  REMINDER: OPEN CALLS FOR PROJECTS
  • Up to 30 November 2019 takes place the call for projects on sM 17.1;
  • Until 13 December is open the call for projects on sM 8.1;
  • On 31 December ends the call for projects on sM 4.2 GBER DE MINIMIS;
  • Also on the 31 December closes the call for projects on sM 6.3;
  • On 31 January 2020, closes the call for projects on sub-measure 4.2a;
  • Also on 31 January end the calls for projects on sM 19.3 components A and B.

INTERNATIONAL EVENTS
  EIP AGRI WORKSHOP SMALL IS SMART

On 29-30 October 2019, EIP - AGRI SP in collaboration with the Ministry of Agroculture and Rural Development  through the Support Unit of the National Rural Network (RNDR) organised at Bucharest, the Small is smart - Innovative solutions for small agricultural and forestry holdings workshop.
The event was opened by Daniel - Eugeniu Crunțeanu, Secretary of State and Daniela rebega - deputy General Director MA NRDP on behalf of the Ministry of Agriculture and Rural Development, and Inge Van Oost - DG AGRI official.

The aim of the event has been to encourage small and young farmers regarding the use of technologies and innovative processes in agri-food and forestry sector, including the cooperation and transfer of knowledge.

The workshop benefited from the attendance of people involved in innovation and rural development, from countries such as Estonia, Greece, Croatia, Italy, Portugal, France, Spain, Poland, Germany, Ireland, Austria, Slovenia, United Kingdom, Bulgaria, Belgium and The Netherlands.

INTERNATIONAL CONFERENCE COOPERATION: TOOL FOR PROMOTING LOCAL DEVELOPMENT


During  22-24 October 2019, at Razlog - Bulgaria, took place the Cooperation-tool for the promoting of local development international conference. The event was the 6th on LEADER/CLLD approaches and gathered experts, LAGs, entities and society involved in implementing both concepts, from 12 Member States.

The event is organized annually by the Ministry of Agriculture, Food and Forests of Bulgaria.
Among participants were also 9 Romanian LAGs involved in TNC projects, as well in the "Say cheese, Balkan cheese" project:
  • LAG Tecuci
  • LAG Lunca Mureșului de Jos
  • LAG Microregiunea Văilor Crișurilor Alb și Negru
  • LAG Napoca Porolissum
  • LAG Lider Bistrița Năsăud
  • LAG Lunca Joasă a Siretului
  • LAG Dunărea de Sud
  • LAG Razim
  • LAG Delta Dunării

At European level, around 60% of the rural area population is covered by the local development strategies, and 68% of total public expenditure realized for LEADER projects.

Regarding TNC projects, there are 964 LEADER Cooperation projects supported and 981 LEADER local action groups involved in cooperation projects (758 in inter-territorial, 223 in transnational cooperation).

Furthermore, it is necessary a clear demarcation of responsibilities between funds regarding multi-fund approach and an improved coordination as regards entities involved in the management.

Referring to the status of CAP National Strategic Plans, up to now 10 Member States have completed the SWOT analysis and 12 are in progress.

12th RURAL NETWORKS’ STEERING GROUP MEETING

On the 21st October, at Bruxelles took place the 12 th meeting of the Rural Networks' Steering Group.The event offered up to date info regarding the CAP reform and its next stages, rural networks' self-assessment, as well as the role of CAP networks within the new period.

Regarding rural development, additional measures aim use of technologies and encouraging women in rural activities, environmental commitments and risk management.
Also, it is foreseen that CAP Strategic Plans might start in 2022.

  AGRIFISH COUNCIL OF 14-15 OCTOBER

In public session the Council discussed a progress report on the work carried out in the Council's preparatory bodies on the Commission proposals for a reform of the Common agricultural policy (CAP) post-2020.

Ministers focused in particular on those elements that they considered to be crucial in the reform package, and considered that the new delivery model and the "green architecture" were the main elements requiring further debate.

The Council was also informed about a joint statement by various member states on the CAP budget.

Also, the Council had an exchange of views on the Commission communication on stepping up EU action to protect and restore the world's forests, focusing in particular on what they considered to be priorities for action. Ministers also had the opportunity to brainstorm about the future EU Forest Strategy post 2020, and were informed about a joint statement by various member states on sustainable forestry.

NATIONAL EVENTS
COMMON AGRICULTURAL POLICY: SUPPORTING THE ROMANIAN VILLAGE

During 30 October - 3 November, the Managing Authority for NRDP attended the 24th edition of the international expo INDAGRA, event during which the Network Support Unit organised the Common Agricultural Policy: supporting the Romanian village conference
The conference was opened by Daniela Rebega - Deputy General Director of MA for NRDP and was attended by representatives from the entities involved in implementing the National Rural Development Programme, such as Claudiu Coadă - Deputy General Director within the Paying Agency (AFIR), Adrian Pintea - General Director of the Paying and Interventions in Agriculture Agency (APIA), Adela Ștefan - head of unit within MA for NRDP and of Daniel - Eugeniu Crunțeanu and Daniel Botănoiu - both Secretaries of State in the Ministry of Agriculture and Rural Development.

Thus, the information presented to the audience regarded the current stage of RDP 2014-2020, as well as the main objectives and drafting of the National Strategic Plan for 2021-20227, and the financial and risk management instruments.

EXPERTS' MEETING REGARDING AKIS
On 30-31 October, at Bucharest, took place the experts' meeting regarding AKIS Role within CAP post 2020.
The meeting was attended by experts of the MA, MARD, Paying and Interventions Agency and the Ministry of Environment and Forests, and  Inge Van Oost - DG AGRI representative, Research and Innovation Unit.

The proposal for regulation for 2021-2027 pays a particular attention to the agricultural knowledge and innovation system (AKIS).
AKIS is involving and covering all the people, organizations and institutes producing knowledge and innovation.
Also, it helps improve the link between research and practice and keeping knowledge public.

  FOOD HUBS: SUPPORTING LOCAL PRODUCERS

On 29 October, the Civitas Foundation - Cluj Napoca branch, organized at Bucharest, a dissemination event of the results of Food Hub programme - an initiative of supporting local producers.
Aside the associative role, a food hub helps deposit, process and put on market the local food products at a reasonable price for consumers and producers.
Small and medium size farmers collaborate with organizations within the programme, in order to have an easier access to market, and to set up educational and promotion campaigns regarding the benefits of local products.

The event was attended also by Tiberiu Ștef - counsellor to the minister of agriculture and rural development , who encouraged the organizations involved in short agri-food supply chains towork together in order to gain more power and involve more people.
Also, Alecsandra Rusu - head of LEADER Unit, highlighted that the short supply chain organizations should take part in drafting up the National Strategic Plan, an initiative that should be taken up by small and young farmers as well.

  THEMATIC WORK GROUP ON RURAL ENTREPRENEURSHIP

During  9-10 October, at Sibiu was held the first meeting of the Thematic Work Group on Rural Entrepreneurship and Civil Society.

The main topics debated during the work group, aimed current issues such as decreasing rural depopulation, transition to a performance and results implementation, the importance of informing and start-ups, social economyy and multifund approach.

Other important discussions refered to  clear definition of indicators, added value of LEADER/CLLD and the correlation with the objectives proposed, as well as extending the type of eleigible beneficiaries (with highlight on purpose ) and  decreasing bureaucracy and documents required as regards the measures supporting small farmers, entrepreneurs and NGOs.

Thematic Workgroups (TWs) are specific networking events, contributing to encouraging the dialogue between public, local authorities and social - economical partners. TWs are set up by the coordinators chosen within the NRN's Steering Committee and partners involved in agriculture and rural development.
