New HCAOA Executive Director Vicki Hoak Profiled in Home Health Care News


In an interview with Home Health Care News, new HCAOA Executive Director Vicki Hoak outlined her immediate priorities for the Association. Hoak described the importance of connecting caregivers at the state level in addition to providing advocacy support at the federal level.

Hoak also discussed some of the issues related to caregiver shortages, identifying attraction and retention as key issues to address for home care providers.

Finally, while talking about the Center for Medicare and Medicaid Services (CMS)’s efforts to incorporate home care as part of Medicare coverage, Hoak described the importance of having data to demonstrate home care’s value in keeping people at home.

Help Us Recognize Exceptional Caregivers with The Faces of Caregiving

The heartbeat of our industry lies in our caregivers—the people who are on the ground, working with clients to help them to their best possible quality of life. With that in mind, we have created Faces of Caregiving – a storytelling project focused on showing the incredible work professional caregivers do every day. The campaign will feature profiles of exemplary caregivers, which are posted monthly on the HCAOA website.
 
The newest caregivers featured include our 2019 Caregiver of the Year, Jeff Huitt of Comfort Keepers in Bremerton, Wa., and Eva Coleman of Martha’s Hands in St. Louis, Mo.
 
If you have a special caregiver at your organization whom you would like to see recognized, please use our online form to submit them; submissions to past Caregiver of the Year Award nominations are also considered.

6th Annual Private Duty Symposium a Resounding Success
 
Early this morning staff and volunteers from HCAOA Illinois, LeadingAge Illinois, and the Illinois Homecare and Hospice Council arrived at the Naperville campus of Northern Illinois University (NIU), to staff the 6th Annual Private Duty Symposium. The Symposium is a joint venture of all three organizations aimed at bringing the best educational content for providers of home care and hospice in Illinois. HCAOA Illinois Chapter Chair Katie Fielmann delivered welcoming remarks to the Symposium’s attendees. The keynote speaker, Dr. William Rhoades of Advocate Lutheran General Hospital, opened the educational sessions with interesting predictions about the future of health care, and how changes to care delivery will impact home care providers.

Following Dr. Rhoades was Margaret Fitzpatrick, a nurse and author, who discussed how home care providers can help their clients to avoid the “ER boomerang.”

In addition to the excellent educational content, attendees were also able to interact with 15 exhibitors and sponsors offering useful products and services from software to insurance.

The day continued with two separate breakouts, each with three tracks to help guide best practices in private duty care. Track A focused on dementia, track B was focused on business operations, and track C focused on legal issues.
 
The last speaker of the day was Jack Fleeharty of the Illinois Department of Public Health (IDPH) who provided an update on key IDPH policies, helping attendees to stay informed of policy changes.
 
The day ended with a raffle with fabulous prizes provided by our exhibitors; winners received gifts ranging from an Echo Dot to a $100 gift card.
 
Nataly Schwartz, Director of Programs and Operations for HCAOA, closed the Symposium and thanked LeadingAge Illinois and the Illinois Homecare and Hospice Council for their support in planning the Symposium.

Congressional Update

Congress to Push Spending Fight to End of December


Congress plans to extend government funding through Dec. 20, averting the risk of a shutdown next week but setting up a potential spending fight amid likely impeachment votes before the end of the year.

Democratic House Appropriations Chairwoman Nita Lowey and Republican Senate Appropriations Chairman Richard Shelby settled on the time frame for the short-term spending measure in a meeting Tuesday.

Lowey and Shelby in recent weeks also discussed an extension into January or beyond, but leaders in both parties wanted a shorter stopgap to keep the pressure on for a full-year spending deal.

Hearing on Caring for Aging Americans


House Ways and Means Chairman Richard E. Neal announced that the Committee will hold a hearing entitled “Caring for Aging Americans” on Thursday, November 14, 2019. HCAOA has been engaged with the Committee on the role that Medigap plans might play in the future to offer coverage for home care services to Medicare beneficiaries. HCAOA plans to submit a statement for the record of this hearing and will be in attendance on Thursday to hear from the Committee and witnesses.

The hearing is an opportunity for HCAOA to also highlight its support for the Credit for Caring Act (S.1443/H.R2730). This Act is sponsored by Senator Joni Ernst (R-IA), Senator Michael Bennet (D-CO), Senator Shelley Capito (R-WV), Senator Tammy Baldwin (D-WI), and Senator Elizabeth Warren (D-MA) in the Senate, and Rep. Linda Sanchez (D-CA) and Rep. Tom Reed (R-NY) in the House of Representatives. This legislation begins to address concerns with access to home care and other long-term care services in the U.S. by authorizing a non-refundable tax credit for family caregivers.

Nita Lowey is the first woman to lead the House Appropriations Committee, claiming the gavel after Democrats took the majority in the 2018 midterm elections. Lowey had been ranking member since 2013. She also has the distinction of leading the panel alongside Rep. Kay Granger of Texas, the first Republican woman to serve as the ranking member. After 31 years in Congress, Lowey announced on Oct. 10, 2019, that she would not seek reelection in 2020.

Lowey has a close relationship with Democratic leaders including Nancy Pelosi (D-Calif.), Dennis said. She served on the Appropriations Committee with Pelosi, Majority Leader Steny Hoyer (Md.) and Whip James Clyburn (S.C.) earlier in their careers.

A native of the Bronx and a graduate of Mount Holyoke College, Lowey was raising three children in Queens when she got into politics by helping out the political campaign of a neighbor, Mario Cuomo. While he lost his bid for lieutenant governor, he hired Lowey when he became secretary of state before he went on to become governor.

Lowey was New York’s assistant secretary of state from 1985 to 1987 before being elected to the House of Representatives in 1988.

After deciding not to run for Senate in 2000, her name was floated to take over Clinton’s Senate seat upon her being named secretary of state by President Obama. But she once again turned down the opportunity.
