Bio: William John Kane, Esq

In 1979 before PTI and TASC were available in Essex County William John Kane, Esq. established The Alcon Project for offenders on diversion, Probation or Parole.
 
Kane implemented first employee assistance programs for several national corporations and has clinical experience within various treatment modalities. Included in the clinical profile is employment as a Certified Alcoholism Counselor at the Alcoholism Treatment Unit of Mountainside Hospital in Montclair. At Rahway Prison, under a State Law Enforcement Planning Agency (SLEPA) grant Kane developed and delivered the first alcoholism treatment program for adult male inmates in New Jersey.
 
Kane participated in the unique collaborative effort among the NJ Department of Health, Department of Corrections and the State Parole Board. Beginning in 1984, working in the Mutual Agreement Program (MAP) Kane visited every state and county correctional facility to evaluate and recommend suitable state prison inmates for 90 days of alcoholism treatment as a condition of early parole.
 
From the initial Essex Countermeasures Program, Kane operated the Essex County Intoxicated Driver Resource Program (IDRC). Included were the initial two day 12 hour program and a sixteen-week outpatient experience.
 
In 1982 Kane initiated and directed the first employee assistance program for United Parcel Service serving more than 7, 000 employees in Northern New Jersey. In addition he established and operated employee assistance programs for Thomas’ English Muffins (CPC), the federal Defense Contract Audit Agency, Paddington Distillers and. As Director of the Regional Employee Assistance Program (REAP) Mr. Kane established and operated contract employee assistance programs for educational and support staff in the following New Jersey school districts: Bergenfield, Clifton, East Orange, Fair Lawn, Montclair, Passaic and West Orange.
 
In 1984, 1985 and 1986 before creation of the New Jersey Lawyers Assistance Program, California Judge William Beard invited Mr. Kane to present program development concepts at three Spring Networking conferences in San Diego. Representatives from Washington, Oregon, Nevada and Arizona were also in attendance.
 
Under Kane’s direction, NJLAP had an active role and contributed to the initial program implementation for lawyers assistance in Connecticut, Delaware, New York City, Maine and Alabama. NJLAP provided internships for first Directors of the Ontario Lawyers Assistance Program and consulted with authorities in Nova Scotia during provincial program development there. NJLAP was invited to consult with established programs in Arkansas, Colorado, Illinois, Nassau County North Carolina, Oregon, Pennsylvania and Quebec.
