Dear Friends,

One year ago, I had the honor to be sworn in as State Senator for District 13.  I’ve been truly grateful for the opportunity to serve Nashua and represent you in the Senate.  We have made important progress in making Nashua and all of New Hampshire an even better place to live.
               
Perhaps the most important project of the first year of a legislative session is the creation and adoption of the two-year state budget.  I am thrilled to have been part of the Senate’s budget team.  Although the budget was delayed because Governor Sununu vetoed it, the final budget maintained the spending and priorities the Legislature sent to him in June.

We were clear with the governor that reducing pressure on communities and property tax payers was a critical priority for us.  And I am pleased to report that Nashua will receive $9 million in additional state aid over this year and next.  About half goes directly to public school funding.  The balance is unrestricted.  We will also, for the first time, receive state funding for our successful Safe Stations program to fight the ongoing opioid crisis.

I undertook an initiative to improve Medicaid reimbursements.  Our health care and social service providers are part of the bedrock of New Hampshire, the critical safety net for tens of thousands of New Hampshire’s elders, residents with disabilities, and low income children and adults.  For the first time in state history, we were able to fund across the board Medicaid rate increases to help sustain this system of care and retain these important health care workers.

Finally, after years of delay by the Republicans in the Legislature, the $5 million of federal funding to complete the next phase of feasibility analysis for commuter rail was approved.  This project is a top priority for the residents of Nashua, our business community, and city government.  This year, we got it done!
               
We have so much more to do this year and into the future.  I am looking forward to the coming session, and, as always, I welcome your thoughts on the issues facing us.  I hope 2020 brings much happiness to you and your family.
