No Matter How You Package It
Split Roll Ballot Language
Biased and Misleading
 
Over the past month, California’s Attorney General submitted an extremely misleading ballot description for the 2020 Split Roll initiative, which would remove all Proposition 13 protections on commercial properties. According to the AG’s report, this initiative “increases funding for public schools, community colleges and local government services by changing tax assessment of commercial and industrial property.” Let’s be clear: Split Roll is not just a “change in tax assessments” – it is a massive $12.5 billion per year tax on commercial real estate. There is little accountability to where that revenue will go but complete certainty that the tax burden will ultimately fall on every Californian, who will experience dramatic increases to their cost of living. Titles and summaries are crucial to the success of a ballot initiative because that’s often the only thing voters read before casting their ballot. Any elected officer tasked with developing the ballot language should put aside their partisan preferences for such a serious responsibility. With the current language deeply biased in favor of Split Roll, we must double down educating voters about how Split Roll is nothing more than a massive tax hike.

Tax and Fee Report
$4.4 billion in new taxes approved by California legislators.The California Taxpayer’s Association reports that during the first part of the 2019-2020 legislative session, state lawmakers and the governor approved more than $4.4 billion a year in higher taxes and fees.  The foundation’s “Tax and Fee Report” describes all taxes and fees proposed, lists the current status of each measure, and details how lawmakers voted.


Our friends at the California Taxpayers Association (CALTAX) report that during the first year of the 2019-20 legislative session, state lawmakers and the governor approved more than $4.4 billion a year in higher taxes and fees.


The foundation’s Tax and Fee Report describes all taxes and fees proposed, lists the current status of each measure, and details how lawmakers voted.

According to the report, “The tax and fee increases enacted this year include a renewal of California’s Managed Care Organization tax, two cellphone surcharges and a renewal of a surcharge on electricity ratepayers.”

In his last year in office, Governor Jerry Brown signed legislation totaling $200 million in new annual taxes and fees.
