The capacity building session explored new creative and innovative ways to strengthen the members’ and the network’s contributions towards accelerating delivery of SDGs through sustainable trade and investment. It was organized with the background of the just completed the Asia-Pacific Think Tank Summit (see above). This brief but intensive session was aimed at the representatives of the ARTNeT institutional members, partners and collaborators, as well as several governments who participated in the APTTS. Drawing on the lessons from the APTSS, while understanding a difference between think tanks and research institutions, the session discussed the role of think tanks and research institutions in moving forward sustainable trade and investment as the means of implementation of the SDGs and ensuring relevance and building capacity for policy impact and influence

The Regional Consultation is organized in preparation for the 12th Ministerial Conference of the World Trade Organization (WTO), which will be held from on 8 to 11 June 2020 in Nur-Sultan, Kazakhstan. The ESCAP Regional Consultation will provide a platform to discuss the state of play on preparation of the WTO Ministerial Conference and its relevance for all and especially graduating least developed countries. Participation by Government officials, representatives of civil society and selected business representatives will facilitate capturing the current dynamics of negotiations and possible innovative options for reforming the global trade regime to be fit for purpose - as requested for accelerating progress for meeting the Sustainable Development Goals. The secretariat will also organize a capacity building session focused on application of newly developed tools helping decision making for trade policy options such as the Trade Intelligence and Negotiation Advisor (TINA) and datasets on non-tariff measures.

MEETING OF ASIA-PACIFIC FDI NETWORK

The Ninth Meeting of the Asia-Pacific Foreign Direct Investment (FDI) Network will discuss current developments and challenges in FDI policy making, promotion and facilitation in the region. It will also explore ways to improve the national legal frameworks and international investment agreements (IIAs) system to ensure it better supports the achievement of the 2030 Agenda for Sustainable Development. Network members will discuss national experiences, best practices and challenges related to sustainable inward FDI to and outward FDI from Asia and the Pacific.

4TH ASEAN ECONOMIC INTEGRATION FORUM

The 4th ASEAN Economic Integration Forum 2019 aims to provide a platform that allows leaders from the society, industry, academia and government to discuss innovative solutions and to tackle obstacles that are shared among all members of AEC. Like in previous years, we strive to produce actionable policy takeaways to facilitate the implementation of a sustainable development framework for AEC that benefits all ASEAN. The AEIF 2019 highlights keynote addresses from distinguished speakers and forum on selected sub-themes including business and human rights, rural economic and community-based development, aviation industry, entrepreneurship, trades and investment. There will be parallel sessions to present applied research papers on both days. This ASEAN Economic Integration Forum strives to feature the identification of and proposals for bridging inter- and intra-regional development gaps in the ASEAN region, to contribute to policymaking that looks at holistic and bottom-up approach within the region, to promote meaningful discourse on AEC that goes beyond economic imperatives and to highlight the importance of social forces in promoting ASEAN community.

The Regional Outlook Forum (ROF) is the flagship event of ISEAS – Yusof Ishak Institute held every year in January. The Regional Outlook Forum 2020 will examine global and regional trends and highlight domestic developments in key Southeast Asian countries to shed more light on what lies beyond the horizon, including the pitfalls and opportunities ahead.
“Disruption, Competition, and Collaboration” is the theme for ROF 2020. In this forum, participants will deep-dive into the big power rivalry reverberating in Europe, Asia and beyond, and look into the challenges faced by the Southeast Asia and East Asia region as a result of US-China tensions. Participants will also discuss the political and economic outlook for Vietnam, Thailand, and Myanmar, and have dedicated sessions for Indonesia and Malaysia that focus on domestic preoccupations and their implications for foreign policy.

The ASEAN INTEGRATION REPORT 2019 covers both progress in the implementation of AEC commitments as well as the outcomes of the AEC as measured by key performance indicators. The Report builds on the AEC internal monitoring effort as guided by the AEC 2025 Monitoring and Evaluation Framework and complemented by regional integration statistical indicators, as well as findings from relevant studies.The Report shows that ASEAN economic integration has borne results in a number of areas, but in others it remains a work in progress. It highlights the need for ASEAN to deepen and broaden integration within its internal market, while at the same time keeping markets open to strengthen partnerships with economies around the world. It also indicates the need for ASEAN to be a more proactive global player to uphold and shape the very system that it has benefited from. Last but not least, it underscores the need for ASEAN to prepare itself for the future, including in the context of the Fourth Industrial Revolution (4IR) and sustainability considerations.

THE FUTURE OF ASIAN TRADE DEALS & IP
The pulling out of the Trans-Pacific Partnership (TPP) by the US marks a new era for trade deals and potentially for intellectual property (IP). The TPP has evolved to become the Comprehensive and Progressive Agreement for TPP(CPTPP) with the remaining 11 members suspending some of its provisions, over half of which are IP-related. While the TPP excludes the two Asian giants India and the People's Republic of China (PRC) – the ongoing Regional Comprehensive Economic Partnership (RCEP) negotiations include both of them.

MEASURING STRUCTURAL CHANGE AND ENERGY USE IN INDIAN ECONOMY

This book focuses on the link between the changing the structure of the Indian economy and energy use, which is of immense importance in view of the possible substitutions, across different fuel types within industries and processes, to cleaner fuels that are efficient or less emitting. The book analyses various aspects related to energy use such as the changing sectoral interdependence of energy sectors in the economy, sources of change in energy use over time, and the implications in terms of changing the basket of goods and services traded internationally by India. Through an application-based approach, using tools for economic analysis to study energy-related issues, the book studies the impact of policy reforms with the help of transaction flows across sectors in an economy-wide framework. The authors make a qualification to consider electricity generated from primary energy sources, particularly hydroelectricity, as a separate source of energy use. Analysis in the book underpins the technological changes resulting from the inter-fuel substitution. The analysis in the book also provides insights on energy embodied in the consumption and trade basket of India. The book notes that foreign trade of an economy can have unintended implications on energy use through the transfer of energy manifested indirectly in the non-energy transactions, thus emphasizing the energy deficit of the Indian economy due to imports of energy embodied in non-energy sectors.

ARTNeT PEOPLE ON THE MOVE

Dr. Usman Qadir completed his PhD from the School of Oriental and African Studies (SOAS) in London, UK in 2014, and is currently working as a Research Economis at the Pakistan Institute of Development Economics. His research interests include international trade and regional trading agreements, late industrialisation in the South Asian region and Pakistan in particular, and Institutional economics and political economy.
