Legislative Update
On October 13, Governor Gavin Newsom made his final legislative actions for the year, signing or vetoing dozens of bills. In making his decisions, the Governor prioritized fiscal restraint, citing concerns that California will soon be facing an economic contraction. Overall, it was a historic year of investment in Early Childhood Education, and we expect more progress in the years to come. Read more about the early childhood bills signed by Governor Newsom.

A Voice for Teachers: Celia Gomez
Celia Gomez is a member of Early Edge’s Teacher Advisory Group in Los Angeles. She has been an early childhood teacher for the past two decades and is currently the Trauma-Informed Care Advisor & Coach for Pomona Unified School District’s Child Care Resources and Referral Program. Last month, we invited Ms. Gomez to The Alliance for Early Success’ National Convening in Milwaukee, WI, where she joined our Executive Director Patricia Lozano in representing California’s ECE professionals. Ms. Gomez recounts her experience at the conference and her work advocating for Early Learning teachers and California’s ECE programs.

Early Edge Hosts Biannual Teacher Advisory Group in the Bay Area
Early Edge hosted its third Bay Area Teacher Advisory Group on October 19, where we provided members with updates on legislation, the Governor’s Master Plan for Early Learning and Care, and the Preschool Development Grant. Participants were particularly excited to discuss the recently passed AB 378, which will permit childcare workers to unionize and collectively bargain with the State. Members also participated in a robust discussion about their needs in serving Dual Language Learner students.

Early Edge California and Advancement Project California Present New Dual Language Learner (DLL) Policy Platform
We are excited to share our new Dual Language Learner (DLL) Policy Platform, co-developed with Advancement Project California. This current draft of the Platform identifies both short-term and longer-term priorities for DLL children, and represents a set of priorities that aims to drive systemic change that is in alignment with the English Learner Roadmap state policy and ensures the Early Learning and Care (ELC) system is designed to build on California’s rich diversity to support all children. The Platform aims to be a key resource to inform decision-makers about how best to build on the assets and incorporate the needs of DLLs and their families as the state engages in strengthening and expanding the ELC. This can include major decisions within the 2019-2020 budget and legislative priorities, the development of the Master Plan for Early Learning and Care, as well as the Cradle to Career Data System.

The DLL Policy Platform draft can be found here

We value your feedback! Early Edge and Advancement Project California welcome feedback from ELC practitioners across the state on our joint Dual Language Learner (DLL) Policy Platform. To provide us with any feedback and/or if you would like to uplift a best practice/bright spot related to our policy recommendations, please email education@advanceproj.org and info@earlyedgecalifornia.org by COB Monday, November 4th, 2019.
