is currently managing a project to upgrade the station in Whiskey Springs.

As a next step, City staff will solicit proposals for a feasibility study from consultants with experience in sewer consolidation projects. The cost of the estimated $50,000 feasibility study will be shared by the City and the sanitary district.

When completed, the feasibility study will be presented to the City's Sewer Committee, which consists of Councilmember Joan Cox, Councilmember Ray Withy, and representatives from the sanitary district board of directors. The committee will then make a recommendation to the City Council. If consolidation ultimately moves forward with the approval of the Council and the sanitary district, it is expected to be a multi-year effort.

Council Approves Ordinance Regulating Marijuana in Sausalito

At its meeting on October 22, the City Council unanimously approved the second reading of an ordinance regulating marijuana in Sausalito. The ordinance will go into effect after 30 days.

The new ordinance makes permanent an interim ordinance that was first adopted by the City Council in November 2017. Under the new ordinance, the following regulations will be permanently incorporated into the Sausalito Municipal Code:
  • The delivery of marijuana by registered businesses operating outside of Sausalito is allowed
  • Storefront retail and other marijuana businesses are prohibited
  • Indoor marijuana cultivation for personal use is restricted to six or fewer adult plants
  • Outdoor marijuana cultivation is prohibited
The adoption of the ordinance does not preclude the City Council from making amendments at a later date. Among changes previously discussed by the Council include the possibility of allowing non-storefront marijuana businesses.

Halloween Sausalito Returns on Thursday, October 31

Halloween Sausalito is lurking just around the corner. The events on Thursday, October 31 get underway in the late afternoon and continue until the last terrifying trip through the haunted house at 8:00 p.m. The weather is expected to be mostly sunny, with temperatures in the high 60s.

The complete schedule for Halloween Sausalito appears below. This year's haunted house theme is Vampire Hotel, and a big turnout is expected for the annual Howl'O'Ween Dog Costume Contest.
  • Child-Friendly Haunted House: 4:15 to 5:15 p.m. in the Game Room on the lower level of City Hall (suggested donation is $5 per person or $20 per family)
  • Firefighters BBQ: 4:30 p.m. at the Johnson Street Fire Station
  • Line up for the Spooky Parade: 5:45 p.m. at the corner of Johnson and Caledonia streets
  • Spooky Parade on Caledonia Street: 6:00 p.m.
  • Dog Costume Contest: 6:30 p.m. in Robin Sweeny Park

Sausalito Village Art Show and Opening Reception

The Seventh Annual Sausalito Village Art Show will be on display in the Sausalito Library during regular hours from November 3 to January 4. The exhibit will highlight the work of Sausalito Village artists and authors, and includes paintings, sculptures, photographs, and books.

All are welcome to attend the opening reception at the Library from 6:00 to 8:00 p.m. on Sunday, November 3. In addition to perusing the artwork, you will be able to chat with the artists and authors of Sausalito Village while you enjoy refreshments and live chamber music.

Sausalito Village is a non-profit organization dedicated to enhancing the ability of its members to live independently and remain active in our community as they age.

A Visit with Charlotte Mastrangelo

Charlotte Mastrangelo
When Charlotte Mastrangelo was in her late teens, her family left their home in Washington state to travel up and down the West Coast while her father looked for work. "My dad built a house on top of his truck, and I think it was the first mobile home ever made," she says. The year was 1946.

When they arrived in San Francisco, Charlotte told her parents, "I’m going to stay here and work." Her first job was with Libby, McNeil and Libby. She told the interviewer she knew shorthand and was hired on the spot. 

Charlotte's first home in Sausalito was a rental on Third Street. In 1960, she married Tally Mastrangelo, a financial, business management, and governmental affairs consultant active in the local Republican Party. Charlotte and Tally were married for more than 40 years before he passed away in 2004.

In the 1990s, Charlotte became active in an effort to "underground" electric, telephone, and cable wires in her neighborhood. The proposed undergrounding project was about more than aesthetics. In a 1999 article in the Marin Scope, Charlotte was quoted as saying, "A house burned down last year, and a tree was set on fire by an electrical wire this year. Putting the wires underground will decrease our fire hazards by a lot."

In 2006, Charlotte and her friend Wera Musaus founded the Rose Garden at the entrance to Gabrielson Park in downtown Sausalito. While serving on the board of the Sausalito Woman's Club, they convinced Public Works Division Manager Dan Zepponi to turn a small sliver of neglected land into the beautiful garden you see today.

If you are lucky enough to see Charlotte at the Rose Garden, take a moment to stop and chat while you enjoy the smell of the roses and the views of San Francisco Bay. You'll hear some wonderful stories, and you might pick up a few gardening tips.

Updates from Boards and Commissions

Hospitality Business Development Committee. The role of the Hospitality Business Development Committee (HBDC) is to promote the hospitality and tourism industry in Sausalito and make recommendations to the City Council. Membership of the committee consists of two representatives from the hotel industry, two representatives from the restaurant industry, and two representatives from the Chamber of Commerce.

Previous Meeting. The Hospitality Business Development Committee met on Thursday, October 10 at the Casa Madrona Hotel in downtown Sausalito. At the meeting, the committee discussed proposed holiday promotions initiatives and the status of, and consultant selection process for, the Land Economics Study and Digital Platform Services projects.

Upcoming meeting. The next meeting of the Hospitality Business Development Committee will be held on Wednesday, October 30 at 3:30 p.m. in the City Hall Conference Room. Topics on the agenda will include a continuation of the discussion on holiday promotions initiatives over the next few months. There will also be an update on the request for proposal process for Marketing and Digital Platform Services and the Land Economics Study.

News from City Departments

Southern Marin Fire. Smoke from the Kincade Fire in Sonoma County is affecting air quality in Southern Marin. Elevated particulate matter in the air can trigger wheezing in those who suffer from asthma, emphysema, or COPD. Elderly persons, children, and individuals with respiratory illnesses are particularly susceptible to elevated air pollution levels and should take extra precautions to avoid exposure. For the latest air quality data, visit the Bay Area Air Quality Management District's Air Quality Index page, which is updated hourly. Sausalito is in the Coast and Central Bay region.

Public Works. On Thursday, October 31, Sausalito Boulevard will be closed in the vicinity of #406/408 to allow geotechnical investigation of the road. This is the location of the February mudflow. As part of the recovery effort, the road and its supporting slope are being investigated to either ensure its stability or develop plans for its stabilization. Drilling equipment will occupy the full width of Sausalito Boulevard. Please find alternative routes if you normally walk, bike, or drive through this area.

Administration. On September 20, the City of Sausalito released a request for proposal (RFP) for marketing and digital platform services. The services described in the RFP are designed to enhance the current marketing program and digital platform for businesses in Sausalito. The deadline for responses has been extended to 4:00 p.m. on Friday, November 8, 2019. Library. The Sausalito Library offers two streaming video services that are free to Sausalito residents. Kanopy is a collection of thousands of independent, classic, documentary, and foreign films, including Paramount Classics and films from the Criterion Collection of world cinema. Think of it as a free version of Netflix. Hoopla features an eclectic selection of Hollywood and independent movies, as well as comics, e-books, music, and e-audiobooks. Things Happening in Our Community

Heath Ceramics: The Making of a California Classic. This special program inside the Sausalito Library at 7:00 p.m. on Friday, October 25 will feature the screening of the new documentary Heath Ceramics: The Making of a California Classic, followed by a question and answer session with Robin Petravic and Catherine Bailey. Robin and Catherine are the Sausalito residents who took over Heath Ceramics in 2003 and have extended the legacy of the Sausalito pottery started by Edith and Brian Heath in 1948. The 55-minute documentary recounts the life and vision of ceramicist Edith Heath, along with an inside look at the Heath factory in Sausalito's Marinship district, where Heath's iconic dinnerware has been made since 1959. Heath Ceramics: The Making of a California Classic was produced in 2019 for the KCET public television series Artbound.

Ice House Plaza Grand Opening. All are invited to attend the grand opening of the new Ice House Plaza in downtown Sausalito from 10:00 to 11:00 a.m. on Saturday, October 26. The new plaza fronts Bridgeway on City land adjacent to the Ice House Museum and Visitor Center at the corner of Bay Street and Bridgeway. The creation of the new plaza was led by the Sausalito Historical Society, with the financial support of individual donors and a wide variety of local organizations and businesses.

Getting Started with Your Mac. Join Mac expert Jon Hartman to learn how to be comfortable with the current Mac operating system. Finding the Bunny. The world of voice acting is fascinating yet little-known, and as a multi-billion-dollar industry, it can be considered America's most influential and invisible art. Attendees at this Sausalito Library program at 7:00 p.m. on Friday, November 1 will meet Sausalito's own Samantha Paris, the award-winning voice actor, educator, and author who has trained more than 10,000 aspiring and working voice actors since 1988 from her Voicetrax studio complex on nearby Bridgeway. Samantha will share insights and inspiration from her acclaimed memoir, Finding the Bunny, which has just been optioned by Warner Brothers for development into a television series. As part of this enlightening and entertaining presentation, Samantha and local voice actors will voice-act excerpts of her memoir and share snippets from the soon-to-be-released audiobook version.

Help Feed the Hungry in November. The Sausalito Woman's Club will be conducting its annual food drive for the SF/Marin Food Bank for the whole month of November. Beginning Monday, November 4, the club will be open to the community for donations of non–perishable food (no glass containers please) on Mondays from 11:00 a.m. to 1:00 p.m. and on Fridays from 9:00 a.m. to noon. Items the food bank needs most include: soups, chili, canned vegetables, tuna, canned meat, cereals, and peanut butter. Low-sodium items are in great need for the elderly. Chasing Ships: An Inspector's Perspective. Captain Craig Thomas conducts ship inspections in the San Francisco Bay for vessels carrying the flags of Malta, the Marshall Islands, Vanuatu, and Liberia. Join Craig inside the Sausalito Library at 7:00 p.m. on Friday, November 8 for an illustrated presentation based on his unique perspective of ship operations in the Bay. Craig is a Sausalito resident and the president of Agile Marine LLC. A graduate of the State University of New York Maritime College, his career in commercial shipping included positions ranging from third officer to master.

Consider joining the Sausalito-based Caregiver Support Group, led by facilitators affiliated with the Alzheimer's Association of Northern California. The group offers caregivers the ability to exchange information, talk through challenges and ways of coping, and share feelings and frustrations. The Sausalito Library invites you to the Edgewater Room from 4:00 to 6:00 p.m. on Tuesday, November 12 to complete that knitting, embroidery, or jewelry project while socializing with others for encouragement and inspiration. Bring your own supplies, trade with others, or come to learn a new craft. This event is free of charge and open to all experience levels. Drop in any time between 4:00 and 6:00 p.m.

Homeless Outreach Event. On Thursday, November 14 from noon to 3:00 p.m., the Sausalito Police Department will host its annual Homeless Outreach Event in Marinship Park for Sausalito's anchor-out and homeless communities. Attendees at the event will receive free clothing, supplies, and medical and dental care. Flu shots and health exams will be provided by nursing students from UCSF. Marin Health and Human Services will offer clothing, toiletries, and emergency supplies. Sean Saylor of Saylor's Restaurant will be donating and catering lunch to those in attendance. Sealabrate Sausalito. The Sausalito Chamber of Commerce, in partnership with the Marine Mammal Center, invites you to an evening of fun, food and dancing at the Spinnaker Restaurant from 6:00 to 10:00 p.m. on November 16. Proceeds support the programs of both organizations. The early bird ticket price of $110 (through October 31) includes food, dancing, and entertainment. Julia Morgan Tour. The clubhouse of the Sausalito Woman's Club, the crowning jewel of architect Julia Morgan's work in Marin, sits atop a steep lot overlooking the San Francisco Bay at 120 Central Avenue. Met Opera Preview: Akhnaten The Sausalito Library's Met Opera Preview series for 2019-20 continues at 7:00 p.m. on Tuesday, November 19 with a preview of the upcoming Metropolitan Opera performance of Akhnaten by Philip Glass. Host Tom Wilhite will present background information about the opera and composer, followed by a plot synopsis that includes a selection of audio and video clips from past performances. Tom's preview takes place on the Tuesday before the Saturday morning Live in HD simulcast from the Met. All are welcome.

Mac Tips & Tricks. This class in the Edgewater room at 10:30 a.m. on Thursday, November 21 delves into shortcuts and workflows to make using your Mac even easier. Mac expert Jon Hartman will focus on key commands and shortcuts to increase efficiency and make your computer even more productive than you thought possible. Jon is a computer consultant specializing in Apple devices who also teaches classes at the libraries in Mill Valley and Tiburon.

Tránsito Synagogue: A Monument to Peace and Interfaith Collaboration in 14th Century Spain. Adorned with both Hebrew and Arabic Scripture, Samuel Halevi's synagogue of El Tránsito in Toledo, Spain, is a Jewish monument to peace and interfaith collaboration from the 14th century. Robert Darr's illustrated talk at 7:00 p.m. on Thursday, November 21 will explore the history leading up to a golden age of collaboration between Spanish Christians, Jews, and Muslims in the 13th and 14th centuries. Robert is a translator of classical Persian and Arabic. He has for two decades studied the calligraphy and ornamentation of the Alhambra Palaces in Granada, Spain, and the related calligraphy ornamenting Tránsito Synagogue in Toledo.
