This essay, from Montgomery, Alabama, lays out the Scriptural argument as well as a more personal story demonstrating the importance of that repentance.

This has been done with one goal, keeping people out of our nation, with apparently no consideration as to how it affects those being told to wait in unregulated tent cities, not to mention the toll it takes on the American officials processing the cases. The result is rape and kidnappings in Mexico, guilt and resignation in America.
