On 29 October the LPC sent important PCN information to NHSmail accounts. If you haven't already replied can you do so before 13 November to ensure there is no delay in the process enabling contractors to declare this Pharmacy Quality Scheme (PQS) domain.

SERVICE NEWS

PHARMACY QUALITY SCHEME (PQS) - ASPIRATION PAYMENT

Community pharmacy contractors have one day left to claim their Aspiration payment for the Pharmacy Quality Scheme (PQS) as the window for claiming this payment closes tomorrow, Friday 1 November at 11.59pm.

Contractors are required to claim their Aspiration payment via the NHS Business Services Authority’s (NHSBSA) Manage Your Service (MYS) application.

Contractors are only eligible for an Aspiration payment if they made a declaration at either or both 2018/19 Quality Payments Schemes (June 2018 and/or February 2019) and it can only be paid under the same ODS code as that used in 2018/19. The Aspiration payment is also optional; if contractors do not want to claim it, it will not impact on the contractor’s ability to claim a PQS payment in February 2020.

Contractors will need to decide which domains they intend to meet (when they make their declaration in February 2020) and declare this on the NHSBSA MYS application. The different domains and the quality criteria that contractors need to meet to be able to claim for each domain are listed in PSNC Briefing 041/19: The Pharmacy Quality Scheme 2019/20.

Contractors will be paid their Aspiration payment on 29 November 2019.

Further information on MYS can be found at: psnc.org.uk/mys

COMMUNITY PHARMACIST CONSULTATION SERVICE

Video Guide and Locum Checklist
PharmOutcomes have released the second of their video guides to the new Community Pharmacist Consultation Service.

This short video covers the pharmacy follow-up stage and, as the service is now live, we recommend that all staff involved in the provision of CPCS watch it; please share with your locum and relief pharmacists.  Please be reminded that the LPC has produced a locum checklist to help with the successful delivery of the service.

Annex C
The Area Team have also completed Annex C for you - this has been sent to your NHS Shared Mailbox and should be made available to all staff delivering the service.  They Annexes can also be found on PharmOutcomes as supporting documents on a service module named 'CPCS Annex C Details'.

Urgent Supply Top Tips
The LPC has prepared a briefing to help you to start your preparations for the Urgent Supply element of the CPCS service, which was previously called NUMSAS.  This can be accessed on the LPC website at https://www.cpcw.org.uk/wp-content/uploads/sites/19/2019/10/CPCS-Urgent-Supply-Top-Tips.pdf

111 Online Referral Guidance
111 Online is now a live service nationally and if the CPCS Emergency Supply Service pathway is successfully piloted in the North West there are plans to consider a national spread in Winter 2019 to support urgent care services.  Guidance can be viewed on the LPC website at https://www.cpcw.org.uk/wp-content/uploads/sites/19/2019/10/NHSE-Pharmacy-Guidance-for-CPCS-pilot-111-Online-referrals-v1.0-FINALBPPS.pdf

PHARMACY CONTRACTS AND MANAGEMENT

WEST CHESHIRE CONTRACTOR INFORMATION FROM WEST CHESTER CCGMEDICINES MANAGEMENT SWITCH

Medicines Management Switches
The LPC have been advised of the following:

  • Over the next couple of weeks, the Medicines Management Team for West Cheshire will be reviewing galantamine XL prescribing. This review will incorporate generic galantamine XL and the various branded generic versions of galantamine XL.  The brand of choice of galantamine XL for West Cheshire is Gazylan XL Capsules and suitable patients will be switched over to this product. Stock availability has been checked with the suppliers.
  • Sometime in December they are looking to implement a Gaviscon Advance -> Acidex Advance cost-effective switch

EMIS Remote Consult go live for Extended Services - Changes to Prescriptions
On 5 November West Cheshire CCG will be implementing EMIS Remote Consult (EMIS RC) for use by the Extended Service. EMIS RC allows Extended Service clinicians to access the GP practice records of patients who have appointments with the service and directly write consultations into the patient’s practice records.

To enable prescribing in EMIS RC it has been agreed (by a joint CWP, CCG, Clinical/non clinical task and finish project group) that Dr Rajesh Rajan’s name will appear on the prescription for all GP prescriptions during a Remote Consultation (regardless of the GP requesting it). However, the authorising clinician’s name is also recorded within the system and the authorising clinician will sign the prescription. The Electronic Prescription Service (EPS) is not available within Remote Consultations.

The rationale for this approach is that:
  1. Traceability will be improved, it will be quicker for pharmacists to contact the Extended Hours clinician as the service number/details are included in the script.
  2. Auditable, with both the Extended Hours service and the patients registered GP practice having the ability to audit prescribing for their patient(s).
Below is an example of how GP prescriptions will appear from the 5 November.  Nurse Prescribing prescriptions will be presented with the individual nurse prescribers details.
