COMMITTING OURSELVES TO BE FASTER AND BETTER

Dear IEU readers,
Welcome to the IEU's October - December 2019 Newsletter.
A key highlight for the IEU this year was submitting the Forward-looking Performance Review (FPR) of the GCF to the Board. Key FPR messages included focusing on strengthening business processes and the quality of implementation, redirecting attention to adaptation and seizing the opportunity to be an innovative leader in climate finance, and implementing innovative and impactful mitigation investments. These messages are also being delivered at COP25 where the IEU and the Secretariat are presenting a number of key events. Our next newsletter will update you on the IEU’s engagement at the COP.

IEU AT BOARD MEETING 24

Secretariat's management response to the FPR

The Secretariat recognized the FPR’s recommendations for the potential they hold for delivering greater impact and have started to incorporate these measures in its new strategic plan for 2020-23.

IEU Annual Report 2019

The 2019 Annual Repot submitted at B.24 detailed IEU’s evaluation achievements, including the Readiness and Preparatory Support Programme, the Results Management Framework, the Country Ownership Approach, the Environmental and Social Safeguards, and the Forward-looking Performance Review. The IEU DataLab and GIS group members provided the evaluations great support with their fit-for-purpose databases and analytical work. IEU was also active with capacity building for access entities, the Secretariat and other stakeholders. IEU delivered its first two learning papers on adaptation (to be published) and forestry. 2019  also saw IEU’s uptake and communications team deliver around 120 communication products.
 

Evaluation of GCF’s Country Ownership Approach

This evaluation, to be submitted at B.25, recommends several actions for encouraging greater country ownership of GCF funded activities:
  • Develop a normative standard for country ownership that is more ambitious than current international practice.
  • Make country ownership a minimum eligibility criterion for all GCF investments before they are assessed for other qualities.
  • Encourage international accredited entities to co-develop and co-implement GCF investments jointly with nominated direct access entities.
  • Improve transparency by promoting the public release of relevant documents.

IEU Work plan and budget 2020

IEU will conduct six evaluations in 2020, including (i) An independent assessment of the environmental and social safeguards system of the GCF; (ii) The Learning Oriented Real-Time Impact Assessment Programme; (iii) An independent assessment of the GCF’s adaptation-related investments; (iv) A study of GCF effectiveness in small island developing states; (v) An independent synthesis of GCF’s accreditation process, and (vi) A rapid assessment of the GCF’s simplified approval process. The Board approved the plan and its $5,581,985 budget.

CAPACITY BUILDING AND PARTNERSHIP ENGAGEMENT

IEU delivers a training workshop on impact evaluation to DMA colleagues at the GCF.
  • In October, the IEU delivered a training workshop on impact evaluation and measurement to 30 participants from the Secretariat’s Division of Mitigation and Adaptation, covering such topics as designing impact evaluations for GCF projects and costing evaluations, among others.
  • In November, IEU’s Aemal Khan and Nayeon Kim led seminars on impact investing and spatial analysis at the 2019 Annual American Evaluation Association Conference in Minneapolis, USA.
  • IEU’s Viktoriya Khan delivered a capacity building workshop on LORTA’s aims, expected outcomes, and impact evaluation methods to a GCF project in Northern Rwanda. Also in Rwanda, IEU and the Ministry of Environment signed an MoU to disseminate the use of tools and methodologies for LORTA. Meanwhile, colleague Solomon Asfaw organized a capacity building workshop with government and CABEI staff in Honduras on impact evaluation and implementing impact evaluations.

IEU LUNCH TALKS

IEU Lunch Talks for the period attracted audiences of between 40 and 60. Topics for the period included evidence gap maps (by Jyotsna Puri and Solomon Asfaw), complexity (by Karoline Wiesner), and multiple benefits pathways (by Helena Molin Valdes).
