Praise for Local Governments With an Early Start to the Season
WALGA would like to acknowledge the amazing effort of Local Governments across the State who have already faced bushfires.
Many of our colleagues have stood side by side with their communities and agencies under extreme conditions, in an early start to the season.

Areas across the State have faced a range of bushfire threats over the past week. The metropolitan area experienced heat-wave conditions followed by the weekend of 15 and 16 December which saw WA experience 65 Level 1, one Level 2, and one Level 3 bushfire. Local Governments are to be congratulated for encouraging community preparedness prior to the fires, and for their response and communication during these emergencies.
 
The City of Wanneroo and Shire of Gingin were affected by the Level 3 bushfire, and with these fires they have undertaken their emergency management responsibilities, including assistance with evacuation centres, communications to affected residents, business owners and other stakeholders, attendance at many of the incident management meetings and recovery coordination. 

The Shire of Gingin maintained communication with residents via their Facebook Page, doing a great job of passing on information and public messages. Here is one example below: 

 
Given the early start to the bushfire season, all Local Governments are encouraged to consider the following actions to prepare themselves for the season ahead:
  • Have the discussions with your Council, Executives and staff as to who will play key roles in a response and recovery effort.  
  • Make sure you have considered staff leave and have contingencies in place. Staff may need to be contacted after hours and may be required for long periods of time, so consider how this will work in your Local Government.
  • Your staff may be affected by the emergency, so back up plans and sharing resources with neighbouring Councils is encouraged. Now is the time to review your MOU with neighbouring Councils and share your contact details.  
  • Use your LEMC to collaborate and get ready with your community and agency partners.  
  • Dust off your LEMA and recovery plans and make sure your contact details and resource lists are up to date. 
  • Link in with your DFES regional office.
  • District Emergency Management Advisors can guide you through your responsibilities before, during and after an emergency and it is valuable to build relationships with operational staff in your region prior to an emergency.

City of Wanneroo Community Preparedness Roadshow
As part of the City of Wanneroo's Bushfire Risk Management Plan activities, the City contacted those with properties at risk of bushfire, to encourage them to prepare adequately for the upcoming season.
The City then ran two Community Preparedness events to provide information and support for the preparation activities.


Roadshow Bags were available on the day for residents to take home to use to plan and prepare for bushfire survival. These bags included vital information such as:
  • key emergency preparedness tips/messages, such as Fire Danger Ratings
  • Bushfire Warning System - including the levels, how these change to reflect the increase of risk to life or property and the decrease in the amount of time until the fire arrives
  • where information can be obtained during a bushfire
  • preparing a household emergency plan (including everyone in the household)
  • having an emergency kit packed (a checklist of essential items and having important documents and special items accounted for)
  • emergency kit for your pets and animals
  • 5 Minute Fire Chat – and how to get answers from the Department of Fire and Emergency Services (DFES), and
  • a USB with a copy of the City’s Local Emergency Management Arrangements and other important documents.
With recent bushfires affecting residents and properties within the City of Wanneroo boundary, the roadshow was a timely reminder to the community on how to prepare themselves for the season.

Shire of Dundas Receives High Fire Appliance as Backup for Town Brigade and Bushfire Unit
The Appliance will be staffed by Ngadju Rangers and Council staff.
 
   
DFES supply high fire season appliances across the southern part of WA during the high fire threat times. The appliances are then returned in April so they can be sent to the northern part of WA for their fire season.

The Shire of Dundas has been supplied with a 2.4 (2000 litre four-wheel drive) appliance with structural capabilities. The primary role of the appliance is bushfire fighting which will be undertaken by the Dundas Rural Brigade.

The appliance has the ability to support the Volunteer Fire and Rescue Service of Norseman as they are the hazard management agency for structural fires, hazmat and road crash rescue. A light tanker (LT) was also supplied for bushfire suppression. This vehicle is from the DFES Kalgoorlie Station and will now be based in Norseman to replace the previous LT, boosting the Shire's capacity to protect Norseman when the Town Brigade is on a Road Accident Rescue, and as part of a backup plan during the next fire season. 

DFES has undertaken a handover of the appliances and ongoing training for the fire crews, made up of volunteers within the community. All maintenance, fuel and related expenses are paid by DFES.

Waste and Recovery Webinar - Now Available to View
The webinar ran on Thursday, 5 December as part of the Recovery Network webinar series, a partnership between DFES and WALGA. 

WALGA Manager, Waste & Recycling, Rebecca Brown provided an overview on local waste arrangements for emergency events and Ruth Levett from the Shire of Augusta Margaret River presented a case study on waste and recovery.

Mandurah Steps Up the Exercising 
The City of Mandurah has introduced emergency exercising at all Local Emergency Management Committee (LEMC) meetings, testing and referencing Local and State Emergency Management Arrangements. 

Exercise scenario ideas are welcomed from the diverse membership, which included aged care and community representation, with additional subject matter experts invited to present and participate in the discussions. 
 
The August LEMC scenario involved a distracted driver, a diesel tanker carrying 100,000L and a collision with a casino bus (carrying 50 elderly passengers) on the Mandurah Estuary Bridge. The accident resulted in mass casualties, significant structural damage to the bridge and a major diesel spill impacting the internationally recognised wetland.

The group openly discussed the immediate response considerations before forming Recovery Sub-Committees and brainstorming concerns and potential solutions for the Natural, Built, Social and Economic Environments. 

Mandurah is developing a range of exercise scenario cards, encouraging and enabling members to replicate the exercise within their organisations with minimal preparation.

WA Community Evacuation in Emergencies Guideline Open for Consultation
The State EM Policy Branch has recently completed a comprehensive review of the WA community evacuation arrangements with significant amendments proposed for the WA Community Evacuation in Emergencies Guideline.
These amendments aim to address concerns raised by EM stakeholders during the review.

The State is now seeking feedback on the proposed amendments to help highlight and address any significant concerns prior to requesting endorsement from the Response Capability Subcommittee and approval from SEMC. Please view the amendments and provide feedback by Friday, 28 February 2020 on Social Pinpoint

The consultation is being hosted on Social Pinpoint, a new platform, which is being trialled to assist with the broad consultation of the State EM documents. The State EM Policy Team would also appreciate any feedback on the use of this platform and the setup of the consultation webpage.

Department of Health Activates State Hazard Plan - Heatwave
From Thursday, 10 December to Sunday, 15 December Perth sweltered through a heatwave. The Bureau of Meteorology (BOM) forecast triggered the activation of the State Hazard Plan (SHP) Heatwave for a Level 1 Incident Response.

The Department of Health activated the State Hazard Plan (SHP) Heatwave for the Perth metropolitan area on Thursday, 9 December, based on forecast temperatures for the week ahead. In the Perth metropolitan area, the heatwave trigger is defined as a three-day average temperature (3DAT) calculation of 32 degrees Celsius or above. This 3DAT calculation is based on both daily maximum and minimum temperatures over a forward looking three-day prediction.

Measures as part of the activation included:
  • the State Health Incident Coordination Centre (SHICC) was activated
  • DoH Communications Directorate disseminated heat-related public health messages, and
  • notification to external agencies on commencement to advise that SHP Heatwave had been activated and provide information fact sheets to support their workforce and/or client base.
External agencies were also required to fulfill certain actions, including:
  • reviewing planned works that may have an impact on critical systems that could compromise the agency's ability to manage in a severe heat event
  • reviewing planned events and outside works and suspend or delay these events to early morning or late evening during the heatwave, and
  • public event organisers and venues were specifically requested to review event plans to ensure heatwave conditions are adequately addressed.
By Monday, 16 December the temperature forecast was more favourable and conditions for heatwave had subsided. The SHP Heatwave transitioned to Stand Down phase and agencies and Health Service Providers were advised to stand down internal heatwave plans. 

As the heatwave activation was a Level 1 incident, a full debrief did not occur. Feedback was welcomed by the SHICC.

Mitigation Activity Fund – Emergency Services Levy Grants 
The latest round of the Mitigation Activity Fund – Emergency Services Levy Grants program sees three Perth metropolitan councils awarded almost $1.4 million to help reduce bushfire risks in their communities. 
The Cities of Joondalup, Wanneroo and Rockingham now have funding to conduct more than 140 mitigation activities in high bushfire-risk areas. These activities include mechanical treatments to reduce fuel levels, the creation of firebreaks and hazard-reduction burns when appropriate.

The funding is part of the $35 million mitigation fund led by DFES to treat bushfire risks on crown land. To date, the DFES-led funding has assisted nine Local Governments to conduct 330 mitigation treatments through $3.4 million of funding support.

This is in addition to the $15 million Mitigation Activity Fund which provided nearly $11 million to 26 regional Local Governments to conduct 1560 mitigation treatments under Royalties for Regions.

The next funding round will open in April, with a closing date set for May and payments in July 2020. All Local Governments who have an Office of Bushfire Risk Management endorsed Bushfire Risk Management Plan are eligible to apply.

Shire of Murray Welcomes Bushfire Centre of Excellence
The Department of Fire and Emergency Services’ (DFES) Bushfire Centre of Excellence (BCoE) Team was warmly welcomed to the community by the Shire of Murray at a networking event on Monday, 9 December.

Representatives from the Murray and Peel business sectors, State and volunteer emergency services, local Bindjareb community and State and Local Government agencies joined BCoE staff to celebrate the occasion. 

Among attendees was Premier, Mark McGowan MLA; Minister for Emergency Services, Hon. Francis Logan MLA and Member for Murray-Wellington, Mrs. Robyn Clarke MLA. 

The event followed on from the first training courses being delivered at the BCoE interim facility the week prior. 

Fire spread prediction and simulation training using Aurora was delivered on Thursday, 5 December. The course aimed to enhance the capability of DFES and Department of Biodiversity, Conservation and Attractions (DBCA) staff who recently completed Fire Behaviour Analyst (FBAn) training.  

A refresher FBAn workshop and training session was delivered the following day to prepare participants for the bushfire season. The day was also an opportunity for the group to share learnings from recent deployments to New South Wales and workshop future FBAn capabilities.

St John Heart Grant Defibrillator Offer
Applications are now open for not-for-profit sporting or community groups to access discounted defibrillator packages for public community use. 
Cardiac arrest is WA’s biggest killer with five people dying every day. For every minute a defibrillator is not applied, the chance of survival drops by 10%. 

Through the Lotterywest-funded St John Heart Grant, successful organisations are provided a defibrillator, lock box and necessary first aid training for $249 (valued at $2000).
