The DowntownDC Business Improvement District (BID) and Ronald Reagan Building & International Trade Center had a scary good time transforming Woodrow Wilson Plaza into the 2019 Fall Festival. The rain didn't stop attendees from letting their ghoulish side show for a few hours of pumpkin decorating, tasty trick-or-treats, and musical entertainment. Thank you DCPL, BLICK Art Materials, Revel, Spicy Water, and DMV Empanadas for helping us throw a successful event!
