NYCETC to Testify Before Congress on Connecting More People to Work
Today, NYCETC Executive Director Jose Ortiz, Jr. will be testifying before the US Congressional Joint Economic Committee at the "Connecting More People to Work" hearing starting at 2:15 pm.

Within his testimony, Jose will discuss the ways in which the workforce development system supports people in gaining the competencies and credentials required for in-demand careers, how skills training can help alleviate negative impacts of automation and transform our workforce and economy, and highlight stories of program participants who have empowered themselves through employment and training programs to enter and thrive in the workforce. New Civic Hall Report Defines Opportunity Gap In New York City’s Tech Workforce


As technological change transforms all facets of modern life and the economy, high-tech skills and the jobs that leverage them are growing in importance. A new report commissioned by Civic Hall - NYC’S Tech Opportunity Gap: Strengthening Pathways and Collaboration Within High-Tech Workforce Development - helps policymakers, workforce and economic development professionals and stakeholders better understand the nature and trajectory of jobs that require high-tech skills, and how the NYC workforce ecosystem can better prepare New Yorkers to realize the economic opportunity provided by high-tech jobs. This report’s findings will be used to help inform the planning of Civic Hall @ Union Square, a first-of-its-kind center focused on technology for good in New York. The building will include a three-story, 40,000-square-foot Learning Center opening in 2021, that aims to advance the city’s tech workforce and enable any New Yorker to access 21st-century technology education.
Update on City's Indirect Investment Implementation: Indirect Entryway Choice Form Now Open
The Indirect Entryway Choice Form that will allow providers with NYC contracts to claim their actual indirect cost rate opened this week. 
 
In June New York City’s adopted Fiscal Year 2020 budget included a new policy to allow community-based organizations with city contracts to claim their true indirect costs for reimbursement and receive the additional funds to support these rates. This has been a long-term advocacy goal for HSC and its partners, and we congratulate them on their work and outcome! 
 
In response to the announcement, HSC stated: “Mayor Bill de Blasio deserves a great deal of credit for giving the greenlight for this game-changing policy change; as does City Council Speaker Johnson who made this a Council priority. None of this would have happened without the unwavering support of Council Member Helen Rosenthal whose persistence ensured this large investment to right size an important portion of human services contracts became a reality.
 
Indirect expenses expenses are critical to fully functioning and successful human services programs, since they keep the backbone of the program and the organization itself strong and healthy. NYC is ahead of the curve with this new approach that fully funds nonprofit indirect rates. The underfunding of indirect rates is endemic across the country, despite growing recognition of its importance to the financial wellbeing of nonprofits working in communities. We applaud NYC for prioritizing this policy change and hope it will lead to similar investments across the country. “
USDOLETA Funding Opportunities: Job Corps Scholars Program & Fostering Opioid Recovery Through Workforce Development Grants
The U.S. Department of Labor Employment and Training Administration has issued two grant opportunities for workforce development programming. 

Through the Job Corps Scholars Program, USDOL intends to competitively award up to 20 grants of up to $1.18 million per grant to accredited, two-year, public community colleges; accredited, public two- and four-year historically black colleges and universities; and accredited tribally controlled colleges and universities to serve Job Corps-eligible youth and young adults 16 to 24 years of age who have at least one characteristic that is a barrier to education and employment. Grantee institutions must enroll Job Corps-eligible students; provide them educational and career technical skills instruction, and free tuition for their first year in the Job Corps Scholars program; and deliver intensive personal, academic and employment counseling. Through this project and its other partnerships with educational institutions, Job Corps  aims to strengthen the connection between workforce development and education. This demonstration project will also provide USDOL with insight into ways to improve the effectiveness of the Job Corps program.  Proposals are due January 8, 2020. 

Through the Support to Communities: Fostering Opioid Recovery Through Workforce Development USDOL will provide up to $20 million in grant funds to fund approximately 8 to 10 partnership grants, with awards ranging from $500,000 to $5 million. These grants intend to allow State workforce agencies (through Participating Partnerships led by local workforce development boards), outlying areas, or Tribal organizations in partnership with other stakeholders to creatively align and deliver career, training, and supportive services that will best serve workers in their local areas impacted by the crisis to address the economic effects of widespread substance misuse, opioid use, addiction, and overdose in significantly impacted service areas. Proposals are due February 8, 2020. 
November 20: Latina Equal Pay Day


Latina Equal Pay Day -- the day when Latina pay catches up to that of white, non-Hispanic men from the previous year -- is being observed today, November 20, 2019.  More than 50 years after the passage of the Equal Pay Act of 1963, Latina's typically earn only 54 cents for every dollar earned by white, non-Hispanic men and must work nearly 23 months to earn what white men earn in 12 months.  Indeed, given that this is the last "Equal Pay Day" observance of the year, Latinas must typically work longer than everyone.  Learn more and take action at latinaequalpay.org
