What’s Coming in the 2019 Title 24 Update?

The California Energy Commission’s Building Energy Efficiency Standards (Title 24, Part 6) have continued to evolve since 1978. Statewide, over the past 40 years, Title 24 standards have not only helped save energy, but they’ve also saved Californians billions of dollars on utility costs. The 2019 standards that go into effect on January 1, 2020, bring significant changes to residential and nonresidential buildings. Nonresidential buildings will use 30 percent less energy than those built under the 2016 Standards. A significant portion of those savings are attributed to changes in the lighting requirements, which generate the single largest energy savings of all changes in the 2019 standards.

Lighting regulations and standards have a large impact on the lighting industry. Regulations such as California Title 24 and Department of Energy (DOE)’s General Service Lamp final rule set minimum performance requirements that manufacturers can’t ignore. While standards such as ENERGY STAR, UL safety, and NEMA/ANSI are voluntary in name, when the market comes to expect it, changes in standards can have a similar impact to changes in law. At the same time, U.S. tariff policy raises product costs and/or leads to disruptions in the global supply chain.

DS: New ANSI/ASHRAE/IES 90.1 is released with lighting changes.

ASHRAE recently announced that the revised ANSI/ASHRAE/IES Standard 90.1-2019, Energy Efficiency Standard for Buildings Except Low-Rise Residential Buildings, includes over 100 changes from the 2016 version. 
 
Lighting: Lighting power allowances for the Space-by-Space Method and the Building Area Method were modified, with the model being more representative of real-world conditions with the inclusion of updated IES recommendations. A new simplified method for lighting (new Section 9.2) was added, lighting control requirements for parking garages were updated, and daylight-responsive requirements and side-lighting requirements were updated as well.

U.S. and China Reach Agreement on Phase 1 Deal

Additional tariffs on Lists 1-3 were delayed as a result of the progress that was made during negotiations earlier this month. The additional 5-percent tariff that was expected to take effect on Oct. 15 was put on hold as a result of the Phase 1 deal announced by both sides.

While the Phase 1 deal is welcome news, it does very little to relieve American consumers of the burden created by the additional tariffs. ALA encourages the Trump administration to continue to work toward a comprehensive trade deal.

Current tariff levels:
List 1           25 percent
List 2           25 percent
List 3           25 percent
List 4A        15 percent
List 4B        15 percent, expected effective date of Dec.15

DS:  A recent study on smart lamp security risks states: "If these same bulbs are also infrared-enabled, hackers can send commands via the infrared invisible light emanated from the bulbs to either steal data or spoof other connected IoT devices on the home network."

NRDC Sues Department of Energy Over Illegal Lighting Efficiency Standards Rollback

The Natural Resources Defense Council (NRDC) today joined other environmental and consumer advocacy groups in a lawsuit challenging the U.S. Department of Energy’s rollback of energy-saving standards for the billions of light bulbs that fill about half of the conventional sockets in America, a reversal that will significantly increase consumer energy bills and climate pollution.

2020 Dodge Construction Outlook – Down in Key Segments

Each year many in the construction industry eagerly await the Dodge Construction Outlook. For 2020 Dodge Data & Analytics is forecasting a $776 billion construction market.  Which sounds great, except it represents a 4% decline versus 2019’s projected activity of $809 billion, which is  down 1% from 2018’s high of $815 billion.
