2019 Texas Legislative Recap - Top 5 Bills for Agriculture
Tiffany Dowell Lashmet with with the Texas Agriculture Law Blog discusses the top 5 bills coming out of the 2019 Texas Legislature for agriculture. These bills relate to hemp production (HB 1325), wind lease requirements (HB 2845), rollback taxes (HB 1743), hunting feral hogs (SB 317), and electric cooperatives and broadband (SB 14). New Study Finds Declining Water Levels in Trinity Aquifer; Experts Encourage Conservation
Officials don't know exactly how many wells tap the Trinity Aquifer; they've only been tracking since 2003. But since then, more than 2,000 groundwater wells have been installed, about 70% of them for domestic use, according to Barton Creek Edwards Aquifer Conservation District data. Other wells are used for ranching needs, irrigation and public water systems. To help manage and conserve the water below ground, members of the Southwest Travis County Groundwater Conservation District board are urging voters to approve the creation of a groundwater conservation district on the Nov. 5 ballot. Read more


Kinder Morgan Pushes Permian Highway Pipeline In-Service Date to Early 2021
Citing a "slower than anticipated pace of regulatory approvals," Kinder Morgan Inc. President Kim Dang announced the in-service date for the Permian Highway Pipeline has been pushed back from late 2020 to early 2021. The announcement was made Oct. 16 as part of the company's third-quarter earnings report. Though Dang did not name any specific regulatory approvals causing delays, the 430-mile, $2 billion Permian Highway Pipeline - which is set to run through Hays County on its way from the Permian Basin to the Gulf Coast - is embroiled in several legal challenges over its route through the Hill Country. Read more
