The Victorian Government is developing an Asbestos Disposal Management Plan that will provide recommendations about the long-term infrastructure needs for safe and accessible asbestos disposal in Victoria.

Sustainability Victoria is leading this work, working in consultation with other relevant departments and agencies including EPA Victoria, WorkSafe Victoria and the Victorian Asbestos Eradication Agency. The scope of work includes all commercial and domestic asbestos waste and asbestos contaminated soil requiring disposal.

I invite your council to participate in the development of this important plan by providing feedback on the discussion paper. The paper identifies the issues relating to the transport, storage and disposal of asbestos across Victoria.

Timeline for consultation and development

• Register your interest by 3 December to receive the Asbestos Disposal Management Plan Discussion Paper and/or delegate to the appropriate officer in your organisation.
• Answer the questions in the discussion paper survey by 3 January 2020 and provide any other comments and suggestions you may have.
• We will consult on the development of options during February/March 2020.
• Based on consultation with councils and industry we will develop a final Asbestos Disposal Management Plan by June 2020, providing recommendations for the government about infrastructure needed for asbestos disposal across the state.

A working group has been established to assist us with the development of the plan, including representation from the Municipal Association of Victoria. Local government already plays a crucial role in relation to asbestos disposal such as providing information to residents and in some cases offering a disposal option. Council land can be at risk of illegal dumping of asbestos, especially where landfill options are limited. This plan aims to address these issues that are affecting councils and communities.
