Appropriators now have two weeks to resolve issues with the Fiscal Year (FY) 2020 budget and pass twelve spending bills before the current Continuing Resolution expires on December 20, 2019. Congressional leaders reached an agreement last weekend on top-level 302(b) appropriations to divide $1.37 trillion in discretionary spending among the twelve bills. House Democrats insist on finalizing all twelve bills before any will be considered on the floor of the lower chamber. Senate Appropriations Committee Chairman Richard Shelby and Ranking Member Patrick Leahy will continue their negotiations over the weekend, hoping to resolve any major controversies like funding for the southern border wall. We expect to have a more clear picture for next steps by midweek next week.
