Christian Zinglersen leaves CEM Secretariat
Christian, the first Head of the new Clean Energy Ministerial (CEM) Secretariat hosted at the International Energy Agency (IEA) since February 2017, left the Secretariat this week. He has been instrumental in supporting CEM Member governments to form a solid multilateral clean energy cooperation and building up a strong and cohesive Secretariat team. Under his leadership, the CEM has seen more country members taking on leadership roles, underlining its shared leadership model of CEM 2.0, new countries and observers joining the CEM and new partners from the corporate sector and key philanthropic and multilateral funding entities engaging in CEM's work. We thank him for his tireless work, his enthusiasm and energy and wish him well in his new role.

Regional integration of power system: opportunities and challenges ahead
The Regional and Global Energy Interconnection Initiative (RGEI) organised its first peer-to-peer knowledge sharing webinar focusing on opportunities and challenges in regional power system interconnection in Central and South America. Participants agreed there is potential for clean energy development through large scale grid integration across several countries in South America, however many political and policy challenges remain. Chilean colleagues shared positive perspectives from the feasibility study, facilitated by IDB (Inter American Development Bank), of Chile and Peru interconnection, with the expectation of attracting private sector participation in the future.

Still time to apply for Energy Management Leadership Awards 2020!
The Clean Energy Ministerial invites organisations to compete for a prestigious global award by sharing their experiences in implementing energy management strategies through ISO 50001.
Organisations from around the world submit case studies that describe their ISO 50001 implementation and results.
The case studies are evaluated by a committee of international EnMS experts.
- Benefits: Recognition on a global scale by energy ministers:
- Demonstrate commitment and leadership to customers, investors, employees, etc;
- Affirmation of leadership by trusted third parties on their behalf: governments, press, international organisations, etc;
- Each organisation receives award for contributing a quality case study.
Eligibility: Organisations from around the world in the industrial, commercial, or public sector certified to ISO 50001 can participate. ISO 50001 certificates must be issued by an accredited, third-party certification body.

CEM CCUS Initiative's webinar on Approaching Final Investment Decision
The Carbon Capture, Utilisation and Storage Initiative hosted a webinar on Approaching Final Investment Decision: Developments in Norway.
For more than 20 years, Norway has been a frontrunner in the efforts to develop CCS. The Norwegian authorities want to contribute to the progress of this important technology through developing a cost-effective solution for full-scale CO2-capture and storage in Norway, provided that it leads to technology development internationally. To be successful, this project needs to be followed by other CCS projects. From the Norwegian perspective, the state and the industry need to share both costs and risks.
The Norwegian full-scale CCS project is comprised of two capture projects: Norcem, a HeidelbergCement subsidiary, is studying capture from a cement plant and Fortum Oslo Varme is studying capture from a waste incineration plant. CO2 will be transported by ship to an onshore terminal on the Norwegian west coast and from there transported by pipeline to an offshore storage complex under the North Sea. The transport and storage part is planned by the Northern Lights project, a partnership between Equinor, Shell and Total. The project is on track for an investment decision in 2020/2021. 2019 Autumn EVI Advisory Board Meeting, 13th November, 2019
The 2019 Autumn EVI Advisory Board Meeting took place on the margins of the 2nd Smart and Shared Mobility Congress and EVI Pilot City Forum (PCF) in Guangzhou, China on 13th November, 2019. The meeting saw participation from several EVI members and partner organisations. The program of work for the Initiative for the next several months was discussed including ideas for a potential new campaign on freight mobility to be launched at CEM11.

CEM Investment and Finance joins a partner coalition share country experiences in low carbon investments
The CEM IF joins as the partner coalition established by the Climate Investment Funds Technical Assistance Facility (CIF TAF). The coalition comprises 12 organisations and programmes from the public and private sectors, including GCF, IEA, IRENA, BloombergNEF, ISA, etc. This is an unique coalition of leading clean energy organizations and 6 of the largest multilateral development banks (WB, IFC, ADB, AfDB, EBRD, and IDB) aimed at bolstering technical assistance to drive scaled-up, low-carbon investments. CEM IF will share CEM member government experiences in clean energy investment within this network, and will also identify country-focused activity aligned with the CIF TAF partners.

Power system flexibility session at COP25
During COP25, hosted by Chile in Madrid, Christian Zinglersen moderated a session dedicated to power system flexibility, with a number of high level speakers, including Commissioner for Energy Ms Kadri Simson, IRENA’s DG Francesco La Camera, Moroccan Minister of Energy, Mining, and Sustainable Development, Mr. Aziz Rabbah, and Mr. Juan Carlos Olmedo, the president of the Chilean National Electric Coordinator. Dolf Gielen from IRENA also provided a scene setting presentation for the session. The panellists discussed flexibility resources that help address the challenge of integrating large shares of renewable energy as well as regulatory frameworks and policy settings that encourage additional flexibility within a cleaner electricity system, whilst maintaining affordability and reliability.

SEAD International Cooling Workshop in New Delhi, India, 12-13 December, 2019
Cooling is essential to wellbeing, food and medicine preservation, industrial manufacturing, sustainable agriculture and economic growth and remains a priority for several CEM Members. It is a critical component of sustainable urbanisation and rural development. The energy demand of space cooling, cooling of vehicles, and cold chain cooling is expected to surge at a dramatic rate. Current rates of energy efficiency gains are insufficient to dent this growth. There is a need for urgent action and innovation to develop and deploy new technologies, systems and business models. This one-and-a-half day workshop explored policies, technologies, innovation, new approaches and business models that can accelerate progress on energy efficient cooling across sectors and systems. The workshop, convened by India’s Bureau of Energy Efficiency under the auspices of the SEAD Initiative with support of the International Energy Agency (IEA), attracted a large number of high-level speakers from different member countries and partner organisations. EVI supported EV Charging Infrastructure Workshop, 19th November, 2019
Responding to the exponentially growing volumes of electric vehicles (EVs), the number of charging points globally grew by around 44% between 2017 and 2018, reaching an estimated 5.2 million points worldwide. Electric vehicle charging infrastructure is critical to enable the scale-up and development of a seamless ecosystem for EVs. This requires a coordinated approach bringing together technology solutions with appropriate and enabling policies, programmes and framework conditions. India’s Bureau of Energy Efficiency (BEE), in association with the International Energy Agency (IEA), organised an “International Workshop on Policy framework to deploy Electric Vehicle Charging Infrastructures” under the aegis of the Clean Energy Ministerial’s Electric Vehicle Initiative (EVI). The workshop which took place on 19th November, 2019 in New Delhi brought together leading experts, policy makers, distribution companies, industry and innovators. The CEM Investment and Finance Initiative (CEM IF) hosted a webinar on Clean Energy Investment in Emerging Economies: Progress, Risks and Opportunities
Meeting energy needs and policy priorities in the electricity sectors of emerging economies will depend on mobilising much higher levels of capital – with higher degrees of private sector participation – for renewables, energy efficiency and flexible infrastructure. The CEM IF and the International Energy Agency (IEA) hosted a webinar on clean energy investment in emerging economies. IEA experts shared their recent insights from the IEA Southeast Asia and Africa Energy Outlooks. This webinar discussed persistent risks and present opportunities identified to reduce financing costs and attract more capital for clean energy in selected emerging markets.

2nd EVI-Pilot City Forum, 15th November, 2019
The second edition of the EVI Pilot City Forum (PCF) took place on 15th November, 2019 on the margins of the 2nd Smart and Shared Mobility Congress in Guangzhou, China. The focus of this year’s forum was on Electric, shared, connected, and automated mobility towards smart cities.
The PFC is an annual event of the EVI Global EV Pilot City Programme (PCP) which was launched at the 9thClean Energy Ministerial (CEM9) meeting on 24th May 2018. Noting that cities will be amongst the first movers in EV implementation, the PCP aims to create a global platform to facilitate communications and cooperation among leading global cities interested in stimulating and increasing the uptake of electric mobility within their jurisdictions. The first edition of the Pilot City Forum took place back to back with the Clean Energy Ministerial in Helsinki (Finland) on 28-29 May 2018.
