Saves and Win-backs: Consultation on proposed Code amendment

We have published a Saves and Win-backs consultation paper.

The Authority aims to ensure that retail electricity markets are as competitive and efficient as possible for the long-term benefit of consumers. The Authority wants all retailers to be able to compete for customers on an equal footing.

The consultation paper proposes amending the Electricity Industry Participation Code 2010 (Code) to ban a losing retailer from initiating a save or win-back for 180 days after a customer has switched retailers. The proposal extends the opt-in save protection scheme to all retailers.

The expected benefits of the proposal include an increase in retail competition and innovation, and lower retail price margins.

Saves and win-backs have previously been consulted on by the Market Design Advisory Group and the Electricity Price Review.

We welcome feedback and have provided a further four-week consultation period. The consultation closes at 5pm on Tuesday, 3 December 2019.  

ACCES Quick Wins technical consultation paper

We have released a technical consultation paper seeking feedback on changes to the proposed amendment of clause 11.32E of the Code, and proposed changes to EIEPs 13C, 13A, and 13B. 

These changes result from our consideration of stakeholder submissions and would not alter the policy intent or regulatory statements of the April 2019 ACCES Quick Wins proposal.

We have received further advice on the Privacy Act implications of our proposal from Victoria Casey QC. The advice is attached to the paper and we welcome feedback. 

The Authority’s proposal aligns with the Government’s response to the Electricity Price Review, in particular the recommendations to increase retail competition and enable consumers to access their consumption data.

Submissions are welcome and are due by 5pm on Tuesday, 19 November 2019.

Authority consultation on 2020/21 levy-funded appropriations

We have published a consultation paper seeking feedback on our 2020/21 levy-funded appropriations. 

The consultation paper and information on how to provide responses are available on our website.

The consultation closes at 5pm on Tuesday, 3 December 2019.

TPM cross-submissions published

The period to make cross-submissions on the Transmission Pricing Methodology: 2019 Issues Paper closed on Thursday, 31 October 2019.

18 cross-submissions were received and have been published on the Authority’s website.

The Authority is appreciative of the time and effort stakeholders have invested in providing feedback on the TPM Issues Paper and will now progress the detailed analysis of cross-submissions.

We will come back to you as soon as possible setting out the process we intend to follow to finalise the TPM guidelines, including any further engagement with stakeholders.

Dispatch Service Enhancement project – New dispatch communication systems now available

On 24 October, the Dispatch Service Enhancement project deployed the remaining Inter-Control Center Communications Protocol (ICCP) block 5 dispatch capability.  

All new dispatch communication systems (ICCP block 2 and block 5, and web services) are now available for participants to transition to.

The Code amendments came into force on 8 August with the Approved Systems Document updated to reflect the approved systems for managing dispatch (ie, Web Services and ICCP, and GENCO until 31 December 2020).

We strongly encourage you to confirm your transition plan and work actively with the system operator to transition from GENCO to the new channels as soon as practical to ensure you have completed transition by the end of December 2020.

Trial of simplified approach for some agent material change audits

Following an internal review of the material change audit process, the Authority is trialling a simplified approach for some agent material change audits. 

The simplified approach affects the following scenarios:

  • changing agents
  • material change within an agent.

These scenarios are explained further in the memo on our website.

The Authority expects the simplified approach will reduce material change audit costs.

Gas Industry Company invites submissions on its Information Disclosure: Problem Assessment paper

The Gas Industry Company (GIC) has released its Information Disclosure: Problem Assessment consultation paper. 

The paper identifies several specific information areas where GIC considers there could be information transparency or asymmetry issues. 

The paper assesses these areas against the Government’s policy objectives for the sector as identified in the Gas Act 1992 and the Government Policy Statement on Gas Governance 2008. Improved information disclosure in the gas industry is important for the efficient functioning of the electricity market, including for price discovery in the hedge market.

Reminder: Open Networks standards forum and Reconciliation Participant workshop – November 2019

The Authority is hosting two workshops at the Majestic Centre in Wellington this month, to provide more information about issues on which we are consulting. If you would like to attend a workshop, you will need to register.
Open Networks standards forum

The forum on Tuesday, 19 November 2019 will cover proposed amendments to Part 6 of the Code to allow for integrating hosting capacity into small-scale distributed generation connections, and other industry standards priorities. This work is part of our Open Networks Development Programme.

The workshop on Wednesday, 20 November 2019 will be of interest to reconciliation participants and will cover proposals to make ICP switching processes more efficient as well as several other relevant updates.
